The Executive Committee (EC) of the International School Sport Federation (ISF) entrusted the organisation of the 15th ISF Gymnasiade to Braslia, Brazil.
1. PARTICIPATING COUNTRIES

We are pleased to announce that 39 countries have already confirmed their commitment to participate in the 15th Gymnasiade. Member countries in arrears with the payment of the membership fee 2013 must add the proof of payment with the 3rd registration in order to be eligible to participate. Non-member countries can only participate in the demonstration sports.

DEMONSTRATION SPORTS

The Organising Committee decided to organise the demonstration sports announced for the Gymnasiade 2013, even if there are less than 10 countries registered.

4.

REGISTRATION DEADLINE

Definitive registration including the names of all participants and the travel plan must be completed by 1st NOVEMBER 2013 at the latest. The Organizing Committee will provide an electronic registration system. Each country will receive by email a login and password to fill in the electronic forms.

NOTE: This preliminary program might be changed lightly in accordance with the number of participants and TV requirements. All changes to the program will be published and all participants will be informed.

TRANSPORTATION & TRAVEL

Travel to Brasilia International Airport (BSB), Brazil is to be arranged and financed by each participating country. Local transportation is taken care of by the Organising Committee. A comprehensive transport system for athletes, team officials and technical officials will be available exclusively for the Gymnasiade Event. This will include: Arrival service from Brasilia International Airport to the accommodation. Regularly scheduled shuttle service from the accommodation to official competition venues and official training venues. Scheduled service to Opening and Closing Ceremonies. Scheduled service for all officials and/or to meetings. Departure service from the accommodation to the Brasilia International Airport. Teams interested in arriving before, or staying after the Brasilia Gymnasiade 2013, shall inform the Organising Committee as early as possible. The Organising Committee cannot guarantee the availability of accommodation outside the period of the Gymnasiade 2013. The Organiser however will be pleased to supply information and do the best to help to fulfil your request.
7. FEES AND INSURANCE

In return for the entry fees which are fixed by the ISF Executive Committee, the Organising Committee will be responsible for board and lodging of participants for the duration of the event, for the competition, cultural programme and for all transport in connection with the official programme (arrival, departure, sports and cultural programmes). In accordance with the rules laid down by the ISF, the payment to be made to the organisers of the Gymnasiade 2013 amount to 44 EUR per person and per night respecting the official composition of the delegation. An additional ISF levy of 30 EUR per delegation member will be collected at the time of registration. The total amount per person is therefore 338 EUR (44 EUR x 7 nights + 30 EUR). When the distance between Brasilia and the capital of a participating country on another continent exceeds 5000 kilometres the delegation may extend its stay by arriving one day earlier (jet-lag day) or leaving one day later at the daily fee of 44 EUR per night.

For the three (3) additional adults the following regulation applies: - for a single room 88 EUR per night - for a double/twin/triple room (2/3 additional persons) 44 EUR per night each. Requests are to be made by the country concerned. The organisation of an extended stay for the delegation (prior or after the event) is a matter for the country concerned. It shall not be the responsibility of the Organising Committee. The country concerned may contact the OC for any further assistance. Each country is required to provide insurance for each member of its delegation. At a minimum the insurance is to cover civil liability, material damage and medical costs.
8. BALANCE OF PAYMENT

All bank charges are to be met by participating countries.
9. ACCOMMODATION

Brasilia Gymnasiade 2013 Organising Committee will accommodate all participants of the 15th Gymnasiade in 3 and 4 stars hotels during their stay in Brasilia, Brazil. Accommodation may be in 2, 3 or 4 bedded rooms. The hotels in Brasilia are divided by sectors and all hotels used by the Organising Committee will be at the same area (city centre). The names of the hotels will be available on the official website of the Gymnasiade after 1st November. The official website is: http://www.gymnasiade-brasilia2013.com/ (under construction). 3 meals will be provided to all participants (breakfast at the hotels, lunch and dinner at the Convention Centre). The participants will also receive 1 daily snack.

10. MEDICAL CARE

A first aid and emergency first response medical service will be provided during the 15th Gymnasiade to any participant requiring medical assistance. Medical care services will be available 24/7 from the moment of arrival until departure from Brasilia. There will be a main Medical Centre located at one of the main competition and training venues comprising a dedicated medical team supported by an ambulance service. During Games time any participant who may require more specialised medical care will be transported to a Hospital, where free emergency medical treatment will be provided.
11. ENTRY VISA FOR BRAZIL

To enter into the State of Brazil an entry visa is required for all countries NOT mentioned in the list below. The citizens of the countries below DO NOT need visa to enter to Brazil. 12. REGISTRATION

13. COMMITMENTS TO BE HONOURED BY DELEGATIONS

Each participant is required to be present throughout the duration of the event. Each participant is obliged to take part also in all of the non-sport activities. Each delegation undertakes to compete against all other participating delegations. Each competitor undertakes to compete against all other competitors. The absence of any member of a participating delegation from any part of the entire sport programme, opening, prize-giving and closing ceremonies and socio-cultural programme may result in being excluded from the results.

14. COMMUNICATION

The results of each days competitions will be published in daily bulletins and will be also available in the official website: www.gymnasiade-brasilia2013.com and the ISF website www.isfsports.org. Free WIFI will be available at the sports venues.

The technical information for the official and demonstration sports has already been published in bulletin 1 & 2.

16. CONTROL COMMISSION

In accordance with ISF General Rules of Competition, the Organising Committee will nominate a control commission consisting of: Representatives of the ISF Technical Commissions Representatives of the Organising Committee. Upon arrival in Brasilia the Head of Delegation will pay the balance of fees due to the Organisers or present proof that the balance has been paid and present the following to the Control Commission: The passport (or official identity card) of each competitor bearing their surname and first name, photograph and date of birth. Per participant, a letter from the school indicating that the participant attends that school in full time education. The Control Commission will carry out all duties defined in ISF General Competition Rules.
17. DISCIPLINARY COMMISION

In accordance with ISF General Rules of Competition item 4, there will be a Disciplinary Commission consisting of: The Delegate representing the ISF Executive Committee (Disciplinary Commission Chairman) The President of the ISF Technical Commission concerned A representative of the Organising Committee. The Disciplinary Commission will decide on matters relating to discipline at the venues and at any other place where participants may be at any time during the period of the Gymnasiade insofar as they do not concern technical regulations. Decisions of the Disciplinary Commission shall be final and not subject to further appeal and shall be brought to the attention of the ISF Executive Committee. It should be noted that the Disciplinary Commission has the right to withdraw participants or delegations from the competitions and, should a serious breach of ISF regulations take place, send these people home before the end of the event.
18. JURY OF APPEAL

In accordance with ISF General Rules of Competition - item 5 there will be a Jury of Appeal consisting of: A representative of the ISF Technical Commission concerned (Appeal Jury Chairman)

A representative of the Organising Committee A representative of the Judges. The Jury of Appeal shall decide on any appeal which may be lodged concerning the results of a competition on matters covered by the Laws of the International Sport Federations concerned and referred to in the ISF Technical Commissions Regulations. The Jury of Appeal will not rule on disciplinary matters. Decisions of the Jury of Appeal shall be final. They shall handed in writing to the official in charge of the competitors delegation concerned. They will not be subject to further appeal.
19. APPEALS

An appeal against the result of a competition or any other appeal not concerning a disciplinary matter may be lodged with the Jury of Appeals. The appeal must be lodged within 120 minutes of the incident and be in writing in English, French, German or Spanish. The sum of 100 EUR (one hundred Euro) must accompany the appeal. This sum will be refunded only if the appeal is upheld or at the discretion of the Jury of Appeals.

The detailed competition timetable FOR ARTISTIC GYMNASTICS, RHYTHMIC GYMNASTICS, SWIMMING and the DEMONSTRATION SPORTS depends on the final registration and will be made up after the deadline of 1st November and sent to the participating countries concerned. For AEROBIC GYMNASTICS the competition will be on 29 and 30 November instead of 2 and 3 December as announced in the second bulletin!

This timetable will be revised after the final closing of the entries.
21. CURRENCY

The official currency used in Brazil is REAL. The OC will offer the possibility to change money at the Convention Centre.
22. CLIMATE

Brasilia has a dry season and a rainy season. The rainy season lasts from November to February. It is warm and mild. During these months, it rains frequently but not everyday. Please do not forget to bring rainwear!

23. ANTI-DOPING

Dope testing (for use of banned substances) will take place during the competition according to current law/procedures in Brazil. If selected for testing a competitor may be accompanied by an adult. If a competitor is following a course of medical treatment he or she must obtain certification to that effect and inform the organisers immediately upon arrival.

Please return the entry registration forms underneath to the Organising Committee and complete the electronic registration as soon as possible but by 1st NOVEMBER 2013 at the latest.
