The Covid-19 pandemic has accelerated the pace at which technology is becoming commonplace
in our lives. Workplaces rapidly shifting to digitally enabled business solutions, education and
medical consultations going online, and contactless digital transactions being preferred and
promoted are just a few examples of how technology is quickly establishing a ubiquitous presence.
However, the pandemic has also exposed a stark digital divide, leaving a large proportion of India’s
population out of this paradigm shift. As per the Indian Telecom Services Performance Indicators
for July-September 2020, on 30 September 2020, the total number of internet subscribers per 100
people in India stands at 57.29, with this number being around 3 times higher for urban India
(101.74)1 compared to rural India (33.99). As per the report of the 75th round (2017-2018) of the
National Sample Survey (NSS), household-level statistics reveal that only 4.4% of rural households
own a computer as compared to 23.4% for urban households. In terms of access to the internet,
42% of urban households have access to the internet while the corresponding figure for rural
households is only 14.9%.
While availability of digital infrastructure will play a crucial role in bridging the existing gaps, it is
equally important to build digital skills among the Indian population to be able to take advantage of
this infrastructure. We use household data from the 75th Round of the NSS to understand digital
literacy in India, and make recommendations for a way forward in the context of several initiatives
taken by the government.
The Organisation
Grameen Vikas Sansthan (GVS) is a not-for-profit organization in the Uttar Pradesh working since
1989, well known for its commitment to work with marginalized sections of the society and
empower them attain dignified quality life. It was registered as an organization in 1989 by the like-
minded people in eastern Uttar Pradesh. In GVS We focus on mobilizing the community, educating
them and sharing right information which would give them an advantage in their social economic
and political live and liberate them from all injustice, vulnerability and marginalization. GVS is
working for women ,children and adolescent in Ghazipur ,Mau,Azamgarh and Ballia District.
Grameen Vikas Sansthan has been working relentlessly to bring about qualitative behavioral
change and impact lives of More than 2 lakh people in the Rural Uttar Pradesh and most of them
are adolescent ,Youths. Its bottom-up approach of inclusive development has changed lives of
many and has led the path in sustainable development. Grameen Vikas Sansthan is working With
USHA International in Ghazipur , Varanasi , jaunpur and Gorakhpur for Skill and enterprise
development Initiative taken by SIDBI and USHA as implementing agency for USHA Swawlamban
School in 210 Villages. GVS is also running a skill development center in Zamania Block of
Ghazipur in telecom Sector with the support of Plan India and Huwavei covering the 300+ Youths
in a year in different telecom technical head. In other program in Mau , GVS is covering more than
100 girls through the vocational skill development.

Project Aim
To Promote and handhold digital literacy through Entrepreneurial Culture and setting up digitally
model enterprises among artisans in intervened villages.

Handholding Support
GVS will provide handholding support to the Livelihood µ-entrepreneurs for 3 to 6 months in
strengthening their business plan and monthly analysis and monitoring of their business etc.

Mobilization: Reach out to the potential beneficiaries through mobilization and outreach initiatives
encouraging women and girls, youths enhance their digital skills by training .After the mobilization
there would be certain stages.
Grameen Vikas Sansthan will reach out to the youths ,artisans and other SHG members of the
surrounding through intensive community meetings ,interacting community mobilization tools. The
proper data base of the beneficiaries will also be prepared by the GVS. This would called
beneficiary profile.
Identified youths and other community members(SHGs /Artisans) shall be registered and hand-
holded by the team which would have community mobilization skills. There would be role of some
technical experts for mentoring and counseling based on the need and aspiration of the applicant.
This stage will include activities related to the community mobilization and behavior change to be
organized by the GVS.
Grameen Vikas sansthan shall look after the overall coordination and management of the project
eg. Designing ,Planning process of the project preparing the questioannre and tools for the project.
GVS will facilitate the aspiration survey and data analysis. Mentoring and counseling session for
the aspirants will be also organized by the Grameen Vikas sansthan through having the issue
experts.
The pre training phase consist of activities aimed at assessing the market demand in the selected area of
intervention, mobilization of candidates and spreading awareness about the program and finally the
selection of candidates based upon their aptitude. A brief description of activities in this phase follows:
Employability Potential Assessment helps to study the market needs and identify the employability potential
with various sectors and understand the skills required for entry level positions. EPA will provide opportunity
to interact, build linkages and explain the concept to the business establishments. EPA will be conducted
once in 3 months to understand the changes in emerging market.
Curriculum development:
Course curriculum development on identified trades according to the needs of local market in consultation
with lead business establishments and subject experts will be ensured.
Selection of candidates:
Selection will be done through ’Community Mobilization Drive in identified localities. During which the
objectives, prospects course details and teaching methods at Swawlamban / livelihood Center will be
explained to the youth through the IECs and other mass media campaign . In addition there would be an
aptitude test to understand the interest of youth. Candidates and parents will be counseled. Finally the
registration and admission of candidates will be done.
Personality mapping and performance tracking:
It helps the youth to assess their strengths and weaknesses in critical areas. It assists youth in developing
necessary social and Livelihood skills and also to crystallize and work towards realizing their ambitions.
Under the supervision and guidance of Director Programmes , the Project will be executed by
Project Manger and M&E will be responsible for project implementation and ensure involvement of
various stakeholders for project execution and planning of activities. He will also accompany the
team during visits A programmatic and financial review of the project will be done on monthly basis.
A Detailed Implementation Plan for the project will be drawn up. Manager and M&E jointly will
monitor the programme in the field very closely through Health camp visits, Follow up Visits, review
meetings. Monitoring formats will be developed for monthly progress of physical and financial
activities.
Quarterly reviews will be conducted at GVS to monitor the progress of the project, to know the
program effectiveness, impact, project process monitoring and documentation, identifying the best
practices and future roles in the changing context. Quarterly report will be submitted to the donor
along with the quarterly data. Additionally the following methods will also be adopted to ensure the
effective implementation.

Impact Evaluation of the project in the community after 6
months and a year.
Sustainability
Using a multi pronged approach; the program will strengthen community economical strength and ability to
access to services for livelihood outreach beyond the life of the program. Program will be an icon of Digital
Literacy development model. . A demonstrated successful model and strong partners will be available for
immediate uptake in digital literacy development related intervention. The psychological disorders such as
depression and anxiety situations among unemployed men and women with be well addressed and this will
help the in trauma reduction due to un employability and economical crisis. Gender-based violence,
especially for female will also be decreased Self dependency of the Women will improve the gender equity
and it will lead the gender equality. Migration Data of the district will be decreased due to having the
livelihood opportunities in the local premises and this will improve the lives standard. Saving ability among
the beneficiaries will be developed and this will be very supporting in case of emergency.
