ISO 45001 Standard - Occupational

Health and Safety Management System


Motivation for implementation of Occupational Health and Safety ISO 45001 Standard to Wärtsilä
operations:

The greatest motivation for ISO 45001 Occupational Health and Safety (OH&S) standard implementation
is that all accidents are preventable.

ISO 45001 takes health and safety global, as it’s the first internationally agreed standard for
occupational health and safety management. It provides a framework, regardless of size, activity and
geographical location, to manage and continuously improve Occupational Health and Safety (OH&S)
within the organization.

LTI - Lost Time Injury

an injury sustained by an employee that leads to loss of productive work in the form of absenteeism or
delays.

Number of LTI cases in 2019 in Wärtsilä was 85.

Occupational Health and Safety Management System Principles

1. Terminology
1. Workers - an internal or external person performing work or work-related activities that are under
the control of the organization, including top management, managerial and non-managerial persons.

2. Workplace - place under the control of the organization where a person needs to be or to go for work
purposes (The organization’s responsibilities under the OH&S management system for the workplace
depend on the degree of control over the workplace)

3. Organization - group of people that has its own functions with responsibilities, authorities and
relationships to achieve its objectives.

4. Top management - specific group of people who directs and controls an organization at the highest
level (for example, Board of Management, Management team of a legal company (Wärtsilä Norway AS),
MB or EB Management team).

5. Contractors - external organization providing services to the organization in accordance with agreed
specifications, terms and conditions.

6. Risks and opportunities:

• combination of the likelihood of occurrence of a work-related hazardous event(s) or exposure(s)

• the severity of injury and ill health that can be caused by the event(s) or exposure(s)

• circumstance or set of circumstances that can lead to improvement of OH&S performance

7. Participation and consultation:

• Consultation: seeking views before making a decision.

• Participation: involvement in decision-making


2. Common structure
ISO 9001:2015 Quality Management System Standard, ISO 14001:2015 Environmental Management
System Standard and ISO 45001:2018 Occupational Health and Safety standard have common high-level
structure.

ISO 45001 Specific requirements:

• Consultation and participation of workers

• Hazard identification and assessment of risks and opportunities

• Determination of legal requirements and other requirements

• Planning actions

• Operational planning and control

• Eliminating hazards and reducing OH&S risks

• Management of change

• Procurement, including contractors and outsourcing

• Emergency preparedness and responses

• Evaluation of compliance

• Incident, non-conformity and corrective action


Common Plan - Do - Check - Act principle

PDCA principle is used in the implementation of Occupational Health & Safety Management System to
achieve continual improvement.

The target is to ensure capability to deliver expected results and continually improve our processes and
practices.
3. Context and interested parties
Context

The ‘context’ of the organisation (i.e. business or organisational environment) refers to the combination
of internal and external factors and conditions that can affect the organisation’s ability to manage its
OH&S performance and achieve its intended outcomes.

Interested parties

The term "worker" in ISO 45001 is essential and is defined as a person performing work or work-related
activities that are under the control of the organisation; and interested parties are defined as a person
or organisation that can affect, be affected by or perceive itself affected by a decision or activity.

illustration below represents the interpretation of Occupational Health and Safety Management System
and how to understand interested parties in the context of OH&S.
4. Leadership
According to ISO 45001, leadership shall be demonstrated by top management with the respect to the
OH&S Management system by:

• Taking overall responsibility and accountability for the prevention of work related injury / ill
health, as well as the provision of a safe and healthy work environment

• Providing people with the required resources, training and authority to act with accountability

• Developing, leading and promoting a culture in the company

• Ensuring that responsibilities and authorities for relevant roles are assigned and communicated
within all levels of the organisation.

The QEHS Policy shall be considered as a "Statement of Intent", which establishes the framework for
managing the QEHS Management System and for defining QEHS objectives. The QEHS policy has been
aligned to reflect the changes in the global management system standards and the new revision was
approved by the Wärtsilä Board of Management on 16.12.2019.

5. Consultation and participation of workers


According to ISO 45001, the organization has to implement and maintain a process for consultation and
participation of workers at all levels of the organization in the development, planning, implementation,
performance evaluation and improvement of the OH&S system.

How can workers be involved in consultation and participation?

• Development discussions

• Risk assessments (Risk identification and management, possible elimination of hazards)

• Periodic meetings with senior leadership to discuss processes including OH&S issues

• Cross communication between sites within the organization

• Site tours

• Open door policy to talk to a safety or HR representative

• Active use of improvement proposal tools (ideas relating to work community, productivity,
quality, health and safety)

• MyVoice and other surveys

6. Risk and opportunity management and hazard identification


According to ISO 45001, the organization shall establish, implement and maintain a process to assess:

• OH&S risks from the identified hazards, while taking into account the effectiveness of existing
controls.

• Opportunities to enhance OH&S performance, while taking into account planned changes to the
organization, its policies, its processes or its activities.

• Local legislative work safety requirements and permits.

Job Safety Analysis (JSA)

• Method used to break a job task into separate and distinct steps

• Identify and evaluate the hazards associated with each step

• Determine the appropriate controls needed to control each of the identified hazards

• Become aware of the hazards involved in doing the job and taking action to prevent incidents,
accidents and injuries

Hierarchy of controls and risk mitigation measures

It is important to consult workers about any proposed risk mitigation / control measures, as no control
will work in the long term if it does not have the support of the people who have to use it. Consultation
will also provide useful information by learning more about how the work activity is actually carried out
in the workplace.

The more effective measures in the hierarchy of control should be considered first, when applying
additional measures to reduce risk. It should be also considered that the chosen mitigation measure
does not introduce other unacceptable risk factors.
Management of change

It is recognized that accidents can occur when something is changed. Changes can be related to
organization (line management), available competences of workers and introduction of new working
methods, work practices, materials, tools, machineries or premises.

Before change has been done, the organization shall consider all mechanisms to assess and prevent the
introductions of new risks or hazards.

Management of change may include/require:

- compliance evaluation of organization (new legislation or regulative requirement)

- re-evaluating related hazard identification and risk assessment

- introduction of new competencies

- definition and implementation of new practices (working instructions etc.)

- re-training of organizations

- definition of roles and responsibilities


7. Awareness and communication

ISO 45001 requires a process that shows what is communicated, with whom, how and when.

Stop Work Authority

Wärtsilä employees are given the authority to


stop the work when:

• the employee is exposed to a hazard at


the worksite

• our partners and/or public in general are


exposed to a hazard

• the control of identified hazards are not


clearly established or understood by
personnel.

• the hazard could adversely affect the safe operation or cause damage to the facility or result in a
release of chemical effluents or toxic substances to the environment.

Wärtsilä is committed to Stop Work authority by preventing any retaliation in response to exercising this
authority.
Life-Saving Rules

Wärtsilä Life-Saving rules are put in place to protect


Wärtsilä employees, contractors and partners from any
serious injury or even fatality.
Safety Flashes

Safety improves when we learn and do things


better. Wärtsilä Safety Flash is a way of sharing
lessons of occurred incidents around the Wärtsilä
network. Safety Flashes are developed based on
real accidents or hazardous situations, and they
focus on finding improvement to the work
environment and way of working.

Our local units have been active on generating these stories during past years, and this effort is a
genuine demonstration that we care for each other in Wärtsilä.

8. Contractors and Outsourcing

ISO 45001 requires a process for both identifying hazards and evaluating risks connected with
contractors and a process for evaluating whether contractors and their employees are competent and
have needed qualifications to meet the requirements of the OH&S management system.

As stated in our QEHS Policy (Wärtsilä Quality, Environmental and Health & Safety Policy), Wärtsilä
wants to assure safe and healthy workplaces for all employees and for all who work for or with us. To
ensure that, we have created a comprehensive set of practices of how to communicate our safety
objectives, requirements and instructions to relevant stakeholders.

9. Main changes between the OHSAS 18001 and the new Occupational
Health and Safety ISO 45001 Standard
Content and content structure of OHSAS 18001 Standard was not aligned with ISO Management System
standards and was not globally recognized. New ISO 45001 Standard is supporting implementation of
integrated management system in line with ISO 9001 and ISO 14001.

Main changes:

• Risk based approach and common high-level structure content structure with other
management system standards (like ISO 9001 & 14001)

• The concept of workplace and worker (new definition)

• Working better in services sector, where we talk about risk identification and risk control instead
of hazards.

• Safety Management is extended to all the operations of the organization


increasing Management Leadership and worker participation.
• Introduces new concepts such as occupational well-being, risk and opportunities.

• The context of the organization and the expectations of stakeholders are of particular
importance.

• Documented planning with real actions to achieve OH&S Objectives
