6. Conclusion
Sub-Decree 110 aims to regulate the Information and Communication Technology (ICT) sector, establish
a new regulatory framework for the ICT sector, including requirements for licensing, registration and operation of
ICT businesses. It also created a new institution, the General Department of ICT, to oversee the ICT sector.
The sub-decree also sets out a number of penalties for non-compliance, including fines and imprisonment,
which could help to improve the security and reliability of ICT services in Cambodia.
