Making Te Most Of Your
Philanthropy
As Canadians work at improving their own lives, they
also strive to help the less fortunate. According to a recent
report by BMO Harris Private Banking, charitable giving
is on the rise in Canada. Almost 79 per cent of Canadians
made a charitable donation in 2012, up from 68 per cent
in 2011, and the average amount they gave has increased
from $487 in 2011 to $557 this year.
Interestingly, the average amounts of annual giving
tend to increase with age. According to a Statistics Can-
ada 2010 report, people aged 75 and older made average
annual donations of $725, compared with $431 for those
in the 35 to 44 range and $143 for those from 15 to 24.
Te BMO report also found that 45 per cent of Can-
adians donate on an ad hoc basis rather than having a
specifc strategy for giving. Tese donors should con-
sider planned philanthropy as it can beneft both
themselves and the charities.
One example is the gifing of publicly listed securities,
such as stock, bonds, and mutual funds to registered char-
ities. A donor who sells the shares of appreciated secur-
ities, and then donates the cash, is taxed on capital gains.
However, if that person donates those shares directly, the
charity issues a tax receipt based on the fair market value
of the securities. Te donor gets full value for a tax credit
without the imposition of capital gains taxes.
Ef cient philanthropy can also be accomplished with
RSPs where the donor names a charity as benefciary of
their registered plan. On death, the balance of the regis-

Insurance provides other options. In one, the donor
purchases an annuity and a life in-
surance policy. Te income stream
from the annuity payments is used
to fund the premiums on the life
insurance, where the charity is
the named benefciary. Te donor
benefts because the charity issues
tax receipts for the premiums. At
death, the charity benefts because
it receives the proceeds from the
life insurance policy tax-free.
Charitable Giving or Donor
Advised Funds are popular. Tese
funds set up an endowment
wherein the donor makes an ir-
revocable contribution of cash and
other assets that are invested to
maximize the worth of the dona-
tion and increase its value. Invest-
ors can set grant recommendations
and choose which registered char-
ities receive donations. In return
they are provided with an immedi-
ate tax beneft that can be carried
forward up to fve years, and a
philanthropic legacy continuing
into the future.
Philanthropy integrated with
fnancial planning makes good
sense but there are many options,
so decisions should be made in
concert with the specifcs of your
particular situation. Be sure to seek
advice from a qualifed tax profes-

First Annual BC Family Day Fishing Derby from Febru-
ary 9 to February 11, 2013.
But dont expect just any old fshing derby. Organ-
izers wanted to do a few things diferently with the
Kootenay Lake First Annual BC Family Day Fishing
Derby. Acutely aware of the impact fshing derbies
could have on the Kootenay
Lake ecosystem, they have de-
cided to award prizes based on
the length of the fsh instead
of weight. Tis way they hope
to encourage people to catch
and release their fsh right
away if it isnt long enough.
Tree weigh stations, one at
Balfour, one at Twin Bays,
and one mobile station on
the lake means competitors
wont have far to go to have
their catch measured. Derby
of cials will be announcing
on the radio the lengths of the
currently winning fsh as they
are recorded. In case anyone
happens to miss which fsh is
in the lead a derby of cial will
be announcing current stand-
ings every hour on the hour
on Channel 68. Competitors
can also call 250-428-0318 to
confrm lengths with of cials.
Another big diference is the
prize system. Many derbies of-
fer a portion of the total tickets
sold as a prize, 50% of the pro-
ceeds for frst place for example.
Tis means that a derby winner
never really knows what the
prize will be until aferwards.

Derby prizes are set in advance.
For Rainbow Trout frst place
wins is $5000, second place
wins $2,000 and third place is
awarded $500. Tere are also
prizes for Dolly Varden; $2000

Resolve To Be Safe
While most resolutions involve vows to exercise more
and adopt healthy eating habits, BC Ambulance Service
(BCAS) has three suggestions for resolutions that can
make the world a safer place for you, your family and your
community.
Learn CPR. BCAS attends 2,400 to 2,800 cardiac arrest
calls each year. Only 12 per cent of British Columbians who
sufer a cardiac arrest survive; the majority of incidents occur
at home. Bystander CPR is critical to patient survival of a
sudden cardiac arrest, said BCAS Superintendent Okanagan
North Norm Matheson. We know that bystander CPR saves
lives the more we can encourage everyone to be trained in
CPR, the greater the chance of saving lives and ensuring a
happy ending to what could be a devastating event.
Teach your children to call 9-1-1. Teaching your child
to call 9-1-1 and to know their home address is one of
the most important things you can do to help keep you
and your loved ones safe at home, said Vancouver Island
BCAS Emergency Medical Dispatcher Brad Mitchell.
Even very young children can learn to call 9-1-1 start
with the basics when your child is three or four; role-play
some simple scenarios and revisit the process every year.
Install proper safety latches on windows. Screens
should never be relied on for safety; they are not strong
enough to withstand the weight of a child pushing against
them. Paramedics see the critical injuries that result from
falls from windows from broken bones to facial and
head trauma.

Increased Tuition Support
For Te Unemployed
For people living in Slocan, Winlaw, Passmore or any-
where in the Slocan Valley who are looking for work,
Kootenay Career Development Society/Work BC has
some good news.
Te BC Government has announced an increase in
the tuition cap for eligible unemployed British Colum-
bians accessing skills training through the Employment
Program of BC. Tat means job seekers accessing ser-
vices through the Kootenay Career Development Soci-
ety/WorkBC Employment Services Centre at the WE
Graham Community Learning Centre in Slocan may
now be eligible for up to a maximum of $7500 in tuition
funding for skills training. Previously, tuition support
was capped at $4000.
Tis change in the tuition cap will give people in these
communities who are looking for work a better oppor-
tunity to develop and upgrade their skills. Were commit-
ted to working with our clients to make sure they have the
support and skills they need to fnd jobs and take advan-
tage of identifed labour market needs thats econom-
ic-speak for where the jobs are.
Popular training options such as truck driving, health
care aid, human services, and trades are likely to be more
accessible due to the additional fexibility around levels of
tuition support.
Te Employment Program of BC, launched in April
2012, is designed to ofer a full suite of employment pro-
grams to all eligible unemployed British Columbians,
including specialized populations, while ensuring quick
and easy access through a single door. In these commun-
ities, there are areas where the need for skilled workers
is growing. Truck drivers, metal fabricators, health care
aides, and human service workers are in demand in our
local region.

Shirley Dianne Lipsack (Traxel) of
Kaslo, British Columbia passed away at
the Victorian Community Health Centre
in Kaslo on December 18, 2012 due to
complications from ovarian cancer.
Shirley came to Kaslo from Calgary in
the mid 2000s to be with Kurt Patalla,
who passed away on November 8, 2011.
She worked at the Kaslo Drug Store and
was a member of St. Andrews Church.
Shirley was actively involved in the
community and volunteered with a
number of charities.
She is survived by her one daughter,
Tracy (Michael) Fawcett of Calgary;
and grandchildren Zachary Fawcett
of Calgary, and Bronwyn (Jeff) Butler
of Calgary; her beloved Jack Russell
Terrier, Mikey; brothers Norman
(Jerolyn) Traxel and Keith Traxel, sister
Darlene (Brian) Kemp, along with
numerous nieces and nephews. Shirley
also leaves behind Kurts sons Gordon
Patalla of Vancouver Island and Robert
(Lisa) Patalla of Calgary.
Cremation has taken place and a
funeral service will be held in Kaslo in
late spring or early summer 2013. As
per her wishes, the funeral will be held
at St. Andrews United Church, and
will be followed by interment at the
Kaslo Cemetery.
As an expression of sympathy, the
family is requesting that donations be
made to the Cancer Society.
Arrangements are under the direction
of Thompson Funeral Service Ltd.

2012 at the age of 98 years, with her family by her side.
Predeceased by her loving husband George, she is

Nicolas, Paige, Kyle and Haydn, who were the love
of her life.
For their loving care, the family wishes to thank the
doctors and nursing staff at the
victorian Health Centre in Kaslo.
No funeral service by request.

Zoe is a two year old shepherd/rottweiler cross. Zoe
is a wonderful dog and very obedient. She loves the
company of other dogs outside but can be a little too
protective of her owner in a home, so an experienced
owner would be best. Zoe is very good on leash and can
do a lot of tricks such as: sit, stay, down, play dead, shake
a paw, and jump.
Zoe does not do well with farm animals or cats as she
likes to chase them. She is a very loyal girl and would
stick around when of leash, once she bonds with
someone.
Zoe loves toys and knows how to play fetch. Zoe is
good with kids but does need to learn how to stay of
when she gets excited. This wonderful girl is a great

What is the purpose of OCP Bylaw No. 1470, 2012?
Te revised Electoral Area B Ofcial Community Plan (OCP) will replace the current
OCP that was adopted in 2001. Te OCP contains objectives and policies to guide future
development for Electoral Area B.
Why is a second Public Hearing being held?
Based on input received at the Public Hearing, an alteration to the bylaw was made that
involves a land use change thereby requiring that a second Public Hearing be held.
Who will be at the Open House/Public Hearing?
Director Linda Worley, who has been delegated by the RDKB Board of Directors
to preside over the hearing, and RDKB staf.
How do I get more information?
A copy of the bylaw, the Boards resolution delegating the public hearing to Linda Worley,
along with supporting documents is available for inspection at the RDKB ofce
(843 Rossland Avenue, Trail) from now to the date of the Public Hearing between
8:00 am to 4:30 pm, Monday to Friday and also online at www.rdkb.com.
How does the public hearing work?
Tose in attendance will be given the opportunity to speak. Alternatively written
submissions can be submitted to the RDKB ofce until 4 pm on the day of the hearing,

requirement for most adult BC residents to renew their
enrolment in MSP by 2018.
New regulations will also come into efect for health
