Definition

This is a population – oriented approach to eye


health and eye diseases.

Also involves study of specific measures which


may be implemented to prevent eye diseases
in the community – Preventive
Ophthalmology.
Key Components
Are four
1. Needs assessment – surveys

2. Control of Diseases

3. Planning

4. Health Education
Personnel
• Eye care providers - Ophthalmologist

• Medical & Paramedical services providers – GPs

• Community workers – teachers etc

• Planners/managers and Policy makers –


governments, NGOs
Prevention of Blindness
4 levels of prevention
1. Primary – before the condition occurs

2. Secondary – treat the condition before it


causes blindness

3. Tertiary – treat and reverse the blindness

4. Quaternary - rehabilitate a blind patient


Primary eye care

• This means first contact

• PHC approach launched in 1978 – the Alma

Primary Eye Care (PEC)
• Must be integrated into PHC

• Personnel
– Highly selective
– Training is task oriented and simple
– Use existing personnel eg CHEWs, PECT, DO
