POWER SYSTEM PLANNING IN INDIA
• Power system planning is a complex process and transmission planning is more
crucial.
• It is more multifaceted in the context of achieving overall economic efficiency,
consideration of reliability and security, capable of dispatching economic
generation, co-ordination with underlying utility etc.
• Worldwide, with the introduction of privatization in transmission for
encouraging competition, environmental challenges, enabling power
exchanges, system strengthening for renewable energy with the development
of wide renewable energy resources.
• Distributed Energy Resources (DER) and change in demand side response
increases the complexity of transmission network planning
POWER SYSTEM PLANNING IN INDIA
• At present, it is observed that there is no
specific optimization methodology defined
in the respective regulations.
• CEA has published the transmission
planning criteria to meet the specific
technical standard for reliable and secure
system operation.
• Central Electricity Regulatory Commission
(CERC) recently notified the Transmission
planning regulation to plan inter-state
transmission system for optimal utilization
of resources to serve the interests of the
national economy in more transparent
manner.
TRANSMISSION NETWORK
• Generally, transmission planning is done by
performing various iterations of power flow studies
under specific condition in terms of network
topology/configurations, load absorption and
generation injection based on time horizon of the
study etc.
• Simulations are run to check violation of network
parameter from prescribed values under different
scenarios.
• Major power system planning tools are simulation
technique like power flow studies, short circuit
studies, stability studies for relevant indices,
optimization tools to minimize or maximize the
objective e.g. optimum power, least cost, expansion
planning, generation expansion planning, etc.

COMPUTATIONS TECHNIQUES & TOOLS
At present, various approaches that is being used worldwide in
many industrial & scientific application should be taken or
explored in power system also. For example,
• Genetic Algorithm,
• Particle swarm,
• Ant colony,
• Graph theory,
• Network theory,
• Tellegen’s theorem etc.
Tellegen’s Theorem
• Tellegen's Theorem states that the
summation of power delivered is zero for
each branch of any electrical network at
any instant of time. KCL (Kirchoff Current
Law): According to Kirchhoff's current law
(KCL), the algebraic sum of the electric
currents meeting at a common point is
zero.
• As per Tellegen theorem, any new adjacent
network in existing network that follows
Kirchhoff Voltage and current also follows
the energy equations.

• For case study of NR, basecase of peak summer


scenario of Northern region is considered. Angular
separation based on this scenario has been assessed by
load flow .
• There are ~800 buses at 765, 400 and 220kV voltage
level. For the study purpose, 220kV and above buses
has only been considered. Possible connection with ~
800 nodes are = ~ 300,000.
• Statistics of possible connection of NR has been shown
in Table-5. Angular difference from load flow result and
line length from latitude & longitude of all the possible
line are calculated.
