DECENTRALIZATION

• Local sectors of government are given powers and


adequate support by the national government in
managing their local affairs
LOCAL GOVERNMENT UNIT

• Encompasses provinces, cities, municipalities and


barangays.
• Subject to supervision by the President through the
Department of Interior and Local Government
(DILG)
• The Local Government Code of 1991 and Article
X of the 1987 Constitution
- are the primary bases for the organization and
administration of LGU’s in the country
THE LOCAL GOVERNMENT CODE
OF 1991
• Outlines the means by which a local government
unit is identified and organized as well as
provisions for law enforcement, local taxation,
fiscal management, and coordination with the
national government.
BARANGAY

• The basic unit of local government in the Philippines


• Should have a population of 2000 inhabitants (for HUC’s
5000)
• Serves as the executive, legislative and arbitration body
• Chief Executive is known as Punong Barangay or Barangay
Captain/Chairman
• Sangguniang Barangay – legislative council
composed of seven (7) members
• Sangguninang Kabataan – youth council of the
barangay. Composed of Chairman and seven (7)
council members
MUNICIPALITY
• A collection of barangay and is organized based on the
following criteria:
a. communities must earn an average annual income of
2.5Million for at least 2 years.
b. population of 25,000
c. must have a territory with adjacent lands of ate least
50 sq. km.
COMPOSITION OF A MUNICIPALITY

• Municipal Mayor
• Municipal Vice- mayor
• Sangguniang Bayan
CITY
• Criteria/characteristics that define a city:
a. average annual income of 20 Million pesos for at least
two years
b. territory with adjacent lands of ate least 100 sq. km.
c. population of at least 150,000
CATEGORIES:

• Component City
• Independent Component City
• Highly Urbanized City
COMPOSITION:

• City Mayor
• Vice-mayor
• Sangguniang Panlungsod
PROVINCE
• A local government unit that is comprised of municipalities
and cities
Criteria:
a. Average annual income of 20 Million
b. a territory with adjacent lands of at least 2000 sq. km.
c. population of at least 250, 000
