Dear Chainnan Mollohan and Ranking Member Wolf:

I am requesting funding for the Restorative Justice Project program in fiscal year 2010.
The entity to receive funding under the Department of Justice, Juvenile Justice and
Delinquency Prevention account is the City of Philadelphia Mural Arts Program, located
at The Thomas Eakins House, 1727-29 Mt. Vernon Street, Philadelphia, Pennsylvania,
19130. The funding will be used to offer adjudicated youth at St. Gabriel's Hall a class
that couples the mural-making process with literature classes in order to enhance literary
skills and to publish a book of their illustrations. A muralist will collaborate with
students to produce small murals to be displayed at the school and at the Philadelphia
Family Court. Funding will also go toward the continuation of an existing program at
Temple University in partnership with VisionQuest. Students willleam art-making
skills, and attend rap sessions between college students and youth to foster cross-cultural
understanding.
