Rav Shkop initially intended to bring his entire yeshiva from Grodna to the land of
Israel, or at the very least, lacking the monetary means, to come to the land of Israel
himself and teach Torah there. Thus did he write to Rav Kook, in a letter dated 2
Adar I 5681 (1921).

To the honored rabbi and great gaon, the glory of the generation, Avraham Yitzchak
Hacohen Kook shlita, head of the beis din [court] in the holy city, may it be rebuilt
and established.
Greetings As the publication of Itur Rabbanim [an initiative to financially support
Torah scholars] came to me through my friend, the great rabbi I was deeply moved
to begin to make an effort in regard to the idea regarding my obligation [to be part of
this initiative]
If I had the economic means necessary for my yeshiva to move there, I would not wait
to be called by men of stature from the Holy Land, because out of love for the Land I
would make do with anything. But since I do not have the means to take the first step,
I must ask and turn to help from Above.
Therefore, be kind enough to take special heed regarding carrying out the Itur
Rabbanim proposal. Perhaps you will wish to include me to work on this elevated
endeavor. For then you will certainly [be able to] find the means to provide me with
the [necessary] assistance for travel expenses for me and the rebbetzin and our son
