I do not mean to suggest that it is immutable and unchangeable. On the contrary, many of the market
characteristics that determine its level are man- made and policy - made. In the United States, for
example, legal minimum wage rates, the Walsh Healy and Davis-Bacon Acts, and the strength of labor
unions all make the natural rate of unemployment higher than it would otherwise be. Improvements in
employment exchanges, in availability of information about job vacancies and labor supply, and so on,
would tend to lower the natural rate of unemployment. I use the term natural for the same reason

Rising levels of worldwide unemployment and the increasing polarization between rich and poor are
creating the conditions for social upheaval and open class warfare on a scale never before experienced
in the modern age. Crime, random violence, and low-intensity warfare are on the rise and show every
sign of increasing dramatically in the years immediately ahead. A new from of barbarism waits just
outside the walls of the modern world. Beyond the quiet suburbs, exurbs, and urban enclaves of the rich
and near- rich lie millions upon millions of destitute and desperate human beings. Anguished, angry,
and harboring little hope from an escape from their circumstances, they are the potential levelers, the
masses whose cries for justice and inclusion have gone unheard and unaddressed. Their ranks continue
