Definitions

 Integrity means following your moral or ethical convictions


and doing the right thing in all circumstances, even if no one
is watching you. Having integrity means you are true to
yourself and would do nothing that demeans or dishonors
you.

 To behave in accordance with ethical principles, and act in


good faith, intellectual honesty and fairness

Definitions

 Integrity is defined as a “concept of consistency of actions,


values, methods, measures, principles, expectations, and
outcomes. In ethics, integrity is regarded as the honesty and
truthfulness or accuracy of one’s actions.”

UN Charter

 Sets out the purposes and principles of the Organization.


 UN staff are appointed on the basis of securing the highest
standards of efficiency, competence and integrity.
 As UN staff, we are expected to exhibit and adhere to the
highest standards of ethical conduct.

Staff Regulations and Staff Rules of the United Nations

 The Staff Regulations establish what the UN expects of its


staff and what staff may expect from the UN.

 They represent the broad principles of human resources


policy for the staffing and administration of the Secretariat.

 The Secretary-General provides and enforces our Staff Rules


as he or she considers necessary.

Ethical Framework for UN

Standards of Conduct for the International Civil Service

• The International Civil Service Commission promotes the


Standards of Conduct that apply to staff of all United
Nations system organizations.

• The Standards of Conduct describe some of the obligations


which distinguish employment with the UN.

• International civil servants have a special calling to serve UN


universal ideals of peace, respect for fundamental rights,
and international cooperation.

Why is integrity important in the workplace?

Having integrity in the workplace is important because:


 It helps create a positive work environment where everyone
communicates openly
 It contributes to the overall success of the organization by
working together and making good decisions.
 It helps you gain respect and trust from your colleagues and
supervisors.

How to demonstrate integrity in the workplace?

 Work when you are supposed to and save socializing,


snacking, searching the Internet and personal phone calls
for break time.
 Turn in the extra change you found in the soda or snack
vending machine.
 Show respect to coworkers with appropriate conversation
and empathy.

How to demonstrate integrity in the workplace?

 If you are in management, keep your employees informed


so they will know what is coming and what needs to be
done.
 Adhere to organization policies and procedures.
 Be responsible. Do what you say you will do.
 Use materials for work and not personal use.

How to demonstrate integrity in the workplace?

 If you make a mistake and a team's project gets messed up


or you miss a deadline, own up to your mistake. Don't let
teammates take the fall.
 Work together as a team. This builds trust and shows
integrity.
 Never steal supplies from the workplace.
 If you find yourself in a conflict of interest, get out of it as
soon as possible.

How to demonstrate integrity in the workplace?

 Don't accept praise of acclaim for someone else's work. That


includes stealing someone's idea or pretending to have
worked on a successful project.
 When making a business deal, make sure everything is on
the table and nothing was left out.

Consequences of Violations of the Code of Conduct

Category I – Serious Misconduct offences


• Serious or complex fraud;
• Embezzlement or other financial malfeasance;
• Breach of confidentiality;
• SEA;
• Other serious criminal acts or activity;
• Conflicts of interest;
• Gross mismanagement;
• Waste of substantial resources;
• All cases involving risk of loss of life to staff or to others,
including witnesses; and
• Substantial violation of UN regulations, rules, or
administrative issuances.

Consequences of Violations of the Code of Conduct

Category II – Misconduct offences


• Minor theft and traffic offences (e.g. speeding);
• Sexual and other work-related harassment;
• Contract disputes;
• Office management disputes;
• Basic misuse of equipment or staff;
• Basic mismanagement issues;
• Infractions of regulations, rules, or administrative
issuances; and
• Simple entitlement fraud.

Consequences of Violations of the Code of Conduct

• Internal Disciplinary Action. Staff may be subject


to disciplinary action by a superior officer or
supervisor. This may include a verbal or written
censure, a reprimand, and/or retraining in a skill area.
Military peacekeepers may be subject
to the code of military discipline by the Member State that
is responsible for taking disciplinary
and/or criminal action, resulting in fines, detention,
repatriation, or dismissal.

Consequences of Violations of the Code of Conduct

• Certain privileges and immunities are granted to


peacekeepers by the Secretary-General for the
performance of their official duties and in the interest of the
UN. They are not for the personal benefit of
peacekeepers. Depending on your category (formed military
contingent, military observer/civilian police,
civilian), the immunities and privileges apply in different
ways. However, regardless of application, you
are still liable to disciplinary action and, in serious cases,
criminal proceedings for violations of the code
of conduct.

What UN personnel are expected to?

 Observe national and local laws at all times.


 ƒAvoid any action that could be perceived as an abuse of
privileges and immunities.
 ƒDemonstrate the same standards of integrity in their
personal pursuits as they do in the workplace.
 ƒNever engage in any level of physical or verbal violence or
threat of violence.

What UN personnel are expected to?

 ƒProtect the security of any confidential information


provided to, or generated by UN.
 ƒReport suspected wrongdoing or breaches of UN ethical
principles, rules, regulations or policy through established
mechanisms .
 ƒDemonstrate the same discretion and prudence in their
professional and private communications, emails or social
media activities.
