 The Competency Framework for Southeast Asian
School Heads (2014 Edition) comprises of five
competency domains, 16 general competencies, 42
enabling competencies, and 170 indicators.

The five general competencies were ranked in terms of their
importance, frequency of performance, and amount of training
school heads would need the most:

(1) Strategic Thinking and Innovation

(2) Managerial Leadership
(3) Instructional Leadership
(4) Personal Excellence
(5) Stakeholder Engagement
STRATEGIC THINKING AND
INNOVATION
Strategic thinking can mean preparing for
future challenges by having a plan to
overcome them if they arise. While
Innovation is the practical implementation
of ideas that result in the introduction of
new goods or services

MANAGERIAL
LEADERSHIP
Managerial leadership is a
combination of both
management styles and
leadership skills. Managerial
leaders must be flexible, humble
and down-to-earth.

INSTRUCTIONAL LEADERSHIP
Instructional leadership is most
commonly associated with school
principals who manage curriculums,
budgeting and scheduling and are
responsible for the success of each
student in their schools.

PERSONAL
EXCELLENCE Personal Excellence is the journey of
positive development beyond one’s self
and is a step by step process of improving
oneself in every aspect of life. Although
the process is difficult and requires
patience but it benefits those who want to
live a successful and happy life.

STAKEHOLDER
ENGAGEMENT Stakeholder engagement involves
building and maintaining relationships.
It also involves preserving the active
support and commitment of the people
to the implementation of change,
through programme or project delivery.
