 Despite having the stated


objective of being a ‘welfare
state’ and having spent billions
on development projects since
Independence, India still fares
extremely poor on all
development indices. (131/189
on the HDI, 2020 rankings)
 Some of the misplaced / town centric government
policies in the recent past have excluded most of the
rural society from partaking in India’s journey of
development, resulting in a sense of deprivation and
dissatisfaction among a large percentage of people
(two-thirds of Indian Population) in the Indian villages.
 Rural areas are still disturbed by
problems of malnourishment,
illiteracy, unemployment and
lack of basic infrastructure like
schools, colleges, hospitals,
sanitation, etc. This has led to
youth / families moving out of
villages to work in cities.
Migration from rural areas to
cities has become a key issue.
• Welfare funding does not
cure or address the root cause
of poverty. It only treats the
symptoms. It seems that, the
root cause of poverty is about
lack of skills and economic
opportunity.
 In most of the villages Gram Sabhas are held only for
formalities. There are some limitations in Gram Sabha,
while taking any fearless decisions. Therefore, if we want to
develop the village with the cooperation and consensus of
all, it is necessary to strengthen the Gram Sabhas.
• The cleverness and vigilance of
the villagers can jeopardize the
interests of many political
leaders. Therefore, in most cases
in rural area, we found
dominance of representative
democracy over participatory
democracy. People Participation
in the decision-making process
are extremely important here.
 Today SDG-2030 index figures quoted by the government
are just top down exercise. It is important that development
initiatives must be carried out from bottom up and should
be evaluated regularly and transparently from the data
generated at ground level.

visualize it properly. They always
require an expert advice to make
a concrete action plan.

educating, enabling, empowering
villages through an appropriate

is necessary to make efforts, to
make villages / GP self-reliant and
autonomous and keep villages
away from the people who have
monopoly of Religion, Wealth,
Politics and Knowledge.

Core Objective
To create state-of-the-art digital
ecosystem (GramSwarajya) for Gram
Panchayat, which will Educate, Enable
and Empower Villagers through data
driven solutions and will help villages
to make self- reliant and autonomous.
To achieve this objective, we will..
- Define rural citizen centric services which will drive the
process of Rural Transformation*
- Design technology-based tool for facilitating rural citizen
centric services.
- Define subject wise / profile wise / Category wise data
attributes and their master values for appropriate data
capturing to make efficient Village / Gram Panchayat
Development Plan.
To achieve this objective, we will..
- Prepare database of various Subject Matter Experts
(SME) along with their core competencies.
- Prepare predictive analysis content and their report
formats based on standard database of various profiles.

*Transformation: In this context, it means “a permanent and sustainable shift


to a state of ecological and economic stability, social security and overall
wellbeing of all residents (human and non-human) of a given rural cluster”
Scope of the Product and Services
• Progressive web-based application, which can be accessed
on a smartphone also.
• All stakeholders will provide authentic information in the
system, in the prescribed format. It will be a dynamic
process.
• Useful reports / development plans / predictive analysis
based on the collected information can be obtained time
to time through the system.
