Methodology
Interview with staff of the Govt. College of Commerce, Gujranwala and Interview with management of GCC are conducted for this study. Informal discussion with one of the member of lecturers Union also assisted to gain reality based perspective.
The Questionnaire for this study is formulated with the basis of nine core areas covered by SA 8000 standard like child labour, forced labour, health and safety, compensation, working hours, discrimination discipline, free association and collective bargaining and management systems.

All 24 employees are above the age of 20 years and male.

CHILD LABOUR
We found that there is no child labour and young workers, all employees at GCC Gujranwala are above the age of 20 years.

FORCED LABOUR
Staff is not forced or compulsory (as defined by ILO 29) to work or teach to second shift. Lecturer can refuse to teach at second shift.

FREEDOM OF ASSOCIATION AND RIGHT TO COLLECTIVE BARGAINING


Unions are allowed, employees free to join unions of their choice. There are two union exists of lecturer, non teaching staff also has union.

HEALTH AND SAFETY


All lecturers say that they get bad quality of portable water and are not satisfied with the cleanliness of toilets. And 10 are not satisfied with lighting and air ventilation of the college. Fire extinguishers are available and only one person from Class 4 knows how to use them.

At GCC Gujranwala no systems to detect, avoid or respond to potential threats to the health and safety of all personnel. There is no proper arrangement for use of all personnel, clean bathrooms and access to potable water. There is not regular and recorded health and safety training. There is staff room which is clean, safe, and meets the basic needs of the personnel.

DISCRIMINATION
There is discrimination in hiring female staff for Boys College but this is as per the rule of Punjab Government. Otherwise there is no discrimination in remuneration, access of training, promotion and in termination.

DISCIPLINARY PRACTICES
There are no reports of staff and workers on bad behaviour, mental/physical coercion and verbal abuse by the administration of the college.

WORKING HOURS
All staff is working 48 hours weekly, permanent lecturers required to take four lectures each of 45 minutes daily. All has an opportunity to take extra lectures at second shift. Extra lectures not more than 56 lectures in a month.

REMUNERATION
It is found that two class 4 contractual employees are paid below the current Basic needs wage.

MANAGEMENT SYSTEM
There is not defined social standard policy and system.

RECOMENDATIONS
Its recommended that the management of college recharge the fire extinguisher and check all firefighting equipment regularly to prevent any risk. It is recommended that fire drill be conducted at least twice per year and relevant records be kept as evidence. Areas around fire extinguishers should be kept clear at all times to facilitate easy access. It is recommended that the management shall proper arranged water for staff and students as well. It is recommended that the management of college install a first aid kit on staff room. It is recommended that the management of college assign at least one person per shift to be trained in basic first aid. It is recommended that management of college apply for Hygiene Certificate for its canteen from the local hygiene authorities, and monitor the valid period of the Certificate so that it is renewed timely before expiry date. It is recommended that the management of college arrange for all canteen staff to undertake health examinations for applying health certificates. It is recommended that the management of college should establish a proper merit based Award and Reward structure. It is recommended that salary of two Class 4 contractual employees shall be increase at least equal to current Basic need wage.
