CASE STUDY
 In June 2014 with the collaboration of USAID and as per the
directives the then CEO HESCO Mr. Muhammad Saleem Jat ,
project was launched and work of installation AMR Single
Phase and Three Phase meters were started to control the
theft of electricity in Opr. Sub-Div. HESCO Qasimabad.
 14000 S/P Meters.
 1700 Three Phase (Whole Current) Meters.
424 Three Phase CT Operated AMR Meters on Distb.
TF
8 CT/PT (HT) AMR Meters for 11 KV Feeders.
Reduce high quantum loss of line units.
Improve the Revenue collection through correct and
accurate billing and Improve the Customer service.
Challenges
Stipulated period of one year
Cell was created to handle the project.
Technical Staff for supervision of installation of AMR
meters were posted in the cell.
No previous such experience.
The task was assigned to XEN AMR Cell.
Work of installation of AMR meters was awarded to
private contractor.
To maintain the record of installation of AMR meter.
 To maintain the record of removed meters from
consumer Account.
To fill up the MCO and submission of MCO to Revenue
office for incorporating in billing.
Challenges
 Submission of AMR meter data to Data collection centre Lahore.
 On line Post checking of AMR meter at established centre Office
Qasimabad.
 Checking of removed meters through M and T and maintaining
of record.
 Segregating the Electromechanical and static meters Single
Phase and Three Phase.
 Return of removed electromechanical meters to Regional store.
 Re-utilization of Single Phase and Three Phase meters against
defective meters in other Sub-Division , to save the revenue of
company.
 Checking the post installation performance of AMR meters.
 Reduction of line losses to achieve the targets assigned by the
Company to satisfy the donor agency USAID.
 Control the theft of electricity.
 To avoid un­-necessary delay in the completion of project.

Programme , under the jurisdiction of Operation Sub-Division

Purpose of Project

 Installation of AMR meters for complete sub-division


on all residential and commercial consumers, and CT
operated AMRs on Distribution Transformers for
Energy Recording.

 Transferring the knowledge and know how from these


pilot projects to the DISCOs to enable them to adopt
the system and obtain profit beyond the initial
investment.

Background
 I was posted as XEN AMR USAID HESCO Hyderabad
in year 2014 and was also trained in End User Training on
AMR Data Collection System WEB Saturne provided by
Itron Company held on Dec 11 and 12 2014 at Marriot Hotel
Islamabad.
 At that time Qasimabad Sub Division was having:
 High Losses.
 Low Recovery
 High Consumer Complaints.
 Unauthorized and Direct Connections.
 Insufficient administrative or commercial control.
 Poor Law and Order situation.

Problems in Installation of AMR Meters
 The installation of AMR Meters work was awarded to M/S
Zaffar Enterprises Karachi.
 So many Problems were faced by him due to non
cooperation of general public as well as by the employees
having vested interest.
 On various occasion , the crew team of the contractor along
with Supervisory staff of AMR Cell HESCO Qasimabad was
fired upon to halt the work. But due to the support of higher
Management and Police Administration and dedication of the
AMR Officers and officials work was completed.

Problems in Installation of AMR Meters

AMR Meters Installation started on dated: 10/06/2014


 82% meters were installed up to Jun 2016.
 Due to Law and Order situation , and so many other
reasons related to the project finances 18% meters
could not be installed .
 SIM from AMR meters were removed along with
jackets by consumers.

 Display of AMR Meters were broken by the

consumers.

Problems in Installation of AMR Meters

AMR Meters were removed from the consumer premises.

 AMR Meters were shunted.

 AMR Meters were tempered and their Circuits were

altered.

The following malfunctioning were frequently
observed in the AMR Meters.
 At the outset , mostly the low battery working issue
aroused and non communication problem was very much
disturbing in the smooth working of mechanism as well
as automation of AMR Billing.
 Most of the meters became defective and were showing the
display as “OPENED” on the meter screen (where as the circuit
in the meters was active / registering units which created
doubts in the mind of consumer , as the customer could not see
the Meter reading in the opened status.
 Stop registering consumption/stopped.

 Low rate of damaged Transformers.

 Reduced complaints of Costumers about over reading

issues.
 Reduced Monthly and Progressive Losses as are shown in

graphs.
 Revenue was saved due to reduction in losses.

 82 % Accuracy was brought in billing.

 Un-necessary detection bills issued to consumers like in

past , were reduced.

Consumption Report Notifications of critical
alarms and events are generated through the
system and immediately sent to relevant
personnel through email/ SMS of pertinent
DISCO for immediate response. The
unprecedented advantages of this
automated system have resulted in an

streams and at the same time decrease in
Aggregate Technical & Commercial (ATC)
