The Concepts Of OSH
Occupational safety and health (OSH) is a cross-
disciplinary area concerned with protecting
 Safety
 Health
 Welfare
of people engaged in work or employment. As a
secondary effect, OSH may also protect co-workers,
family members, employers, customers, suppliers,
nearby communities, and other members of the public
who are impacted by the workplace environment.

The history of OSH
In the year 1967, the Factory and Machinery Act was

approved by the Parliament of Malaysia.


In 1970, the Factory and Machinery Act and eight

regulations under the act were enforced.


This act was legislated to overcome the weaknesses in

the Machinery Ordinance 1953,


They were not protected if they are working in a

workplace that doesn’t use machinery.

 This legislation was made considering the fact that the

Factory and Machinery Act 1967 only covers


occupational safety and health in the manufacturing,
mining, quarrying and construction industries, whereas
the other industries are not covered.
 The purpose of OSH Act 1994 is to promote and

encourage occupational safety and health awareness


among workers and to create organization along with
effective safety and health measures.

Terminologies
 Safety - the absence of risk to injury.
Health - a state of complete physical, mental and
social well-being and not merely the absence of
disease.
Welfare of employees - provision of first aid,
drinking water, canteen, washing facilities and toilets
for men and women.

 Employee - a person who is employed for wages under a
contract of service on or in connection with the work of an
industry.
In Malaysia apprentices are to be considered as employees but
trainee is not considered as employee. Trainee can be considered
as other persons at the work place.
 Employer - the immediate employer or the principal employer
or both.
 Occupier - a person who has the management or control of the
place of work
 Place Of Work - premises where persons work or premises used
for the storage of plant or substance
