The Service has developed blanket clearance letters for federally funded and authorized
projects that, when evaluated, have minor impacts on endangered species or other trust
resources under our jurisdiction. If projects comply IVith the criteria established in the
blanket letters, no further consultation under Section 7 of the EndaIl.gered Species Act is
needed. The blan.ket letters only cover the species under the jurisdiction Qftb.e Service.
During FY 2010, the Service has provided blanket letters to the following Federal
agencies:
1. Housing and 'Grban Development (BUD) for federally-funde.d projects that~
when evaluated, have minor impacts On endangered species or other trust
resources under our jUlisdiction. Re:o.ewal dated September 21,2009 for
projects in Puerto Rico and the U.S. Virgin Islands.
2. Environmental Protection Agency (EPA) for the renewal of permits under the
NPDES for previously authorized faGilities a..1.d when water discharges will be
maintained within the approved water quality standards. Letter dated April
21,2009 for projects in Puerto Rico.
3. Federal Communication Commission (FCC) for communication towers to be
located on urbanized areas and VaCaILt lots deprived offorested habitats in
Puerto Rico and the U.S. Virgin Islands. Letter dated September 21,2009.
