- Sub-Decree No. 110 of the Royal Government of Cambodia was signed into force on
July 21, 2017.
- This sub-decree consists of 10 chapters, 38 articles, 11-word technical terms, and 3
Posts.
- The scope of this sub-decree defines the procedures and requirements for the right to
operate all ICT services in Cambodia, including mobile phones, internet access, and
data center services.
- To Promote competition, Protect consumers, Encourage investment, and Enhance

- The main ministries and institutions responsible for the implementation of Sub-Decree
110 are: MPTC, TRC, MEF, MOI, MoC, and MoE...
- The main content of this sub-decree is the Definition, Types of ICT services,
Authorization requirements, Monitoring and enforcement, and Fees for authorizations.
- MPTC has the power to monitor the operator at all times without prior notice in case
the operator violates the provisions of the sub-decree.
- The TRC is an independent body that is responsible for investigating complaints and

- The founder of Satellite Technology is Sergei Korolev, on October 4,
1957, the Soviet Union launched Sputnik, the first man-made satellite.

- There are many ways to transfer satellite technology to Cambodia. One


of the most common methods is horizontal technology transfer.

- The transfer of satellite technology to Cambodia involves a number of

6. Conclusion

Sub-Decree 110 aims to regulate the Information and Communication Technology (ICT) sector, establish
a new regulatory framework for the ICT sector, including requirements for licensing, registration and operation of
ICT businesses. It also created a new institution, the General Department of ICT, to oversee the ICT sector.

The sub-decree also sets out a number of penalties for non-compliance, including fines and imprisonment,
which could help to improve the security and reliability of ICT services in Cambodia.
