FUNDAMENTAL BELIEFS

We believe in freedom of conscience, religion, in the
right of lawful assembly and in the right of every
citizen to advocate without fear of repression, public
policies which reflect his or her fundamental beliefs.

We believe in true equality for every citizen, with


equal rights and responsibilities for each and special
privileges for none.

• We believe in fiscal accountability, balanced with a


Government accountable to the citizens.

• We believe in the right to own property, and to have


that right protected in law.
• THE PARTY
1 ESTABLISHMENT AND NAME

The Party shall be named “The Alberta Alliance Party”, which is referred to throughout
this document as “the Party”.

2 PURPOSES

The purposes of the Party are:

2.1 To promote good government for the people of Alberta;

2.2 To protect certain inalienable rights of the citizens of Alberta, which rights shall
include but not be limited to life, liberty, justice, democracy and the ownership of
property.

2.3 To establish and continually improve an open and democratic government which
is accountable to the people.

2.4 To protect the fundamental freedoms of the citizens of Alberta by placing limits
on the powers of the government.

2.5 To promote these purposes through democratic means.

PARTY STRUCTURE
1 MEMBERSHIP

1.1 The membership of the Alberta Alliance Party shall consist of all persons in good
standing with the constituency associations of the Party within the Province of
Alberta all of whom must hold an official membership card in the Alberta
Alliance Party. Only natural persons can be members of the Party.

2 DELEGATES

2.1 The delegates entitled to vote at Meetings and Annual General Meetings of the
Party shall be members in good standing and shall consist of the following:

(a) The Provincial Council of the Party.

(b) Fifteen (15) delegates from each Constituency Association. All delegates are to be
chosen from the membership of each Constituency Association in such a manner
as the Constituency Association may decide. Each delegate shall be a resident of
the Constituency. Each delegate shall have been a member for six (6) months
prior to the Annual General Meeting. If the Secretary of the Party has not
received the names of the delegates from the Constituency Association one (1)
week prior, then the first fifteen (15) members who are residents of the
Constituency and who have registered shall be delegates.
(c) Former Alberta Alliance Party Members of the Legislative Assembly of Alberta
who continue their membership in the Party.

(d) Past Presidents of the Alberta Alliance Party; who continue their membership in
the Party.

(e) Members of the Alberta Alliance Party Fund Committee, not to exceed fifteen
(15) from Northern Alberta, and fifteen (15) from Southern Alberta, and all
regional fund-raising chairmen, not to exceed five (5). These delegates will be
chosen by the Provincial Council in consultation with the Vice President of
Faineance.

(f) Fifteen (15) members of the Provincial Campaign Committee as determined by


the Provincial Council.

Only delegates shall be entitled to vote at meetings of the Party, and each delegate shall
vote only once, irrespective of the number of offices held by such delegate.

3 ANNUAL GENERAL MEETINGS OF THE PARTY

Annual General Meetings shall be held not more than eighteen (18) months apart.
Additional General Meetings shall be held whenever deemed advisable by the Provincial
Council. In the event that a Provincial or Federal Election shall make the holding of an
Annual General Meeting inconvenient, the Provincial Council may extend the time
between meetings up to a maximum of twenty-four (24) months. Failure to do so will not
invalidate a meeting otherwise properly constituted.

4 EXECUTIVE OFFICERS

4.1 The Executive Officers of the Party shall be:

(a) The Party Leader


(b) President
(c) Vice President Communication
(d) Vice President Constitution
(e) Vice President Election Readiness
(f) Vice President Fundraising
(g) Vice President Membership
(h) Vice President Policy
(i) Chief Financial Officer
(j) Secretary
(k) Executive Director, non voting member.

4.2 Election of Officers

(a) Party officers will be elected at the Annual General Meeting of the Party. (The
exception to this clause is the Party Leader and the Executive Director).
(b) Vacancies between Annual General Meetings shall be filled by appointment by
the Executive Officers.

(c) In the event of more than one person being nominated for an office, voting for
that office shall be done by secret ballot. Selection of each candidate shall be
made on a successive basis until one candidate has received a majority of the
votes present.

(d) The function of the officers will be to carry out the day to day business of the
Party in accordance with the Party Constitution and the bylaws of the Party.

(e) A quorum of a meeting of the officers of the party shall consist of fifty percent of
the officers plus one.

5 MEETINGS OF THE EXECUTIVE OFFICERS

5.1 The Executive Officers shall meet at the call of the President. Notice of such
meeting shall be given by written notice mailed or electronically transmitted at
least seven (7) days before the date set for the meeting.

5.2 In the event of the neglect or refusal of the President to call a meeting of the
Executive Officer then such meeting may be called by any Calgary, Edmonton,
Central, Southern, North West or North East Presidents, or in the event or the
neglect or refusal of any of these Regional Presidents to call a meeting of the
Executive Officers, then such a meeting may be called by any three or more
members of the Executive. Notice of such meeting shall be given by double
registered letter at least fourteen (14) days before the date set for the meeting.

5.3 A quorum shall be fifty percent plus one of the Executive Officers.

5.4 The President or, in the President’s absence, any of the elected Vice Presidents,
shall be the Chairman of the Executive. The Chairman of any meeting shall not
have a vote in any of the agenda business except in the case of a tie vote at which
the Chairman shall cast one vote to break the tie.
6 DUTIES OF OFFICERS

6.1 The president shall preside over all Annual General Meetings, General Meetings,
meetings of the Executive Committee, and shall have general responsibility as the
Chief Executive Officer of the Party.

6.2 Any of the Vice Presidents shall act for the President in all cases of absence or
inability or unwillingness of the President to act. The Regional Directors, shall,
together with the President, be responsible for establishing active Constituency
Associations in every Provincial Constituency.

6.3 The Treasurer shall keep an accurate record and accounting of all funds related to
the fiscal operations of the Party.

6.4 The Secretary shall be responsible for recording the minutes of all Executive
Committee meetings, sending notices as required and maintaining an up-to-date
mailing list of all members and volunteer workers.

6.5 The Vice Presidents Finance, North and South, shall provide funds for the
operations of the Party (as distinguished from Constituency requirements).

6.6 The Vice President Policy and Resolutions shall be responsible for:

(i) organizing the receipt and review of all resolutions at the Annual General
Meeting;

(ii) organizing Policy Conferences, research and library facilities, and

(iii) the Vice President Policy and Resolutions shall form a committee
consisting of the Policy Vice Presidents of not less than 10% of the
provincial constituencies for the purpose of establishing the agenda for
the Annual Policy Conference.

6.7 The Vice President Organization shall assist the Leader between election campaigns
in establishing Provincial Constituency organizations through the Presidents of the
six (6) regions.

6.8 The Vice President Communications shall be responsible for:

(i) internal communications within the Party through utilization of a


newsletter or such other communications as may be deemed advisable to
assure the members of the Party are adequately informed as to the various
activities of the Party, and its affiliate organizations;

(ii) communications through the various news media and to the voters of
Alberta so as to publicize and promote the activities of the Party, and its
elected representatives;
(iii) to coordinate the activities of any public relations and advertising
programs which may be carried on from time to time.

6.9 The Executive Director shall be appointed by the Leader in consultation with the
Executive Committee. The Executive director may also serve as Vice President
Organization. The executive director shall have general responsibility for
maintenance, supervision and operation of the Party offices, staff and the facilities
for the conduct of the Party’s affairs and functions.

7 RULES OF PROCEDURE

Robert’s Rules of Order shall govern the proceedings of the Party, the Executive
Committee and all committees, in as much as they may be applicable without
coming into conflict with the Party’s Constitution.

8 PROVINCIAL LEADERSHIP ELECTIONS

(a) A leadership election shall be called when:

(i) The Leader delivers to the President of the Party his notice of
intent to resign as leader;

(ii) The position of leader otherwise becomes vacant;

(iii) Pursuant to section 9 herein, a Leadership Election is required as a


result of the annual “Leadership Endorsement Ballot”;

(iv) In the event the Leader is unable to continue as Leader, the caucus
shall select an interim Leader until the leadership election process is
completed.

(b
(b) Eligible voters shall be:

(i) Canadian citizens;

(ii) Of the full age of 16 years;

(iii) Ordinarily resident in Alberta for at least six (6) months


immediately prior to the voting date;

(iv) Members in good standing of an Alberta Alliance Party


Constituency Association for ninety (90) days.

(c) In the event of a leadership election the Party shall hold the election by a
direct vote of eligible voters according to the terms and conditions
contained herein and any other terms and conditions not in conflict
therewith adopted by the Executive Committee.

(d) A candidate for leadership election shall be a member in good standing of


the Alberta Alliance Party of Alberta at the date of filing nomination
papers.

(e) Voting Procedures:

(i) Voting shall occur on a day determined by the Executive


Committee for a period of ten (10) consecutive hours. A second
ballot, if necessary, shall occur seven (7) days later for ten (10)
consecutive hours.

(ii) Each eligible voter shall have the opportunity to cast their vote
from within the boundaries of their Provincial Constituency.

(iii) A candidate who receives more than half the total valid ballots cast
shall be declared the elected leader of the Association.

(f) Second Ballot Rules:

(i) If there are three candidates and no candidate receives more than
half of the valid ballots cast on the first ballot, a second ballot
shall be held between the two candidates who receive the most
votes.

(ii) If there are more than three (3) candidates, and no one of
candidates receives more than half the total valid ballots cast on
the first ballot a second ballot shall be held. Only the three (3)
candidates who receive the most votes shall be included in the
second ballot.

(iii) The second ballot shall be decided by a preferential ballot in which


eligible voters shall indicate both a first and second choice. The
ballot paper will be valid if only one choice is selected.

(iv) The candidate, who receives more than half the total valid ballots
cast as the first choice, shall be declared the elected Leader of the
Party.

(v) If no candidate obtains more than half the total valid ballots as first
choice, the candidate who receives the lowest number of first
choice votes shall be eliminated. The second choices of those
who voted for the eliminated candidate shall be transferred to the
other two candidates and counted in order to determine the
winner.
9 LEADERSHIP REVIEW

9.1 Endorsement of Leader:

The Provincial Council are responsible to ensure that a resolution endorsing the
leader (referred to as the “Leadership Endorsement Ballot”) be mailed to the
general membership of the party on an annual basis for the Party Members to
indicate their approval or disapproval of the Party Leader.

9.2 The Ballot shall contain the question: ‘Do you wish an Alliance Leadership
Election to be called?’ If a majority of ballots are answered in the affirmative,
the Executive Committee shall forthwith proceed to call such Provincial
Leadership Election.

9.3 The Party Secretary in conjunction with the Party President is responsible to
count all returned ballots in secrecy and inform the Party Members of the results

10 CONSTITUENCY ASSOCIATIONS

10.1 For the purpose of this Constitution, a Constituency Association shall be defined
as the association which existed on the date of the most recent general election
preceding the scheduled date of the General Meeting, Annual General Meeting or
Provincial Leadership Election, as the case may be.

11 NOMINATION OF CANDIDATES

(a) Nomination of Candidates

(i) A nomination meeting shall be held by each Provincial Constituency


Association to select its candidate for the next provincial election.

(ii)The period of time when nomination meetings shall be held will be


determined by the Leader and the Executive Committee.

(iii) To be eligible to vote at a nomination meeting of a Provincial


Constituency Association, a person must be a Canadian citizen; of the
full age of 16 years; ordinarily resident in the Provincial Constituency
and a member of the Alberta Alliance Party.

(iv) Reasonable public notice of the time, date and location of each
nomination meeting shall be given by each Provincial Constituency
Association, and the nomination process must be fair, open and
democratic.

(v) A person seeking to contest a nomination is not required to reside in the


Provincial Constituency.
(vi) A candidate who has been duly nominated shall be approved by
the Leader and the Executive Committee and officially endorsed as a
candidate of the Party if such approval is in the best interests of the
Party.

(vii) Notwithstanding the provisions of this section, where an Electoral


Boundary Commission has been established and has submitted a
report to the Speaker of the Legislature, the Executive Committee
may authorize nomination meetings to be conducted on the basis of
electoral boundaries other than the electoral boundaries which existed
on the date of the most recent general election.

(viii) The Constitution of a Constituency Association and any Rules and


By-Laws enacted pursuant thereto shall be consistent with this
Constitution. In the case of any inconsistency, this Constitution shall
prevail.

12 AMENDMENTS

This Constitution may be amended at a General Meeting by a simple majority


vote at a General Meeting if Notice of Motion in writing of the proposed
amendments has been forwarded to the Secretary of the Party at least sixty (60)
days before the said meeting is held. Upon receipt of any such Notice of Motion,
the Secretary shall be responsible for forthwith notifying the membership of the
Party of the proposed amendment.

13 COMING INTO EFFECT OF THIS CONSTITUTION

(a) This Constitution shall come into effect upon being adopted by an Annual
General Meeting of the Party.

(b) Amendments to this Constitution shall come into effect at the close of the
Annual General Meeting of the Party at which the amendments are
adopted.

Bylaw 1: Candidate Selection Meetings

1 Call of Meeting
If the Party President, upon the advice of the Provincial Election Readiness
Committee, considers that it is in the best interests of the Party that a candidate
selection meeting be held on a particular date and the Constituency Association
Executive fails to call the candidate selection meeting on that date, then the Party
President, acting on the authority of the Provincial Council under subsection 70.3 of
the Constitution, may call and set the date, time and place of the candidate selection
meeting, in which case the Party President is responsible to give the notice of the
candidate selection meeting required under the Constitution.

2 Form of meeting
2.1 The Provincial Council may direct that a candidate selection meeting must be
held:
(a) at one or more locations specified by the Provincial Council;
(b) on more than one day and time on/or within ten days after the date set
by the Constituency Association Executive under subsection 70.1 of the
Constitution;
(c) with facilities for the casting of ballots open at one or more locations
specified by the Provincial Council for times on one or more days on/or within
ten days on, before or after the date set in accordance with the Constitution and the
Party Bylaws.
2.2 The Provincial Council may delegate the authority to make the directions set out
in subsection 2.1 to the chair and the co-chair, if any, appointed under subsection
8.1.
2.3 The Provincial Council and the chair and the co-chair, if any, of the candidate
selection meeting must consult with the Constituency Association President before
making any direction contemplated by subsection 2.1.

3 Notice of Meeting
The notice of meeting must be in substantially the following form or any other form
approved by the Party President or the designate of the Party President: The Alberta
Alliance Party [Name of Constituency Association] Constituency Association Notice of
candidate selection meeting Take notice that, subject to the issue of a writ for a
provincial election, the candidate selection meeting for the [name of Constituency
Association] Constituency Association will be held on [day of week], [date], at [time]
[a.m./p.m.] The meeting will be held at [location], [address]. Registration will open
no later than [time] and will close no earlier than [time]. Who has a right to vote at
the meeting? Every member of the Party who lives in the electoral district of [name
of electoral district] has the right to attend the meeting, and has the right to vote at
that meeting if that member:
(a) is present at the meeting;
(b) has been a member of the Party in good standing since [day of week],
[date];
(c) has not voted at another candidate selection meeting held for the same
election.
Non-resident members of the Constituency Association are not entitled to vote.

4 Candidate Approval
4.1 The Candidate Approval Subcommittee of the Provincial Election Readiness
Committee consists of:
(a) the Provincial Election Readiness Chair or Co-Chairs;
(b) the Party President;
(c) the Leader's Representative;
(d) any person appointed by the Committee as the "Provincial Candidate
Search Chair" and approved by the Leader as a member of the Subcommittee;
and
(e) other members of the Party, who may be appointed by the Leader.
4.2 If and only if the Candidate Approval Subcommittee has written authority from
the Leader to exercise the authority of the Leader under section 55 of the
Constitution to approve a person to be the candidate in the next election for the
electoral district represented by a Constituency Association and to revoke their
approval as a candidate, then the Subcommittee may do so as set out in this section.
4.3 If the written authority contemplated by subsection 4.2 is given by the Leader,
then the certificate of the Party Registrar of Bylaws that the Subcommittee has
received such authority and that the authority has not been revoked is conclusive
evidence for all purposes of the Party (including the conduct of any candidate
selection meeting and any appeal to the Appeals Board) of those facts.
4.4 Before a candidate selection meeting, if the Leader or the Candidate Approval
Subcommittee (acting under the written authority contemplated by subsection 4.2)
gives written notice to any person that the Leader (acting directly or by the
Candidate Approval Subcommittee) will not, if that person is selected as a candidate
of the Party, approve the person to be the candidate of the Party in the next
election, then that person is not eligible for selection as a candidate of the Party for
election to the Legislative Assembly.
4.5 After a candidate selection meeting, if the Leader or the Candidate Approval
Subcommittee (acting under the written authority contemplated by subsection 4.2)
gives written notice to any person that the Leader (acting directly or by the
Candidate Approval Subcommittee) does not approve the person as a candidate,
then that person must take the steps set out in paragraph 55.1 (b) of the
Constitution.
4.6 After a candidate selection meeting, either the Leader or the Candidate Approval
Subcommittee (acting under the written authority contemplated by subsection 4.2)
may revoke the approval of a member to be a candidate of the Party, but the Leader
or the Candidate
Approval Subcommittee, as the case may be, must follow the procedure set out in
subsection 55.2 of the Constitution.

5 Candidate
5.1 In addition to the rules set out in chapter 10 of the Constitution, to be eligible for
selection as a candidate of the Party for election to the Legislative Assembly, a
person must deliver a written nomination as contemplated by paragraph 54(c) of the
Constitution and comply with the candidate questionnaire rules as contemplated by
paragraph 54(d) of the Constitution at least 28 days before the candidate selection
meeting.
5.2 In addition to the rules set out in chapter 10 of the Constitution, to be eligible for
selection as a candidate of the Party for election to the Legislative Assembly, a
person must have discharged, to the satisfaction of the Party President, all debts due
to the Party and to all Constituency Associations by that person or by any campaign
organization that supported the election of that person for election to the Legislative
Assembly in any previous election.
5.3 For the purposes of determining whether there are any debts due to the Party or
to any Constituency Association, the certificate of the Party President is conclusive.

6 Conduct of the Meeting


6.1 The conduct of a candidate selection meeting and the voting at that meeting is
under the sole control of the chair and co-chair of the meeting and the Returning
Officer appointed in accordance with this Bylaw.
6.2 All candidates and their agents and representatives must follow the directions of
the chair and co-chair of the meeting and the Returning Officer appointed in
accordance with this Bylaw.
6.3 All members of the Party must follow the directions of the chair and co-chair of
the meeting and the Returning Officer appointed in accordance with this Bylaw.
6.4 The chair and co-chair of the meeting may, except to the extent that it is
inconsistent with the Constitution or this Bylaw, rely on any current edition of
Robert's Rules of Order for guidance in the conduct of the meeting and as a source
of authority for their directions.

7 Voting Procedures
7.1 In any candidate selection meeting in which there are more than two candidates,
voting must be by a preferential ballot on which voters may indicate their preference
for candidates. The ballots in the election must be counted, under the direction of
the Returning Officer, according to the following procedure:
(a) On the first count, each voter's first preference is recorded in favour of
the candidate preferred.
(b) On the second count, the candidate who received the least votes on the
first count is eliminated and that candidate's first count ballots are distributed
among the remaining candidates according to the second preferences
indicated.
(c) On each subsequent count, the candidate who received the least votes in
the preceding count is eliminated, and that candidate's ballots are distributed
among the remaining candidates according to the next preferences indicated.
(d) The first candidate to receive more than 50% of the votes on any count is
selected as the candidate.
7.2 In any candidate selection meeting in which there are only two candidates,
voting must be by a majority ballot on which voters may indicate a choice for only
one candidate. The ballots in the election must be counted, under the direction of the
Returning Officer, and the candidate who receives more than 50% of the votes on
any ballot is selected as the candidate. In the case of a tie vote, the winner will be
determined by the Returning Officer.

8 Meeting Chair
8.1 The Party President or the designate of the Party President must appoint a chair
of the candidate selection meeting and may appoint one other person to co-chair the
meeting.
8.2 To be eligible to be a chair or a co-chair of the meeting, a person must be a
member of the Party in good standing and may not:
(a) be a member of the Constituency Association that represents the electoral
district for which the candidate is being selected; or
(b) live in the electoral district for which the candidate is being selected.
8.3 The chair and the co-chair of the meeting will be responsible for the following:
(a) the general conduct of the meeting and all other matters usually the
responsibility of the chair of a public meeting and not otherwise designated
under this Bylaw as the responsibility of some other person;
(b) before or during the meeting, having the nominators or the candidates
draw lots for the order of nominations;
(c) before or during the meeting, informing the candidates they have a right
to appoint the number of scrutineers (which must be at least one) designated
by the chair and that the scrutineers may observe and may challenge, but may
not touch nor count, the ballots;
(d) reminding members from time to time of the time of the closing of
registration;
(e) announcing the closing of registration;
(f) announcing the time allotted for each candidate's nomination and speech
(to be determined by the Constituency Association Executive or by agreement
among all the candidates);
(g) receiving the report of the Returning Officer.

9 Returning Officer
9.1 The Party President or the designate of the Party President must appoint a
Returning Officer for the candidate selection meeting and may appoint one or more
Assistant Returning Officers.
9.2 To be eligible to be a Returning Officer or an Assistant Returning Officer, a
person must be a member of the Party in good standing and may not:
(a) be a member of the Constituency Association that represents the electoral
district for which the candidate is being selected; or
(b) live in the electoral district for which the candidate is being selected.
9.3 The Returning Officer will be responsible for the following:
(a) all arrangements for registration of members and balloting;
(b) appointing Deputy Returning Officers and such other poll clerks and
assistants required for the registration of members:
(c) preparing ballots in sufficient numbers to elect the candidate and
providing for the possibility of multiple ballots;
(d) obtaining ballot boxes in numbers sufficient to facilitate the process of
balloting;
(e) appointing Deputy Returning Officers for each ballot box and such other
assistants required to supervise the balloting;
(f) appointing counters in sufficient numbers to facilitate the counting of the
ballots;
(g) supplying all necessary supplies for the registration of voters and the
counting of ballots;
(h) reporting results of the ballot to the chair of the meeting.
9.4 Under the direction of the Returning Officer, the Deputy Returning Officers will
be responsible for the following:
(a) issuing a ballot, if so instructed by the Referee or an Assistant Referee, to
a person whose disputed right to vote has been adjudicated;
(b) validating each ballot as it is distributed to each member who has the
right to vote.

10 Referee
10.1 The Party President or the designate of the Party President must appoint a
Referee for the candidate selection meeting and may appoint one or more Assistant
Referees.
10.2 To be eligible to be a Referee or an Assistant Referee, a person must be a
member of the Party in good standing and may not:
(a) be a member of the Constituency Association that represents the electoral
district for which the candidate is being selected; or
(b) live in the electoral district for which the candidate is being selected.
10.3 The Referee and, under his or her direction, the Assistant Referees will
adjudicate all disputes arising over the right to vote.
10.4 The Referee or an Assistant Referee may, if appropriate, instruct the Returning
Officer or a Deputy Returning Officer to issue a ballot.

Party Bylaws
Bylaw 2: Membership

1 Inactive Members
1.1 If a member is deemed "inactive" under this Bylaw, then no organ of the Party is
required to give that member notice of any kind (including notice of any general
meeting of a Constituency Association, any candidate selection meeting or any
Assembly). The member otherwise continues to have all the rights set out in the
Constitution. A list of inactive members is available in any circumstances where a
Constituency Association or other organ of the Party has a right to receive a list of
the members of the Party.
1.2 A member is deemed "inactive" if:
(a) the executive director of the Party or their designate establishes that the
telephone number of the member shown in the records maintained by Party
Headquarters is not a telephone number at which the member can be
contacted; or
(b) mail to the member postage prepaid and addressed to the member at the
address shown in the records maintained by Party Headquarters is returned by
Canada Post to Party Headquarters.
1.3 A member continues as "inactive" until a current address and telephone number
is provided to Party Headquarters.

2 Resignation
A member is deemed to have resigned if the following requirements are met:
(a) the executive director of the Party or their designate establishes by direct
contact with the member that they no longer wish to be a member of the Party;
and
(b) a notice in writing is sent to that member by Party Headquarters
addressed to the member at the address shown in the records maintained by
Party Headquarters indicating that if no reply is received within 30 days then
the member will be treated under the Constitution as having resigned as a
member; and
(c) no reply is received by Party Headquarters from the member within those
30 days.

3 Deadline for Membership Renewals


In order for a membership renewal to be effective for any candidate selection
meeting, a renewal statement must be received at least 10 days before the date set
for the meeting in accordance with the Constitution and the Party Bylaws.
4 Deemed Receipt of Applications and Renewals
Applications for membership and membership renewal forms received at the Party
Headquarters after 5:00 p.m. on any Friday will be treated as if they had been
received on the following business day.

5 Form of Renewal Statement


The renewal statement referred to in subsection 11.3 of the Constitution must be in
the form of the membership application form approved by the Provincial Council.

6 Membership Processing
6.1 Faxed, e-mailed, mailed and hand delivered copies of Alberta Alliance
membership forms will be accepted.
6.2 The Alberta Alliance Party website (www.AlbertaAlliance.com) can be used to
process membership forms.
6.3 Membership forms must be submitted to Party Headquarters 43 days prior to a
candidate selection meeting to be eligible to vote at a candidate selection meeting.
Party Headquarters is open till 5:00 p.m., Monday to Friday (except statutory
holidays).
6.4 If the cut-off day for a candidate selection meeting falls on the weekend,
membership forms MUST be submitted by 5:00 p.m. on the preceding business day
(that is, Monday to Friday and not on a statutory holiday).
6.5 Party Headquarters is considered closed at 5:00 p.m. precisely. There are no
exceptions.
6.6 Postmark dates are not acceptable; Membership forms must be RECEIVED at
Party Headquarters prior to the applicable deadline.
6.7 Payment must accompany each membership form.
6.8 The Party will only accept official membership forms, which are printed by the
Alberta Alliance Party's supplier as authorized by the Party. Each form must display a
sequence number as assigned by the Party. Photocopies or unauthorized
membership forms will NOT be accepted.
The Alberta Alliance Party Headquarters will only accept "Headquarters copy" of the
authorized form. The other sheets of the form will be deemed as copies and not
accepted. 6.9 The Headquarters of the party is the only agency authorized to accept
membership forms prior to any deadline. Delivery of membership forms to Regional
Presidents, Constituency Association Presidents or any other Party member, local
Party officer or Provincial Party officer is NOT deemed or considered to be delivery
for the purposes of meeting the applicable deadline for membership forms.
6.10 All non electronic membership forms must have an original signature.
6.11 Membership fees must be paid by personal cheque (no third party or company
cheques), credit card, money order or cash.
6.12 Members of the same family may pay by personal cheque the membership fees
of other family members that dwell in the same household. Members of the same
family may NOT pay by personal cheque the membership fees of other family
members that do NOT dwell in the same household.
6.13 The requirements of this section cannot be waived or altered by any Party
officer without the prior written approval of the Provincial Council.

Party Bylaws
Bylaw 3: Policy

1 Party policy
Party policy consists of policy resolutions passed at a plenary session of an Annual
Assembly.
2 Policy resolutions
Policy resolutions may be proposed by:
(a) Constituency Associations;
(b) Commissions;
(c) Provincial Council;
(d) Caucus;
(e) Policy Conferences established by the Provincial Council for the purpose of
proposing policy resolutions to the Annual Assembly;
(f) the Policy Steering Committee; and
(g) any ten members of the Party.

3 Policy Steering Committee


3.1 A Policy Steering Committee is established.
3.2 The Party Vice-President - Policy is the chair of the Policy Steering Committee.
The Party President is a member of the Policy Steering Committee.
3.3 The membership of the Policy Steering Committee will be determined by the
Party Policy Chair upon consultation with the Provincial Council and the Leader.
Membership will be for a one year term or at the discretion of the Party Policy Chair.
Membership in the Policy Steering Committee should include regional representation
and representation from Caucus.
3.4 The Policy Steering Committee is responsible to:
(a) establish plans and organize seminars, meetings and Policy Conferences;
(b) assist and encourage the Constituency Associations, Commissions and
Caucus in the development of policy resolutions;
(c) establish rules for the general content and format of policy resolutions;
(d) review, amend for clarity or consistency, categorize, consolidate and co-
ordinate the policy resolutions submitted to Policy Conferences and the annual
assembly by the persons outlined in section 2;
(e) send copies of the proposed policy resolutions to all persons identified in
subsection 73.1 of the Constitution;
(f) maintain a cumulative record of all policies passed at annual Assemblies;
and
(g) assist and make recommendations to the Assembly Committee on the
format and program of events of the annual Assembly with respect to policy
matters.

4 Annual Assembly
4.1 The persons identified in section 2 must submit to the Party Policy Chair each
proposed policy resolution.
4.2 Proposed policy resolutions must be received by the Party Policy Chair at least 42
days before the Annual Assembly.
4.3 In the event of an emergency or developing event or issue, the Party Policy Chair
may, in their sole discretion, put to a vote of the Annual Assembly a policy resolution
received by the Party Policy Chair less than 42 days before the Annual Assembly.
4.4 The Assembly Committee for each Annual Assembly may, in consultation with
the Party Policy Chair, make rules of procedure for the policy workshops and policy
plenary session of the Annual Assembly.

5 Constituency Associations and Commissions


Prior to the submission to the Party Policy Chair of a policy resolution proposed by a
Constituency Association, that Constituency Association must hold a general meeting
of all members of the Constituency Association to consider and pass the proposed
policy resolution(s). This meeting may be held in conjunction with a delegate
selection meeting for the Annual Assembly.

6 Policy conferences
6.1 The Provincial Council may call for one or more Policy Conferences to be held at
a place and time determined by the Provincial Council.
6.2 Before each Policy Conference, the Party Policy Chair must provide at least 42
days notice of the Policy Conference to:
(a) each member of the Provincial Council, the Regional Councils and Caucus;
and
(b) the Policy Chair of each Constituency Association.
6.3 The Party, each Constituency Association, Commission and the Party Policy Chair
may notify and invite any other person they consider may be interested in attending
the Policy Conference, including members of the public, members of the Party in
specified geographical regions, or persons who have expressed an interest in matters
to be considered at the Policy Conference.
6.4 Only members of the Party may vote at a Policy Conference.
6.5 The Provincial Council may make rules concerning the operation of the Policy
Conference, and may determine the topical scope and mandate for each Policy
Conference.

Party Bylaws
Bylaw 4: Election of Officers at the Annual Assembly

1 Eligibility and nomination


1.1 To be eligible for election as a Table Officer (except the Party Chief Financial
Officer) at the Annual Assembly of the Party, a person must:
(a) be a member of the Party in good standing;
(b) in the case of a candidate for Party President, deliver to the Party
Nominations Chair, at least 14 days before the Assembly, a written nomination
(which may be in one or more counterparts) signed by at least 10 members of
the Party in good standing;
(c) in the case of candidates for all Table Officers (except the Party President
and the Party Chief Financial Officer), deliver to the Party Nominations Chair, at least
14 days before the Assembly, a written nomination (which may be in one or more
counterparts) signed by at least five members of the Party in good standing;and
(d) comply with the candidate questionnaire rules set out in section 2.
1.2 Each nomination must be in the form prescribed by the Party Nominations Chair
and is available from Party Headquarters.

2 Candidate questionnaire
2.1 Every member of the Party who wishes to be elected as a Table Officer (except
the Party Chief Financial Officer) at the Annual Assembly of the Party must fully and
frankly complete a questionnaire in the form approved jointly by the Party
Nominations Chair and the Party President and provide that questionnaire to the
Party Nominations Chair at least 14 days before the Assembly.
2.2 The Party Nominations Chair is responsible to make every questionnaire
completed in accordance with this section available for inspection and copying.

3 Campaign expenditures
3.1 Each candidate for Party President, each candidate for all other Table Officers
(except the Party Chief Financial Officer) must file a report of expenses with the
Party Chief Financial Officer 60 days after the conclusion of the annual Assembly and
general meeting at which they were elected. The report must be in the form
prescribed by the Party Chief Financial Officer and must contain a signed declaration
of the candidate as to its accuracy.
3.2 The total value of all contestant expenses incurred by a candidate for Party
President must not exceed $3,000.
3.3 The total value of all contestant expenses incurred by a candidate for each other
Table Officer (except the Party Chief Financial Officer) must not exceed $2,000.
3.4 A candidate who does not file the report required by subsection 3.1 within the
time limit or whose contestant expenses exceeds the applicable contestant expenses
limit ceases to hold office and the position of that person becomes vacant.

4 Conduct of nominating session


4.1 If the Party Nominations Chair is not seeking election at the Assembly as a Table
Officer, then they have the right to chair the nominating session of the Assembly. If
they are seeking election or decline to act as chair, then the Assembly Committee
must appoint a chair of the nominating session and may appoint one other person to
co-chair the meeting.
4.2 The conduct of the nominating session of an Annual Assembly is under the sole
control of the chair and co-chair of the meeting acting or appointed in accordance
with this Bylaw.
4.3 All candidates and their agents and representatives must follow the directions of
the chair and co-chair of the nominating session appointed in accordance with this
Bylaw.
4.4 All members of the Party must follow the directions of the chair and co-chair of
the nominating session appointed in accordance with this Bylaw.
4.5 The chair and co-chair of the nominating session may, except to the extent that
it is inconsistent with the Constitution or this Bylaw, rely on any current edition of
Robert's Rules of Order for guidance in the conduct of the meeting and as a source
of authority for their directions.
4.6 The chair of the nominating session will be responsible for the following:
(a) the general conduct of the session and all other matters usually the
responsibility of the chair of a public meeting and not otherwise designated
under the Constitution or this Bylaw as the responsibility of some other person;
(b) before or during the session, having the nominators or the candidates
draw lots for the order of nominations;
(c) before or during the session, informing the candidates they have a right to
appoint the number of scrutineers (which must be at least one) designated by the
chair and that the scrutineers may observe and may challenge, but may not touch
nor count, the ballots;
(d) reminding delegates from time to time of the time of the closing of voting;
(e) announcing the time allotted for each candidate's nomination and speech
(to be determined by the Assembly Committee);
(f) establishing the procedure to be used in the case of a tie vote, either by
the toss of a coin or by another ballot.

5 Voting procedures
5.1 Voting for the election of Table Officers (except the Party Chief Financial Officer)
must be conducted during the Annual Assembly at the times established by the
Assembly Committee.
5.2 The Assembly Committee may establish times for advance polls to be held before
the nominating session.
5.3 Voting must be conducted in accordance with voting procedures established by
the Chief Electoral Officer and approved by the Provincial Council. If there are more
than two candidates for a position, then the vote must be conducted by a
preferential ballot that permits members to vote for one nominee only or to vote for
more than one nominee and rank them in order of preference. The Chief Electoral
Officer must then conduct as many tallies of the vote as are required to choose a
candidate. If, on the first tally, a candidate receives a majority of the votes cast, that
person is elected. Otherwise the Chief Electoral Officer must conduct additional tallies
until one nominee has obtained a majority of the votes counted on the tally. On the
additional tallies, the person who receives the least number of votes on the previous
tally is eliminated. The Chief Electoral Officer must then reassign the votes of those
eliminated to the remaining nominees according to the voter's preference. If all the
nominees on a ballot have been eliminated, then the ballot is not further counted.

Party Bylaws
Bylaw 5: Leadership Vote

1 Leadership Vote Committee


1.1 The Executive of the Party shall appoint two Co-Chairs of the Leadership Vote
Committee, whose responsibility will include organizing the Leadership contest,
including nominations, campaigns, vote, and Extraordinary Convention held in
concert with the Leadership Vote.
1.2 A Leadership Vote and Extraordinary Convention Committee shall be established
according to section 63 of the Constitution.

2 Notice
Notice shall:
(a) be given according to section 61 of the Constitution at least 120 days
prior to the convention the Executive shall send notice of the date, time and place
of the convention in writing to all members of the Party;
(b) include:
(i) name of the Party;
(ii) date, time and place of the convention;
(iii) time of opening and closing of registration;
(iv) signature of President or designate.

3 Candidates
3.1 All nominations for Leader shall be:
(a) addressed to the Secretary of the Party;
(b) delivered to Party headquarters not less than 60 days prior to the date of
the Leadership Vote;
(c) signed by at least 100 members in good standing of the Alberta Alliance
Party.
3.2 Each leadership candidate shall file a statement of expenditures with the Party
Chief Financial Officer of the Party 60 days after the conclusion of the Leadership
Convention on a reporting form received from the Party Chief Financial Officer.
3.3 Each leadership candidate shall spend no more than $75,000 on his or her
election campaign.
3.4 Each leadership candidate is required to disclose all contributions over $100.
3.5 The Party Chief Financial Officer shall declare vacant any office where the
successful candidate overspent the allowance.

4 Referee
A Referee shall:
(a) be appointed by the Executive of the Party;
(b) adjudicate all disputes arising over accreditation;
(c) instruct, if appropriate, the Credentials Committee to issue a ballot.

5 Credentials Committee
The Credentials Committee shall:
(a) be appointed by the Executive of the Party;
(b) validate the signatures of members in good standing who signed the
nomination forms;
(c) issue a ballot, if so instructed by the Referee, to a delegate whose
disputed accreditation has been adjudicated;
(d) validate each ballot as it is distributed to each member in good standing
who shall sign for it;
(e) present a credentials report to the chair of the meeting.

6 Chief Electoral Officer


A Chief Electoral Officer shall:
(a) be appointed by the Leadership Vote Committee;
(b) be approved by the Executive of the Party;
(c) be responsible for all arrangements for balloting;
(d) appoint deputies as required by the voting procedure;
(e) appoint counters in sufficient numbers to facilitate the counting of the
ballots;
(f) publicize the time allotted for each candidate's nomination and speech at
the Extraordinary Convention called in conjunction with the Leadership Vote;
(g) have the nominators draw lots for nomination order, at the Extraordinary
Convention called in conjunction with the Leadership Vote;
(h) inform candidates that they have the right to appoint a scrutineer, who
shall observe, may challenge, but shall not participate in the counting of the
ballots;
(i) establish and publicize, in advance, the procedure to be used in the case of
a tie vote;
(j) announce or cause to be announced all election results.

Party Bylaws
Bylaw 6: Delegate Selection Meetings

1 Notice of meeting
Notice of meeting:
(a) shall be given according to section 74 of the Constitution. The following
timetable shall be required for all delegate selection meetings:
(i) at least 60 days prior to the Assembly and at least 30 days prior to
the delegate selection meeting, the President of each Constituency
Association and Commission shall send notice of the date, time, place
of the delegate selection meeting in writing, to all members of
that Constituency Association and Commission and to the Secretary of
the Party;
(ii) at least 50 days prior to the Assembly each Constituency
Association and Commission shall hold its delegate selection
meeting;
(iii) at least 45 days prior to the convention the President of each
Constituency Association and Commission shall deliver, to the Secretary of
the Party, the names and addresses of the delegates and alternate
delegates selected from that Constituency Association or
Commission.
(b) shall include:
(i) name of the Constituency Association;
(ii) date, time and place of the meeting;
(iii) time of opening and closing of registration;
(iv) paragraphs 74.4 (a) and (b) of the Constitution;
(v) signature of the President or designate.

2 Referee
A Referee shall:
(a) be appointed by the Executive of the Party for provincial assemblies;
(b) adjudicate all disputes arising over accreditation;
(c) instruct, if appropriate, the Credentials Committee to issue a ballot.

3 Credentials Committee
The Credentials Committee shall:
(a) be appointed by the Constituency Executive;
(b) prepare ballots which shall be:
(i) imprinted with the name of the Constituency Association,
Commission or such other entity entitled to elect delegates;
(ii) imprinted with a sufficient number of lines to allow for the selection
of the required number of delegates on a single ballot;
(c) issue a ballot, if so instructed by the Referee, to a delegate whose
disputed accreditation has been adjudicated;
(d) validate each ballot as it is distributed to each accredited delegate, who
shall sign for same;
(e) present a credentials report to the chair of the meeting.

4 Returning Officer
A Returning Officer shall:
(a) be appointed by the Constituency Executive;
(b) be approved by those delegates present and voting at the delegate
selection meeting;
(c) be responsible for all arrangements for balloting;
(d) obtain ballot boxes in numbers sufficient to facilitate the process of
balloting;
(e) appoint a deputy to be responsible for each ballot box;
(f) appoint counters in sufficient numbers to facilitate the counting of the
ballots;
(g) supply tally sheets for the counters;
(h) present to the chair a list of delegates and alternate delegates in the
order of number of votes received;

5 Meeting Chair
The chair of the meeting shall be the President of the Constituency Association or
Commission and shall:
(a) remind delegates from time to time of the closing of registration;
(b) announce the closing of registration;
(c) ask for a motion to approve the appointment of the Returning Officer;
(d) announce the time allotted for each delegate's remarks, the time to be
determined by the Constituency or Commission Executive;
(e) receive the report of the Credentials Committee and call for a motion to
seat the delegates;
(f) call for nominations and seconders from the floor;
(g) call for those nominated to speak in either the reverse order of
nomination, alphabetically, or by lot;
(h) inform the nominees that they have a right to appoint one scrutineer, who
shall observe and may challenge, but shall not touch nor count the ballots;
(i) establish the procedure to be used in the case of a tie vote, as decided by
those delegates present and entitled to vote:
(i) by toss of a coin; or
(ii) by another ballot.
(j) after the election of the delegates, call for a motion to destroy the ballots;
(k) sign and distribute the required credentials;
(l) forward the names of delegates to Party headquarters.

Bylaw 7: Appeals Board Procedures

7.1 The Appeals Board shall elect a chair from among its members.
7.2 Any member of the Party shall have the right to appeal to the Appeals Board
either in writing or in person in respect of:
(a) an action of the Party or the Provincial Council;
(b) an action of an Association or Association Executive;
(c) an action of a Commission or Commission Executive;
(d) any irregularity in connection with a meeting of the Party or an
Association or Commission provided that written notice stating the reasons for
appeal is mailed or delivered to the Appeals Board at the Party headquarters within
three days after the meeting.
7.3 The Appeals Board shall consider an appeal under 7.2 (d) above at a meeting of
the Board held within 15 days of the receipt of notice of appeal and, if the Board is of
the opinion that a substantial irregularity has occurred, it shall have the power to
declare the results of the meeting null and void and proceed to order and supervise a
new meeting on such notice as the Board may direct.
7.4 The Appeals Board shall consider an appeal under 7.2 (a), (b) or (c) above at a
meeting of the Board held within 15 days of receipt of notice of appeal and, if the
Board is of the opinion an action has been wrongly taken, it shall have the power of
redress.
7.5 The member making the appeal shall have the right to attend the Board meeting
at which the appeal is considered and to make representations with respect to the
appeal. The Board, at its discretion, may invite others to appear before at when
considering the appeal.
7.6 The entity whose action is being appealed shall have the right to be represented
at the hearing of the Board.

Party Bylaws
Bylaw 8: Membership Lists

8.1 The President or designate of a Constituency Association shall make available a


membership list to members in good standing of the Alberta Alliance Party who
have:
(a) submitted a valid nomination form and, where applicable, questionnaire
as required by the constitution;
(b) provided written undertaking that:
(i) the list is required for the purposes of a campaign of an office or
position within the provision of the Alberta Alliance Party constitution;
(ii) the member agrees that the list be used solely for the
aforementioned purpose;
(iii) the member pledges to destroy all copies of that list at the end of
that campaign.
8.2 The Constituency Association shall file a copy of the member's undertaking with
the Provincial Council as soon as possible.

Party Bylaws
Bylaw 9: Regional Councils

1. Composition of a Regional Council


1.1 The Province of Alberta will be divided into six geographic regions designated as
Calgary Region, Edmonton Region, South Region, Central Region, North East Region
and North West Region. Constituency Associations within each Region are designated
in Schedule A.
1.2 Each Region must have an executive consisting of the following voting members:
(a) A Region President
(b) A Region Vice-President - Communications
(c) A Region Vice-President – Election Readiness
(d) A Region Vice-President – Membership
(i) A Region Secretary
(k) The Past Region President, who is the person, other than the existing
Region President, who was most recently elected to the office of Region
President.
(l) Each Constituency Association President within the Region; the following
non-voting members:
(m) each member of the Caucus within the Region;
(n) each person in the Region who has been selected as a candidate of the
Party for election to the Legislative Assembly in the next election (referred to as
"Nominated Candidates").
1.3 A Constituency Association President, in writing, may appoint an alternate to
attend, speak and vote on behalf of that president at a meeting of the Regional
Council.
1.4 A Regional Council may also include as many other Region Vice-Presidents, and
as many members-at-large, as are required by its bylaws.
1.5 At each annual general meeting of a Regional Council, the members of the
Region must elect all the members of the Regional Council, except the Past Region
President.
1.6 The members of the Region Commissions will be appointed directly by the Region
President in consultation with the Regional Council.
1.7 All members of the Regional Council serve until the annual general meeting
following their election or appointment.
1.8 The Regional Council may appoint a person to fill any vacancy in the Regional
Council, but those appointments must be referred to the members for confirmation
at the next general meeting of the Regional Council.

2 Qualification of Regional Council


2.1 All members of the Regional Council must be members in good standing of the
Party.
2.2 Any member of the Party is eligible for election as a member of any Regional
Council, regardless whether they are a member of a Constituency Association or live
in the region represented by that Regional Council.
2.3 No person may hold more than one elected position on the Regional Council at
the same time, and no person may hold a position on more than one Regional
Council at the same time.
2.4 A person who has resigned the office of Region President cannot subsequently
serve as the Past Region President unless they are first re-elected to the office of
Region President.

3 Responsibilities and powers of Regional Council


3.1 Each Regional Council is responsible to:
(a) manage the affairs of the Regional Council;
(b) promote the objectives of the Regional Council;
(c) promote the objectives of the Party in the region;
(d) administer the Regional Council in accordance with the Constitution and
Bylaws of the Party and the bylaws of the Regional Council;
(e) plan and conduct the activities of the Regional Council, including active
membership development and election readiness.

4 Meetings of a Regional Council


4.1 The Regional Council may meet at any time but must meet at least four times a
year and at least two of those meetings must be open to all members of the region.
4.2 The Regional Council may make rules for the conduct of its business. Unless
those rules otherwise provide, the following general requirements must be met:
(a) The Region President is responsible to call regular meetings of the
Regional Council and must give its members at least seven days notice of
each meeting.
(b) Before a meeting of the Regional Council may be called to order, and, in
order for the meeting to continue, at least a majority of the voting members of the
Regional Council must be present.
(c) A question at any meeting of the Regional Council will be determined by
the majority of votes cast by the members who are present. The presiding
member may not vote on any question unless a vote is tied, in which case the
presiding member is entitled to cast a deciding vote.
(d) A resolution approved in writing by all the members of the Regional
Council will be as valid and effective as if it had been passed at a properly
convened meeting of the Regional Council.

5 Officers' responsibilities and powers


5.1 The Region President:
(a) is responsible to:
(i) preside at all meetings of the Regional Council;
(ii) represent the Regional Council at, and make a verbal report to,
each meeting of the Provincial Council;
(iii) report to the members at the annual general meeting of the
Regional Council;
(iv) in consultation with the Regional Council, appoint the members of
Region Commissions; and
(v) ensure that all other members of the Regional Council perform
their duties as set out in this section; and
(b) is a member of all committees of the Regional Council.
5.2 If the Regional Council President is absent from office, or there is a vacancy in
the office of Regional Council President, the Regional Council Vice-President –
Communications must assume the Regional Council President's duties.
5.3 Every Regional Council Vice-President is responsible to assist the Regional
Council President as required.
5.4 The Regional Council Secretary is responsible to:
(a) keep a record of all meetings of the Regional Council and all general
meetings of the Regional Council and to distribute minutes of those meetings to
the Regional Council members;
(b) send a written list to the Party Secretary showing the names and
addresses of all members of the Regional Council and all members of
committees of the Region, within seven days of their election or appointment;
(c) send a copy of the current bylaws of the Regional Council to the Party
Registrar of Bylaws, within seven days of its enactment or amendment; and
(d) send a copy of the minutes of each annual general meeting of the Region
to the Party Secretary, within seven days after the holding of the meeting.
5.5 The Regional Council Vice President - Membership is responsible to:
(a) liase with the Constituency Association Membership Committees within
the Region;
(b) conduct membership drives in the Region;

6 Committees of the Regional Council


6.1 The Regional Council, by bylaw, may establish any number of committees
consisting of:
(a) the chair who must be a Constituency Association President within the
Region; and
(b) any number of members of the Party.
6.2 At any time, the Regional Council may revoke or override any authority given to,
or any act done by, any committee.
6.3 Every committee established under subsection (31.1) may meet at any time, and
may make rules for the conduct of its business, subject to the following general
requirements:
(a) The chair of each committee is responsible to call regular meetings of the
committee and must give its members at least seven days notice of each
meeting.
(b) Before a meeting of a committee may be called to order, and, in order for
the meeting to continue, at least a majority of the committee members must be
present.
(c) A question at any committee meeting will be determined by the majority
of votes cast by the members who are present. The presiding member may not vote
on any question unless a vote is tied, in which case the presiding member is
entitled to cast a deciding vote.
(d) A resolution approved in writing by all the members of the committee will
be as valid and effective as if it had been passed at a properly convened meeting
of that committee.
(e) Every committee must keep regular minutes of its meetings, and must
report on its meetings and other activities to the Regional Council at any time the
Regional Council requires.
6.4 A committee may appoint assistants.

7 Bylaws of the Regional Council


7.1 The Regional Council may make any bylaw to regulate its affairs, but any bylaw
it makes must be consistent with this Constitution and the Bylaws of the Party.
7.2 A bylaw, or an amendment or repeal of a bylaw, is not effective until a copy,
certified by the Regional Council Secretary, has been deposited with the Party
Registrar of Bylaws.

Bylaw 10: Termination of Membership

10.1 Any member of the Party may be expelled by a majority vote of members
present at an Annual Assembly provided this is first recommended by a 2/3 majority
of the Provincial Council. The member facing expulsion shall be given reasonable
opportunity to present the member’s case against expulsion.
10.2 By action or public statement, a member brings the Party or any of its officers
into disrepute, or undermines the organization of the Party. A formal resolution
supported by at least a 2/3 majority of the entire Provincial Council that any of the
above circumstances exist shall be grounds for membership termination. A
terminated member may appeal to the Party Appeals Board or Party members at the
next Annual Assembly.
