General Introduction
 Section 2(2) of law no. 2010/023 of December 2010 to define the status of
Public Interest Groups in Cameroon states that: A public interest group
may be established in various areas notably: research, health and social
work, scientific and technological development, education, culture and
sports.
 The NWRFHP PIG was set up by a constituent agreement of the state, the
technical/financial partners, and the North West community on June 11,
2012 and approved by Prime Ministerial order no. 005/CAB/PM of January
21, 2013 in line with law no. 2010/023 of December 2010 to define the
status of Public Interest Groups in Cameroon .
 As the name points out Regional Fund for Health Promotion, health
promotion has been imbued in all our activities.
 The responsibility of the RFHP PIG as actors of health promotion is clearly
stated in the preamble and in article 10 of its constituent agreement.
General elements of health promotion
 Easy access to health care
 Access to affordable health commodities
 Food quality & security
 Hygiene and sanitation
 Disposal of dead animals
 Water – protection of water sources
 Cleanliness of health facilities, streets/inter quarter roads,
and other public utilities like markets  
 Waste management
Our Context
1. Poor environmental/social conditions in our communities
do not favour good health
̶ Inexistence and/or poor conditions of latrines.
̶ Inappropriate disposal of household, community/council
and medical waste
̶ Inadequate personal hygiene
̶ Poor handling of food and eating habits
̶ Doubtful sources of drinking water
̶ Socio-political crisis

2. Limited engagement of District Health Committees


̶ Insufficient capacity of community leaders/Health
Committees.
̶ Limited and/or no awareness creation on health issues
̶ Poor identification of community health problems
̶ No/limited mobilisation of resources to solve health
problems
̶ Limited/no participation of the population in resolving
health problems

3. Poor health indicators


̶ The rate of prevalence of HIV AIDS remains high
̶ Maternal mortality remains high
̶ Infant mortality remains high
̶ Environmentally related illnesses such as malaria and
cholera remain the major causes of morbidity and mortality
Our Health Promotion activities
 Promotion of maternal & neonatal health through the Obstetric Kits
 Setting/installation of solar powered blood banks in some health facilities
 Promotion of health care financing through community based micro health
insurance schemes
 Ensuring quality control of all essential medicines distributed
 Promotion of community participation in health care through dialogue
structures (health committees)
 Promoting clean health facilities through the donation of dust bins to some
health facilities
 Donation of Hilux Vehicles to some health district to facilitate PHC supervision
 Offer of psychosocial support services to IDPs and vulnerable persons through
the GIZ/GOPA-Health Focus project
 Collaboration with the RDPH to fight against epidemics and pandemics
(Cholera, Ebola, HIV/AIDS, COVID-19)
 Stimulating the supply of quality health care through PBF project
Our Health Promotion activities
 Financial support to DHC for dialogue structure activities
 Support the RDPH with vehicle & driver during routine vaccination (EPI) campaigns
 Financial support to health staff (health staff bonus) and public health facilities for
health facility development
 Training of pharmacy attendants from public, private & confessional health facilities
 Financial support to Community Representative in the General Assembly of the
NWRFHP for outreach activities
 Collaboration (MoUs) with other organisations for the implementation of specific
activities
 Supporting the Governor’s office and the RDPH in the fight against illicit sale of
medicines
 Organising the disposal of damaged and expired medicines for all health facilities in
the region.
 Integrated supply of medicines – that is, distributing medicines for public health
programs (ARV, anti TB, anti Malaria, & medicines for the fight against neglected
tropical diseases) alongside essential medicines.
Sources of funding for health
promotion activities
Funding for these health promotion activities came from 2
sources
 Surpluses from the management of essential medicines and
laboratory reagents
 Funds from technical and financial partners for specific
activities
In 2023, the NWRFHP PIG in planning to engage project proposal
writing to raise more funds for health activities.
Other health promotion activities
 Promotion of hygiene and sanitation in health facilities
 Prevention of water-borne diseases
 Ensuring continuous sensitisation of the community
through dialogue structures
 maintenance of health facilities, medical equipment and
infrastructure
 The promotion of health education and nutrition
 The prevention and management of epidemics & disasters
Conclusion

The RFHP PIG must play their roles as key actors in health
promotion for 2 key reasons:
 Health promotion makes it possible for people to increase
control over the determinants of health and thereby improve
their health.
 Health promotion reduces the costs (both financial and human)
that individuals, families, MHOs, medical facilities and
communities would spend on medical treatment.
