1. The RC circuit here is a low pass filter/integrator and the RL circuit is a high pass filter/differentiator. The waveform of the RC is round edged because the time constant is short.

2. RC circuit is low pass filter/integrator. The time constant is of the RC circuit is 10 times the pulse duration of the input pulse. It is, therefore, a long time-constant circuit. RL circuit is a high pass filter/deifferentiator. It is also a long time-constant circuit.1
