WHAT IS JSY ?

The national maternity benefit scheme has been modified into a new scheme
called JANANI SURAKSHA YOJNA(JSY).
Launched on 12th of April 2005.
Hon’ble Prime Minister, is under implementation in all states and Union
Territories (UTs), with a special focus on Low Performing States (LPS).
OBJECTIVE
Reducing maternal mortality and neonatal mortality.
Encouraging delivery at health institutions.
Focusing at institutional care to women belong to below poverty line families.
SALIENT FEATURES OF JSY
100% per cent centrally sponsored scheme.

Under NHM cash assistance with institutional care during Antenatal, Delivery and
immediate postnatal period.
All women of below poverty line from urban and rural Areas.

Main focus on 10 state with low institutional delivery or low performing states(UP,
Uttarakhand, MP, Jharkhand, Bihar, Rajasthan, Chhattisgarh, Odisha, Assam and
Jammu& Kashmir) rest of the states are considered as high performing states(HPS) .
ASHA is the link between the poor women and public sector, she would responsible
for escorting the pregnant women to the Health center.

LIMITATION OF CASH ASSISTANCE IN INSTITUTIONAL DELIVERY

In LPS all births delivered in health center, govt or accredited private health institution will get
the benefit

In HPS the benefit is only up to 2 live births.

ASHA package is available in all LPS , Northeast states and tribal districts of all states and UT’s

In rural areas it includes: A) Cash assistance for referral transport for pregnant women for
delivery(not less than Rs250/-)

B. Cash incentive: not less than Rs200/- per delivery. ASHA should get her money
after post natal visit to her beneficiary, after child immunization for BCG.
C. Balance amount should be paid to ASHA in lieu of her service rented by her.
Payment should me made at hospital/ health institution itself.
D. Subsidies the cost for c-section and for management of obstetric complication
up to Rs 1500/- per delivery to the govt institution were govt specialist are not
in position.
E. In LPS and HPS all women below poverty line preferring delivery at home are
given cash assistance of Rs500/- per delivery regardless to age and number of
children.
DIRECT BENEFIT TRANSFER UNDER
JSY
 Payments are being made through a direct benefit transfer mode
The amount will be credited directly into the Aadhar-linked bank
account/electronic fund transfer of the beneficiary.
The year 2006-07 was declared as the year for institutional deliveries and during
the year scheme was extended to urban areas of high-performing states and
criteria for age and birth order were removed from the LPS.
Benefits of the scheme were also extended to all women belonging to SC/ST
families for institutional deliveries
In 2018-19 about 100.41 lakh pregnant women benefited from the scheme.
SUMMARY
JSY is a centrally sponsored scheme under the National Rural Health Mission in
India.
Its objective is to promote institutional delivery among poor pregnant women
to reduce maternal and neonatal mortality.
The scheme provides cash incentives to pregnant women, especially those
from marginalized communities, to encourage institutional deliveries.
It aims to reduce maternal and child mortality rates by providing free
treatment and transport facilities to pregnant women and sick infants.
