Establishment of WAPDA Hydraulic Research and Training

Institute (WHR & TI) at Chicho Ki Mallian, Sheikhupura
 INTRODUCTION
• As WAPDA water wing is involved in planning & designing and execution of irrigation,
drainage, water supply, storage dams and hydropower projects; which often require
confirmation of hydraulic design parameters and observance of behavior of hydraulic
structures in actual flowing condition through physical models.
• Physical models as per requirements of various Wapda projects are
prepared/maintained at irrigation research institute (IRI), near Nandipur Gujranwala;
which was established in mid-fifties and is under administrative control of irrigation
department, government of Punjab.
• A Memorandum of Understanding (MOU) was signed between Wapda and Irrigation
department Government of Punjab in late 1983. According to clause-1 of MOU Chief
Engineer, Irrigation, Research Zone, Govt. of the Punjab was designated as project
director, WAPDA model studies cell and given all financial and administrative powers
equivalent to the chief engineer in WAPDA

• Uncertain Variations of rent for model construction and maintenance of models

to be paid to irrigation department Govt of the Punjab.

• Shortage of space/Trays for construction of new models

WAPDA HYDRUALIC RESEARCH AND TRAINING INSTITUTE
(WHR & TI) WAPDA AT CHICHO KI MALLIAN,
SHEIKHUPURA
• The establishment of WAPDA Hydraulic Research and Training Institute (WHR
& TI) is, therefore, crucial for addressing such challenges.

• Chicho Ki Mallian Hydropower Plant is a Low Head Hydroelectric Station

(13.2 MW), on Upper Chenab Canal (UCC) located near Sheikhupura, about
35 km north west of Lahore,

• 52 acres land is available at Chicho Ki Malian Hydropower Plant, with off

taking distributary from right side of UCC consisting of 2 No. 8 ft wide gates.

• At Chicho Ki Malian similar conditions are available as that of Nandipur for

establishment of Hydraulic Research Station.

Chicho Ki Distributary off takes from UCC has a drop of 10 ft to be utilized to

operate physical models.
The proposed plan includes:
 12 No Trays for Model Testing
 Network of feeding channels for a discharges of 100 cusecs
 An escape channel to carry the water back into the supply channel
 Other infrastructure such as Workshop, Instrumentation Section,
Computer Cell, Offices, Residences, Rest House, Library, Store etc.

I. Establishment of Physical Hydraulic Models Construction Facility for Research and

Testing. Trays for construction and model testing. Construction of Feeder channels,
canal falls, cross regulators, huts, bridges, outlets and inlets.

II. Establishment of International Modelling Research and Training Institute (IMRTI)

including Geotech and Computer lab in Institute.

III. Construction of library / record room

IV. Construction of rest house and officers/ staff colony and hostel.

V. Construction of Office Building and Residences

• Chairman WAPDA in a meeting directed to use own resources to proceed with

the Project.

• For the construction of essential activities of hydraulic research center under

Phase-I including the construction of 12 trays for model testing, a network of

feeding channels for discharges of 100 cusecs, an escape channel and other

necessary infrastructure, initially tentative amount of Rs. 25 million is required.

 PROPOSAL TO BE SOLICITED
Keeping in view the importance of establishment of Model Study Cell at Chichoki
Mallian and consequent upon the directions of Chairman WAPDA to use own
resources

a. Initially utilize the available profit / interest amounting to Rs. 9,461,929/-

earned on the bank accounts of GM (Hydro) Planning to fund the above said
essential activities of WHR & TI. This allocation will facilitate the
commencement of essential activities without delay

b. Utilization of future profit / interest to be earned on the bank accounts of GM

(Hydro) Planning to fund the gaps till the completion of essential activities of
WHR & TI.
