Subject: CONSIDERATION OF A REQUEST FROM THE TRANSPORTATION
AGENCY OF MONTEREY COUNTY TO ADD THE INTERSECTION OF
OCEAN AND JUNIPERO AVENUES TO ITS LIST OF ROUNDABOUTS
AND AUTHORIZE FUNDING NOT TO EXCEED THE AMOUNT OF
$14,000 WITH KITTELSON & ASSOCIATES FOR THE STUDY.
RECOMMENDATION(S):
Council request that the Transportation Agency of Monterey County add the intersection of
Ocean and J unipero Avenues to its list of roundabout analysis and authorize funding of up to
$14,000 with Kittelson & Associates for this study.

EXECUTIVE SUMMARY:
The Transportation Agency of Monterey County (TAMC) is overseeing a contract with
Kittelson & Associates to conduct a roundabout analysis at 21 locations throughout the
Monterey Peninsula. As part of the contract, TAMC also authorized the Executive Director to
make administrative changes to the contract to add intersections to the study if fully funded by
the requesting jurisdiction. The item for consideration is to officially request that TAMC
consider adding this intersection to the roundabout study and authorize the required funding
for the study. TAMC estimates the cost of such a study to be between $12,000-14,250, with
average cost of the roundabouts under study being $13,360.


ANALYSIS/DISCUSSION: (including why Council is considering the item and justification for recommendation)
Roundabouts are considered an alternative to traditional signalized intersections. The
purpose of the study is to assess the costs and benefits of roundabouts and other alternative
intersection control measures to signalized intersections. The consultant will undertake a
series of tasks including objective evaluation and comparison of implementing signal and
roundabout intersection control based upon optimal traffic control and operational strategy for
the design life of the intersection. As part of the study, traffic data for recent or existing AM
and PM peak hour turning movements will need to be obtained; design year, cumulative or
General Plan AM and PM peak hour tuning movements will be needed to help determine the
baseline, design year and projected traffic growth as will be the estimated year of construction
for the proposed project. Project deliverables include a memo summarizing the Intersection
Control Evaluation analysis; operations analysis; safety analysis of the estimated frequency
and severity of crashes per year; footprint concept drawings; and the intersection life cycle
costs (return on investment) for each alternative and study intersection.

FISCAL IMPACT:
The roundabout study has not been budgeted. Council has allocated $50,000 for bikeway
projects within the current budget that could be allocated toward this project. A roundabout or
other alternative control measure project has not been included within the current five-year
capital improvement plan.
