dan setelah saya menghubungi pihak paypal, mereka mengatakan sebagai berikut: "After reviewing your account, I can see that the card you are trying to use (ending with xx83) was declined by your bank (card issuer).

For your kind information, if you are seeing this error, you need to contact your bank directly. Kindly request your bank to activate the international online banking facility for your card, before you can proceed to use it for verification.
