Preparation Process Urban Structure Plan

Step 1
• Participatory identification of the need for preparation or
review of the USP.
• Approval by the local authority.
• Justification outlining the objectives & rationale for plan
preparation or review.

Step 2
• Approval and adoption of planning proposal by respective
Planning Committee and submission to the Commissioner
for physical planning.
• Step 3 Local Council’s planning team organizes a
consultative meeting to inform stakeholders & community
representatives on the proposed preparation or review of
the plan.
• Step 4 Planning team prepares or updates base map and
existing land use map to form the basis for planning.

• Step 5 Planning team conducts social-economic surveys of


the area to collect data for purposes of preparing draft
Background Studies Report in which implications for
planning are outlined. They also carry out a verification
exercise for the maps that were prepared.
• Step 6 Planning team organizes a second consultative
meeting to present the draft background studies report
and land use map and solicit comments on the report. The
meeting decides on zoning proposals for the area.

• Step 7 Preparation of draft USP (Zoning Plan) land use map


based on comments by stakeholders from the consultative
meeting.
• Step 8 Circulation of draft USP within council directorates
for comments.
• Step 9 Planning Team organizes a third consultative
meeting to present draft USP zoning proposals to
stakeholders and community representatives to source
comments.

• Step 10 Planning Team incorporates comments,


prepares final draft USP
• Step 11 External circulation of draft USP to other
relevant organizations/stakeholders to solicit comments
within 60 days. During this period the draft plans should
also be put on public display.
• Step 12 Revise draft plan if necessary based on comments
received
• Step 13 Planning Team organizes a Town planning
committee meeting to seek approval

• Step 14 Submission to the CPP for approval. The CPP may


approve the plan in whole or in part within sixty days of its
submission. In case of an advisory plan, approval will be
sought from the District Development Committee
• Step 15 When the USP has been approved by the CPP, a
copies of the plan must be deposited in public places
within the area for public information
Plan Deposition

• Once approved the USP becomes a legal document and is


adopted by the Planning Committee for implementation.
• The plan provisions are therefore binding to all stakeholders
and developers.
