As I stated to you on February 12, there has been significant turnover in
senior management positions at RUSD over the past several years. It is
possible, however unlikely, that records were destroyed or otherwise
disposed of during these transitions.

You further stated that the correspondence from Mr. Sims was unclear as
to the completeness of the documents provided to your organization. You
indicated that, in your opinion, there could be additional documents that
were not being released because those documents were considered to be
exempt under the Freedom of Information Act. Mr. Sims has been asked
to respond to your request to either notify you that all documents were
released as requested or, if additional documents were in fact withheld, to
identify those documents and state why they are exempt.
