Welcome to the Creating and Managing Requisitions and Receipts


course!

The purpose of this course is to explain the requisition lifecycle. It includes


creation, approval, amendment, and processing of requisitions. The course
also provides an overview of purchase orders and the goods receipt process.

Procure to Pay
OVERVIEW

The Procure to Pay (PTP) process covers everything from Vendor Master Maintenance to Procurement;
and from Vendor Invoicing and Payment Processing to Period Closing Activities.

Note: The processing of requisitions, receipts, and invoices are performed by the business units (BUs) at Client.
All other processes are executed by Client Service Center (CSC) through Procurement and invoice processing.

Purchase Requisitions (1 of 2)
OVERVIEW

A purchase requisition is the request to an authority to procure


goods or services from a Supplier.

A purchase requisition request contains the required quantity of


products that must be delivered at a specific location within a
defined timeline.

A purchase requisition is required for:


 All capital purchases
 All items available through the Oracle Procurement Cloud
application via punchout or internal catalog
 Non-capital goods and services with a cumulative total of
more than $2,500 (P-Cards are still recommended for
items below $2,500)

To access Oracle Procurement, select the Oracle Finance & HCM option from the Tools drop-down list on
the MyClient Home page. On selecting Oracle Finance & HCM, you are redirected to the Oracle Login
page.

You can manage a requisition in the Purchase Requisitions work area in Oracle Procurement. You can

Catalog Requisition Requests
OVERVIEW

Using a catalog requisition request, you can procure the items that are already defined in the database.

Internal Catalog: An internalized catalog that consists of all the items and item attributes
available in Oracle Inventory and Oracle Purchasing.

Punchout Catalog: A dynamic purchasing catalog sourced from a Supplier that offers
real-time pricing and availability.

Shopping List: It is a defined list of shopping items that are available for purchasing.
The shopping lists are categorized into two types: Public Lists and My Shopping Lists.

Smart Form: It is an online form for future use that is used to define and procure noncatalog
items (for future use).

Christy is an associate working at the Service Center. She requires an item for her
project work. She is creating a requisition request using a punchout catalog. How
should she create this?

To create a requisition using a punchout catalog:


1. Click the Procurement icon on the Springboard. 1

2. In the Procurement folder, click the Purchase


Requisitions icon.
3. The Shop page is displayed. In the Browse 2

Catalog section, click the catalog link from which


you want to purchase the item. In this example,
click Office Depot.

4. You are directed to the Office Depot page. Search for the items that you want to procure and click the
Add to Cart button to add the item to your shopping cart.
5. After you have added the required items to the cart, click the CHECK OUT button.

After checking out, you are redirected to the Oracle Procurement Shop page. In the My Requisitions
section, the added requisition is displayed with the status as Incomplete because it has not been submitted
yet. Once it is submitted, the status will read as Pending Approval.

Noncatalog Requisition Requests
OVERVIEW

A noncatalog requisition request allows you to purchase goods and


services that are not available in the catalogs associated with the Oracle
Procurement module.

You can use the noncatalog requests to order:


 Goods or services billed by quantity
 Goods or services billed by amount

For a noncatalog request, you must manually enter the details for the
required items.

not available in the catalog. She is creating a noncatalog requisition request. How
should she create this?

1. Click the Procurement icon on the Springboard.
2. In the Procurement folder, click the Purchase Requisitions icon.
3. The Shop page is displayed. In the Quick Links section, click the Noncatalog Request link.

and Supplier details for the requisition. The options to
select in the Item Type field are Goods or services billed

required. Enter the Supplier name in the
Supplier field.

Note: You can click the Add to My Shopping List button to add the purchase details to your shopping list.
This allows you to access the details in future.

The requisition is saved and reflected in the Requisition Work


Area section in the pane on the right.

In the Requisition Preferences section, you can view the


default requisition preferences, which are defined based on the
agreement:
 Your default requisitioning BU
 Your name as a requester
 Your shopping and/or delivery preferences

OVERVIEW

 You can duplicate an existing requisition to create a new


requisition.

 The duplication feature eliminates redundant data entry


by using an existing requisition as a template.

 You can search, select, and copy any requisition,


regardless of its status.

existing requisition or create a new requisition. Click the Create New Requisition button.
10. The Edit Requisition page is displayed. Review the requisition details copied from the existing
requisition. You can modify the details, as required. Click the Save button.

You are redirected to the Shop page. In the My Requisitions section, the added requisition is displayed

Requisition Line Entry for Assets
OVERVIEW

A requisition line entry allows you to create a requisition request for a specific item
in the database.

Within a requisition line:


 The available items are categorized into various asset categories.
 Each asset category is associated with a chargeable account.

Using this method, you can make capital purchases in which the cost of the item is
over $5000 and the item needs to be capitalized as an asset.

This process drives asset accounting and eliminates the need to select the asset
category in the Fixed Assets (FA) module.

for her project work. She is creating a requisition line entry for procuring the asset.

1. Click the Procurement icon on the Springboard.
2. In the Procurement folder, click the Purchase Requisitions icon.

Search icon for the Item field.

Item field.

Note: You can search for an item using keywords and

wildcard (%) symbol. For example, Equipment%.

Alternatively, you can click the Advanced button and


broaden the search criteria.

auto-populated based on the selected item. Enter

In the Requisition: <Number> section, a requisition line is added for the selected item.

OVERVIEW

After creating a draft requisition, you must update the requisition


details before submitting it for approval.

For any draft requisition, you can:


 Update the basic requisition information including the description
and justification.
 Add requisition lines for procuring several items using a single
requisition request.
 Enter/update the delivery details for each requisition line.
 Enter the project-related details, if any.
 Enter/update the billing details.

1. On the Shop page, click the Edit and Submit
button in the Requisition: <Number> section on
the right side of the page.

3. In the Delivery sub-section, the delivery details are auto-populated based on the requisition
preferences defined by the System Administrator. Select the required delivery date in the
Requested Delivery Date field.

4. In the Billing section, the Charge Account field is auto-populated based on the default user
preferences. When you add an item to the requisition, the value in the Charge Account field is
updated based on the asset category of the item.
5. You can split the requisition cost between various chargeable accounts. To split the cost, click the
Actions drop-down arrow and select the Split option.

6. A new row is added in the Billing section. Select the second chargeable account in the Charge
Account field of the new row. Enter the percentage of cost division between the two accounts in the
Percentage fields of the two rows. The quantity and amount are divided based on the percentage.

7. If the requisition line is project-related, you must enter the Project, Organization, Expenditure, Task
(POET) information in the Billing section. Click the Search icon for the Project Number field.

project number in the Value field.

Managing Approvals
OVERVIEW

 On creation of a draft requisition, a default list of approvers is


added to the requisition. The approver list is defined by the
System Administrator based on your supervisor, BU, and
requisition type.

 To convert the requisition to a PO, each required approver in


the list must approve the requisition.

To review the approval routing of a requisition:


1. On the Edit Requisition page, click the Manage Approvals button.
2. On the Manage Approvals page, a default list of approvers is displayed along with the order in
which the approval request will flow.

The Header Stage section displays the following details:


 Parallel: A list of approvers who can approve the
requisition in parallel. All the approvers in this list
must approve the requisition.
 Header Stage First Responder Wins: A list of
approvers from which any one approver can approve
the requisition. With the first approval, the requisition
is marked as approved.

Note: The default list of approvers cannot be updated.

After adding all the details to the requisition, submit the requisition for approval. To submit a
requisition for approval:
1. On the Edit Requisition page, click the Submit button.
2. A confirmation pop-up window is displayed. Click the OK button. You can click the View PDF
button to view the requisition in a PDF format.

The submitted requisition is available in the My Requisitions section on the main Shop page. The value in
the Status field is updated to Pending approval.

KEY APPROVALS

All the requisitions that are submitted for approval are routed through the following approval stages:

Supervisory approval: The requisition is first routed to the


Supervisor for financial approval.

Coding review and update: The approved requisition is routed to the


Finance Approver for coding review and updates.

Note: There is also a category approval in parallel with Finance for all
IT purchases over $5,000

request for Christy's requisition. He must ensure that the requisition details are
appropriate. How can he approve this requisition?

PROCESS STEPS

When a requisition request is submitted for approval, you receive


an email notification to review and approve the request. To review
a requisition request via email:
1. Open the email notification. Review the basic requisition
details in the Lines, Action History, and Future Approvers
sections.
To edit the requisition, you can click the Edit Requisition link.

To view the task details, you can click the View Task Details link.

Note: There are three ways to access the requisition approval


task: in the email directly, from the list of notifications in the
Pending Notifications window, or using the BPM Worklist
page. This course covers the steps to access the requisition
approval task using the email and BPM Worklist page.

 Update the requisition quantities.
 Add or delete requisition lines/items.

When the approver updates and submits the requisition, it is auto-approved. Then, the
requisition is sent to the next approver.

Requesting for Additional Requisition Details (1 of 3)

If an approver requires additional details for a requisition or requisition line within the requisition, the
approver can:

 View the requisition document history in the worklist task to get more information.
 Send a request to the Procurement Requester to add the required details to the requisition.

After the requester updates the requisition, it is re-submitted to the approver. The approver must
review the updated requisition details to ensure that the required details are available and correct
in the requisition.

To send a request for additional requisition details:


1. On the Approve Requisition details page, click the Actions drop-down arrow.
2. From the Actions drop-down list, select the Request Information option.

displayed. The requester of the requisition is selected
as the default recipient of the comments. If you want
to receive additional information from other users,
you can select the Other users option and search for 3

After reviewing all the requisition details and ensuring that the details are correct, click the
Approve button to approve the requisition.

Rejecting a Requisition Request (1 of 3)
REASONS FOR REJECTION

The approver may reject a requisition request due to the following reasons:
 Exceeded requisition amount
 Incorrect requisition details
 Incorrect requisition line details
 Incorrect charge account

Note: The approver cannot selectively approve or reject the individual


requisition lines. If the approver needs to reject specific lines on the
requisition, the approver should reject the entire requisition.

You can reassign the ownership of an approval task to another user or group.

While reassigning a task, you can:


 Transfer the task to another user or group.
 Delegate the task to another user who can act on your behalf.

Tracking the Requisition Lifecycle
OVERVIEW

To manage an existing requisition, you must track the requisition


lifecycle. A requisition lifecycle includes the current stage of the
requisition and its associated components, including the
requisition lines, PO, shipment, receipt, and invoice.

When you update a requisition with an associated PO, you must


create a Change Order and update the existing PO based on the
changes in the requisition.

You can withdraw a requisition at various stages and levels, such as:

OVERVIEW

A PO is a commercial and legally binding document


issued by Client to a Supplier.

It indicates the following:


 The details of the items that Client has agreed to
purchase at a certain price from the Supplier
 The delivery date of the items to be received
 The terms of payment agreed upon between Client
and the Supplier

Note: The process of creating and managing POs is


Service Center-specific. Other BUs will not be
creating or managing POs.

Goods Receipt
OVERVIEW

Once the goods are received from the Supplier, a goods receipt document must be
created in Oracle Procurement to verify the items listed on it and allow the payment
process to continue.

Receipts are required for the following types of purchases:


 All noncatalog goods
 All capital purchases
 All inventory items
 Other purchases; receipts may be required at the discretion of the buyer

The Procurement Requester is responsible for receiving the ordered goods and
managing the receipts in Oracle Procurement.
