Objective
The objective of WP T.3 (WP5) is to develop strategies, master plans, organisational structure and case studies according
to an innovative approach integrating Danube ports development into the context of regional economic and rural
development, with special focus of two important market segments, the transportation of agricultural products and the
river cruise industry, while reinforcing and capitalising on Danube Ports Network (DPN) as a coordination and cooperation
platform for an integrated development of Danube ports.
WP T3 - Activities
WPT3 is responsible for integrated sustainable infrastructure port development and project
capitalization activities supporting the optimal use, development and integration of ports into the DR’s
economic infrastructure and transport system.

→ Identifies economic development strategies with existing or potential influence on ports

→ Potential target strategies/policies: agricultural strategy, export strategy, taxation policy, industrial strategy

→ Assesses current state of affairs in each identified strategy/policy from the point of view of existing/potential
influence on ports and waterborne transport and measures level of influence

→ Defines desired state (what can be improved in each strategy to facilitate waterborne transport and ports).

→ Identifies gaps and brings recommendations in order to bridge the gaps between the current and desired state in
each strategy

OT 3.7 Project Capitalisation Strategy & Evaluation Report (PDM)

Part 1: Capitalisation Strategy (first stage elaboration completed in P1)

Follows closely the development of the project activities, functioning as a knowledge creation
& sharing tool (based on the know-how transfer facilitated by the strategic project activities)
and works out as a dissemination instrument for the Danube Region port community at large;
Emphasis is put on knowledge creation and transfer, increasing the awareness of relevant
internal (all PPs) and external stakeholders, developing and executing specific actions to
engage strategic national and EU-level stakeholder.

Clo Survey to asess current digitalisation capabilities and
needs of DR ports

Pro Danube with the support of the DPN elaborated a survey on digital
capabilities to assess the digital capabilities, needs and preparedness
of Danube Ports to adapt to the challenges of the new digital era.

DPN supported the consortium also in the promotion of this survey


within the Danube Ports community.

Survey on Port Statistics and COVID 19 Impact

The survey is carried out in order to assess the evolution traffic of cargo & passengers as well
as to measure the impact of COVID 19, if there were any restrictions/procedures to ships and
crews, what measures were taken to ensure the minimum level of operation and to protect
both on-shore and shipboard personnel involved in port calls and cargo handling. Based on the
available official statistical data, the report will look into aspects such as changes in volumes,
ship calls, operational delays, capacity utilization, shortages of port staff, etc.

The survey elaborated by Pro Danube with the support of the DPN covers the timeframe of
2020 as compared to 2019 levels. Distribution of the survey started in June 2021.

A second questionnaire will be elaborated and distributed in spring 2022 covering 2021 vs.

The results will feed into 2 separate deliverables: _COVID-Impact
(1) D.T3.3.6 COVID 19 impact on Danube Ports and
(2) D.T3.3.4 Report knowledge transfer events, tools and publications (among which
statistics on Danube ports freight, passengers and vessels traffic).

DPN actively supports the dissemination of the survey and of its results. Deadline: 15 September 2021

for River Cruise Industry
Timeline: 01/07/2020 - End 30/11/2022

Main objective: To optimize the economic benefits of the river cruise industry for the Danube
regions & to ensure a strategically harmonized development of ports and terminal infrastructure.
Throughout A.T3.4 the stakeholders of the RCI and the responsible infrastructure operators and
regulatory bodies will be involved in a series of working meetings covering the upper, middle and
lower Danube.

- analysis of national transport strategy documents, as well as
of existing market studies referring to river cruise; status quo of existing
and potential forthcoming infrastructure for serving river cruise vessels.

sustainable and efficient way.
- will be consider factors such as safety of operations, barrier-free accessibility of berthing infrastructure, installations to ensure
environmental protection such as waste collection facilities, security and connectivity to the adjoining road and public transit

- the infrastructure investment needs shall follow a long-term industry development strategy which mitigates the accumulation of
the river cruise services at destinations of main interest and shall foster a more balanced infrastructure use by the river cruise
industry

D.T3.4.3 - National Infrastructure Master Plans: AT, SK, HU, HR, RS, BG, RO, MD, UA for
sustainable development of River Cruise industry - ongoing
- the inputs based on the findings of the analysis work and on the feedback of the stakeholders provided meetings
with the implementing partners as well as elaborated jointly in the stakeholder workshops.
- master plans will list the proposed infrastructure investments and their estimated costs + accompanying organizational
and regulatory measures, will identify responsibilities and financing issues of the proposed investments.
Status: template elaborated and disseminated to responsible PPs by MPAC – apr. 2022;
to be completed by September 2022
Interim deadlines: 15 Sept 2022 – first draft of National Masterplans to be circulated to involved PPs
