The preamble describes the core values that
the Constitution exists to achieve:
democratic government
effective governance
justice
freedom
equality
NATIONAL TERRITORY
The Article 1 of the 1987 Constitution of the Philippines is an explanation of
ARTICLE I
what composes the Philippine, its territorial jurisdiction -land and sub lands,
aerial domains, sea and submarine area, waters surrounding the archipelago
and the whole Philippines.
DECLARATION OF PRINCIPLES AND STATE POLICIES
The provisions shed light on the meaning of the other provisions of the
ARTICLE II
Constitution and they are a guide for all departments of the government in the
implementation of the Constitution.
BILL OF RIGHTS
The Bill of Rights sets the limits to the government's power which proves to be
ARTICLE III not absolute. Among the rights of the people are freedoms of speech, assembly,
religion, and the press.
CITIZENSHIP
It enumerated two kinds of citizens: natural-born and naturalized citizens.
ARTICLE IV
SUFFRAGE
It mandates various age and residence qualifications to vote and a system of
ARTICLE V secret ballots and absentee voting. It also mandates a procedure for overseas
and disabled and illiterate Filipinos to vote.
LEGISLATIVE DEPARTMENT
The Legislative branch is authorized to make laws, alter, and repeal them through
ARTICLE VI the power vested in the Philippine Congress. This institution is divided into the
Senate and the House of Representatives.
EXECUTIVE DEPARTMENT
It stipulates the qualifications, duties and functions of the President and Vice-
ARTICLE VII President. It expressly states that the executive power is vested in the President
of the Philippines.
JUDICIAL DEPARTMENT
The Judicial branch holds the power to settle controversies involving rights that
ARTICLE VIII are legally demandable and enforceable.
CONSTITUTIONAL COMMISSIONS
Constitutional Commission means a Commission that has its own head of
ARTICLE IX authority within the terms of reference defined for it by National Council, and
which has the authority to implement approved programs within a budget
approved by National Council.
LOCAL GOVERNMENT
It pursues for local autonomy and mandates Congress to enact a law for the
ARTICLE X local government, now currently the Local Government Code.
THE FAMILY
The State recognizes the Filipino family as the foundation of the nation.
ARTICLE XV Accordingly, it shall strengthen its solidarity and actively promote its total
development.
GENERAL PROVISIONS
The flag of the Philippines shall be red, white and blue, with a sun and three stars,
ARTICLE XVI as consecrated and honored by the people and recognized by law.
AMENDMENTS OR REVISIONS
Any amendment to, or revision of, this Constitution may be proposed by:
1. The Congress, upon a vote of three-fourths of all its Members; or
ARTICLE XVII
2. A constitutional convention
TRANSITORY PROVISIONS
The first elections of Members of the Congress under this Constitution shall be
ARTICLE XVIII held on the second Monday of May, 1987. The first local elections shall be held
on a date to be determined by the President, which may simultaneous with the
election of the Members of the Congress.
