The document discusses a lecture on construction health and safety management given by Eng. Happyness Paul. It covers the introduction of safety and health, the foundation of an effective safety and health management system with five key elements: a clear policy, defined organization, plan, performance measurement, and audits/reviews. It also discusses risk assessment processes involving hazard identification, evaluating risk levels, and establishing a hierarchy of risk controls, before looking at personal protective equipment and hazards/controls.

CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Introduction Safety: is a freedom from danger, injury or damage Health: is a state of physical or mental well being, freedom from disease, pain or defect. Health and safety at work place is govern by OSHA OSHA’S CONGRESSIONAL PURPOSE AND INTENT: To assure as far as possible every working man and woman is safe and in health working conditions so as to preserve human resources. CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Foundation of Safety and Health management system 1. Moral or Ethical reasons; Accidents at work can lead to serious injury and even death. 2. Legal reasons; the legal argument, concerning the employer’s duty of care in criminal and civil law. 3. Financial reasons; Cost of accidents. Effective Safety and Health Management systems (SHMS) have proven to be decisive factor in reducing the extent and severity of work related injuries and illnesses. A formal management system or framework can help to manage health and safety An international Standard such as BS OHSAS 18001:2007 Occupational Health and safety series can be used. CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Framework for Health and Safety management Five key elements (Fig.01) involved in successful health and safety management system have been identified. 1. A clear health and safety policy 2. A well defined health and safety organization 3. A clear health and safety plan 4. The measurement of Health and safety performance 5. The audit and review of health and safety performance CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Framework for Health and Safety management CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Risk assessment • The purpose of Risk assessment is to reduce the remaining risk. This is called the residual risk. The goal of risk assessment is to reduce all residual risks to as low as level as reasonably practicable. • There are two forms of risk assessment 1. A quantitative risk assessment attempts to measure the risk relating the probability of the risk occurring to the possible severity of the outcome and then giving the risk a numerical value. 2. The more common form of risk assessment is the qualitative assessment which is based purely on personal judgement and its normally defined as high, medium or low. CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Risk assessment The risk assessment process is divided into six elements; 1. Hazard identification 2. Persons at risk 3. Evaluation of risk level 4. Risk controls (Existing and additional) 5. Record of risk assessment findings 6. Monitoring and reviews CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Evaluation of Risk level CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Hierarchy of Risk control CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Personal protective equipment (PPE) CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Personal protective equipment (PPE) CONSTRUCTION HEALTH AND SAFETY MANAGEMENT • Hazards and Control
