Broadband technologies and video applications will produce a torrent of new Internet traffic. Tens or even hundreds of billions of dollars worth of new Internet investment will be needed to accommodate this "exaflood." Net neutrality or severe traffic management regulations could deter investment, stall new applications and services, and inhibit innovation.
