not achieved.
This was set in 1978 Alma-Ata declaration several factors contributed to its unfulfilled
promise:

Many developing countries faced resource limitations that hindered their ability to
establish comprehensive primary healthcare systems.
Budget constraints, lack of healthcare infrastructure, and inadequate healthcare workforce
were common challenges.

Political instability and conflicts in various regions disrupted efforts to establish
and maintain healthcare systems.
These conflicts diverted resources away from healthcare, making it difficult to
provide essential services.

Economic disparities within and between countries remained a significant barrier


to achieving Health for All.
Poverty and lack of access to basic necessities like clean water and sanitation made
it challenging to improve overall health.

The emergence of disease outbreaks i.e. infectious diseases such as HIV/AIDS,
tuberculosis, and malaria diverted attention and resources from primary healthcare
efforts.
These diseases posed significant challenges to healthcare systems, particularly in low-
resource settings.

Inadequate Healthcare Infrastructure: Many regions lacked the clinics, hospitals,


and trained healthcare workers, to deliver comprehensive primary healthcare services
to all citizens.

Global Health Priorities:
Shifting global health priorities and the emergence of new health challenges, such
as non-communicable diseases and global health security concerns, also diverted
resources and attention away from the Health for All goal.
