ΠΡΟΚΗΡΥΞΙΣ ΤΩΝ ΝΑΥΑΡΧΩΝ ΠΡΟΣ ΤΟΝ ΚΡΗΤΙΚΟ ΛΑΟ
Κρῆτες,
Αἱ κυβερνήσεις τῆς Μεγάλης Βρεττανίας, Γαλλίας, Ἰταλίας
καὶ Ρωσσίας ὁμοθύμως σκεφθεῖσαι, ὅτι ἐπέστη ἡ στιγμή, ὅπως
ἀσφαλίσωσι τὴν ἐγκαθίδρυσιν τοῦ νέου αὐτονόμου ὀργανισμοῦ
τῆς Κρήτης, ἐνεπιστεύθησαν εἰς τὴν Αὐτοῦ Βασιλικὴν Ὑψη­
λότητα τὸν Πρίγκιπα Γεώργιον τῆς Ἑλλάδος τὴν ἐντολὴν τοῦ
Ὑπάτου Ἁρμοστοῦ ἐν Κρήτῃ. Ἀποδεχομένη τὴν ἐντολὴν ταύτην,
διαρκείας τριῶν ἐτῶν, ἡ Αὐτοῦ Βασιλικὴ Ὑψηλότης ὁ Πρῖγκιψ
Γεώργιος ἀνεγνώρισε τὴν ὑψηλὴν ἐπικυριαρχίαν τῆς Αὐτοῦ
Αὐτοκρατορικῆς Μεγαλειότητος τοῦ Σουλτάνου καὶ ἀνέλαβε τὴν
ὑποχρέωσιν νὰ λάβῃ μέτρα διὰ τὴν προστασίαν τῆς τουρκικῆς
σημαίας, ἡ ὁποία θὰ κυματίζῃ μόνον ἐπὶ ἑνὸς τῶν ὠχυρωμένων
σημείων τῆς Νήσου.
Ἡ πρώτη φροντὶς τοῦ Ὑπάτου Ἁρμοστοῦ δέον νὰ ᾖ ἡ ἐκ
συμ­φώνου μετὰ τῆς ἐθνικῆς Συνελεύσεως, ἐν τῇ ὁποίᾳ θὰ ἀντι­
προσωπεύωνται πάντα τὰ στοιχεῖα τοῦ κρητικοῦ πληθυσμοῦ,
ἵδρυσις συστήματος κυβερνήσεως αὐτονόμου, ἱκανῆς ν᾽ ἀσφαλί­
σῃ ἐν ἴσῳ μέτρῳ τά τε πρόσωπα καὶ τὰς περιουσίας, καθὼς καὶ
τὴν ἐλευθέραν ἐξάσκησιν πάντων τῶν θρησκευμάτων.
Ὁ Ὕπατος Ἁρμοστὴς δέον νὰ προβῇ πάραυτα εἰς τὴν ὀργά­
νωσιν χωροφυλακῆς, ἱκανῆς ν᾽ ἀσφαλίσῃ τὴν τάξιν.
Οἱ ναύαρχοί εἰσιν εὐτυχεῖς φέροντες εἰς γνῶσιν τοῦ κρητικοῦ
πληθυσμοῦ τὰς εἰδήσεις ταύτας, αἵτινες καθιεροῦσι τὴν πραγμα­
τοποίησιν τῶν ὑποσχέσεων, αἵτινες κατὰ τὸν Μάρτιον τοῦ 1897
ἐδόθησαν ὑπὸ τοῦ Συμβουλίου τῶν ναυάρχων.
Κρῆτες,
Ἡ ἄφιξις τῆς Αὐτοῦ Βασιλικῆς Ὑψηλότητος τοῦ Πρίγκιπος
Γεωργίου δέον νὰ ἀποτελέσῃ τὴν ἠῶ νέας ἐποχῆς. Ἀρκοῦσιν αἱ
διχόνοιαι, οἱ ἀδελφοκτόνοι καὶ βάρβαροι ἀγῶνες! Τὸ ἔδαφος
τῆς πατρίδος σας ἐπαρκῶς ἐβάφη μὲ αἷμα καὶ ἀρκετὰ σκληρῶς
ἐξηγοράσατε τὸ δικαίωμα τοῦ ἔχειν ἐλευθέραν καὶ αὐτόνομον κυ­
βέρνησιν! Ἀπομακρύνατε ἀφ᾽ ὑμῶν καὶ αὐτὴν ἔτι τὴν ἀνάμνησιν
τῶν πονηρῶν ἡμερῶν τοῦ παρελθόντος, πεποιθότες δὲ ἐπὶ τὸ μέλ­
λον μηδὲν ἕτερον νὰ σκέπτησθε εἰμὴ πῶς νὰ δειχθῆτε ἄξιοι τῶν
ἐλευθεριῶν, ὧν μέλλετε νὰ ἀπολαύσητε καὶ τῆς εὐμενοῦς μερίμνης,
τῆς ὁποίας αἱ Δυνάμεις παρέσχον ὑμῖν δείγματα. Δὲν θὰ ἐπιλίπῃ
ὑμᾶς ἡ προστασία αὐτῶν ἐν τῇ πραγματοποιήσει τοῦ ἔργου τῆς
ἀναγεννήσεως, ὅπερ ἤρχισεν ὑπὸ τὴν προστασίαν των.
Κρῆτες,
Ὑπομιμνήσκοντες ὑμᾶς ἐν τῇ τελευταίᾳ αὑτῶν προκηρύξει
οἱ ναύαρχοι τὰς ἀμοιβαίας ὑμῶν ὑποχρεώσεις ἀπηυθύνθησαν
ἀλληλοδιαδόχως πρός τε τοὺς χριστιανοὺς καὶ τοὺς μουσουλ­
μάνους κατοίκους τῆς Νήσου. Παρομοία διάκρισις σήμερον θὰ
ἀπετέλει παραγνώρισιν τῶν σημερινῶν αἰσθημάτων σας. Δὲν θὰ
ἦτο δυνατὸν νὰ ὑπάρχῃ μεταξὺ ὑμῶν μισαλλοδοξία. Τῶν αἰτίων,
τὰ ὁποῖα ὑπέθαλπον μεταξὺ ὑμῶν τὴν ἔχθραν, ἐκλιπόντων διὰ
παντὸς ἐκ τῆς Νήσου, ὀφείλετε νὰ θεωρῆτε ὑμᾶς αὐτοὺς τέκνα
τῆς αὐτῆς πατρίδος τρέφοντες ἀποκλειστικῶς τὸν ὑποκάρδιον
καὶ θερμὸν πόθον νὰ ἐργασθῆτε ἐντίμως καὶ εὐσυνειδήτως εἰς τὴν
ἐμπέδωσιν καὶ τὴν προαγωγὴν τῶν συμφερόντων, τοῦ πλούτου
καὶ τῆς εὐημερίας αὐτῆς.
Ὑπὸ τὴν σκέπην τῶν τεσσάρων Δυνάμεων, ὑπὸ τὴν ὑψηλὴν
ἐξουσίαν Πρίγκιπος διακηρύξαντος, ὅτι ἐπιθυμεῖ νὰ ἀφιερώσῃ
τὰς προσπαθείας του εἰς τὴν εἰρήνευσιν τῆς Νήσου, εἰς τὴν εὐ­
τυχίαν καὶ τὴν εὐημερίαν ὁλοκλήρου τοῦ κρητικοῦ πληθυσμοῦ,
ἀπηλλαγμένοι δὲ παντὸς φόβου διὰ τὴν ἀσφάλειαν ζωῆς, τιμῆς
καὶ περιουσίας ὑμῶν ὀφείλετε νὰ προσφέρητε εἰς τὸν Ὕπατον
Ἁρμοστὴν τὴν συνδρομὴν τῆς ὑμετέρας καλῆς θελήσεως, πρὸς
δὲ νὰ ὑποβοηθήσητε αὐτὸν διὰ τῆς ἀπολύτου ἀφοσιώσεως ἐν τῇ
ἐκπληρώσει τῆς ἐντολῆς του.
Κρῆτες,
Μετά τινας ἡμέρας ἡ Αὐτοῦ Βασιλικὴ Ὑψηλότης ὁ Πρῖγκιψ
Γεώργιος θὰ εὑρίσκηται ἐν μέσῳ ὑμῶν. Αἱ ἐπευφημίαι σας, αἱ
χαρμόσυνοι κραυγαί σας θὰ χαιρετίσωσι τὴν ἄφιξίν του καὶ θὰ
ἐκφράσωσιν αὐτῷ τὴν χαρὰν καὶ τὸν σεβασμόν σας. Ἀλλ’ αἱ
ἐκδηλώσεις αὗται δὲν εἶναι ἐπαρκεῖς. Μετὰ τοὺς λόγους τὰ ἔργα·
διὰ τῆς πολιτείας, τῆς συνέσεως καὶ τῆς ὑποταγῆς σας θέλετε βο­
ηθήσει αὐτὸν εἰς τὴν ἐκπλήρωσιν τοῦ ἔργου, ὅπερ ἀπόκειται αὐτῷ
καὶ θέλετε ἀποδείξει οὕτως, ὅτι εἶσθε ἄξιοι τοῦ νέου πολιτεύματος,
ὅπερ μέλλει νὰ ἐγκαθιδρυθῇ ὑπὸ τὴν προστασίαν τῶν τεσσάρων
εὐεργετίδων τῆς Κρήτης Δυνάμεων.
Ἡ ἄφιξις τῆς Αὐτοῦ Βασιλικῆς Ὑψηλότητος τοῦ Πρίγκιπος
Γεωργίου θέλει θέσει τέρμα εἰς τὴν ἀποστολὴν τῶν ναυάρχων,
οἱ ὁποῖοι εἶναι εὐτυχεῖς ὡς δυνηθέντες νὰ συντελέσωσιν εἰς τὴν
ἀπελευθέρωσιν τῆς Νήσου καὶ εὔχονται, ὅπως ὑπὸ τὴν πεφωτι­
σμένην διοίκησιν τοῦ Ὑπάτου Ἁρμοστοῦ καὶ διὰ τῆς εἰλικρινοῦς
ὁμονοίας πάντων τῶν τέκνων της ἡ Κρήτη ᾖ τέλος εὐδαίμων καὶ
εὐτυχής.

 Proclamation to the Cretan people by the Admirals
Cretans,
The governments of Great Britain, France, Italy and Russia, hav­
ing agreed in common that the moment has come to insure the
establishment of the new autonomous organization of Crete,
have intrusted the mandate of High Commissioner in Crete to
his Royal Highness Prince George of Greece.
In accepting this mandate, which will have a duration of three
years, his Royal Highness Prince George has recognised the high
suzerainty of His Imperial Majesty the Sultan and has pledged
himself to take measures to safeguard the Turkish flag, which will
only be flown on one of the fortified points of the island.
The first care of the High Commissioner will be to institute,
in agreement with the National Assembly, in which all the Cretan
elements will be represented, a system of autonomous govern­
ment, capable of assuring to an equal degree security of persons
and property, and also free exercise of all forms of religion.
The High Commissioner will proceed at once to organise a
police force capable of insuring order.
The Admirals are glad to acquaint the people of Crete with
this information, which realizes the promises made by the Coun­
cil of Admirals in March 1897.
Cretans,
The arrival of his Royal Highness Prince George should be the
dawn of a new era. Enough of discussions, and fratricidal and
barbarous strife! The soil of your country has been sufficiently
drenched with blood, and you have bought dearly enough the
right to have a free and autonomous Government. Put far from
you even the recollection of the evil days of the past, and, confi­
dent in the future, think only of showing yourselves worthy of the
liberties you are about to enjoy, and of the benevolent solicitude
on your behalf which the Powers have shown. Their protection
will not fail you in accomplishing the work of regeneration begun
under their auspices.
Cretans,
In recalling to you, in their last Proclamation, your mutual en­
gagements, the Admirals addressed themselves successively to the
Mussulman and Christian inhabitants of the island. To make a

similar distinction today would be to misrepresent your present
sentiments. Henceforth there must be no religious animosity be­
tween you. The causes which fostered hostility among you having
disappeared for ever from the island, you should now consider
yourselves children of one and the same country, your one aspira­
tion being to work honestly and loyally for the strengthening and
development of its interests, riches and prosperity.
Sheltered by the protection of the four Powers, placed under
the high authority of a Prince who has declared his desire to
consecrate his efforts to the pacification of the island, and the
wealth and prosperity of the whole Cretan population, freed
from all fear with regard to your safety, fortune, lives and honour,
you should afford the High Commissioner the assistance of your
goodwill, and help him with the most absolute devotion in the
accomplishment of his mandate.

In a few days his Royal Highness Prince George will be in your
midst. Your acclamations and shouts of gladness will salute him
on his arrival and testify to your joy and your respect. But these
manifestations are not sufficient. After words come deeds; and
it is by your conduct, your discretion and your submission that
will aid him to accomplish the task imposed on him, and thus
prove yourselves worthy of the new Government about to be es­
tablished under the auspices of the four Powers, the benefactors
of Crete.
The arrival of his Royal Highness Prince George will put an
end to the missions of the Admirals; they are glad to have been
able to contribute to the enfranchisement of the island, and they
pray that, under the enlightened Government of the High Com­
missioner, and through the sincere union of all her children,
Crete may at last be happy and prosperous.

Crétois,
Les gouvernements de la Grande-Bretagne, de France, d’Italie et
de Russie, ayant jugé d’un commun accord que le moment est venu
d’assurer l’établissement de la nouvelle organisation autonome de la
Crète, ont confié à Son Altesse Royale le Prince Georges de Grèce
le mandat de Haut-Commissaire en Crète.
En acceptant ce mandat, qui aura une durée de trois ans, Son
Altesse Royale le Prince Georges a reconnu la haute suzeraineté de
Sa Majesté Impériale le Sultan et s’est engagé à prendre des mesures
pour la sauvegarde du drapeau turc, qui flottera seulement sur l’un
des points fortifiés de l’île.
Le premier soin du Haut-Commissaire doit être, d’accord avec
l’Assemblée nationale, où tous les éléments crétois seront repré­
sentés, d’instituer un système de gouvernement autonome capable
d’assurer dans une égale mesure la sécurité des personnes et des
biens ainsi que le libre exercice de tous les cultes.
Le Haut-Commissaire devra procéder immédiatement à l’orga­
nisation d’une gendarmerie capable de garantir l’ordre.
Les amiraux sont heureux de porter à la connaissance du peuple
crétois ces nouvelles, qui consacrent la réalisation des promesses
faites au mois de mars 1897 par le Conseil des amiraux.
Crétois,
L’arrivée de Son Altesse Royale le Prince Georges doit être l’aube
d’une ère nouvelle. Assez de discordes, de luttes fratricides et bar­
bares ! Le sol de votre patrie a été suffisamment ensanglanté et
vous avez acheté assez cruellement le droit d’avoir un gouverne­
ment libre et autonome ! Chassez loin de vous jusqu’au souvenir
des mauvais jours du passé et, confiants dans l’avenir, ne songez
qu’à vous montrer dignes des libertés dont vous allez jouir et de
la bienveillante sollicitude que vous ont témoignée les puissances.
Leur protection ne vous fera pas défaut dans l’accomplissement de
l’œuvre de régénération commencée sous leurs auspices.
Crétois,
En vous rappelant, dans leur dernière proclamation, vos engage­
ments mutuels, les amiraux se sont adressés successivement aux
habitants musulmans et aux habitants chrétiens de l’île. Faire
aujourd’hui semblable distinction serait méconnaître vos senti­
ments actuels. Il ne saurait plus y avoir désormais entre vous d’ani­
mosité religieuse. Les causes qui entretenaient l’hostilité parmi
vous ayant disparu pour toujours de l’île, vous devez vous retrouver
enfants d’une même patrie, ayant exclusivement au cœur l’ardent
désir de travailler honnêtement et loyalement à l’affermissement et
au développement de ses intérêts, de sa richesse, de sa prospérité.
Couverts par la protection des quatre puissances, placés sous
la haute autorité d’un Prince qui a déclaré vouloir consacrer ses
efforts à la pacification de l’île, au bien-être et à la prospérité de
toute la population crétoise, débarrassés de toute crainte touchant
votre sécurité, votre fortune, votre vie, votre honneur, vous devez
apporter au Haut-Commissaire le concours de vos bonnes volontés
et l’aider avec le dévouement le plus absolu dans l’accomplissement
de son mandat.

Dans quelques jours Son Altesse Royale le Prince Georges sera au
milieu de vous. Vos acclamations, vos cris d’allégresse salueront
son arrivée et lui témoigneront votre joie et votre respect. Mais ces
manifestations ne sont pas suffisantes. Après les paroles, des actes ;
et c’est par votre conduite, votre sagesse, votre soumission que vous

Your Highness,
You stand upon the holiest place in our island of Crete; you tread on the most venerable groud of our fatherland. This narrow
precinct contains the blessed bones of the epic warriors of 1866, who drenched this soil with their noble blood so that they
prepare this day for us, and the glorious throne of our fatherland for Your Highness. Behold, Your Highness, the illustrious
Monastery of Arkadi, the younger sister of Missolonghi and of the Kounghi, where, thirty-three years ago, the Martyrs of the
Idea, whose anniversary we celebrate tomorrow, blew themselves up in the air, willing sacrifices on the altar of the fatherland.
Behold yonder, the lofty Ida, which today rejoices at Your Royal Presence, and celebrates the end of the long struggles on her
ridged slopes. At its roots lie brave provinces abounding in good men and true; as their humble representative I salute Your
Royal Highness in their heartland, the Holy Monastery of Arkadi, where Your Royal Highness where the presence of Your
Royal Highness silently fulfils the longing of its Holy Martyrs, whose luminous shades dance around in joy, and that you shall
lead us to the safe harbour of freedom, which wearing on the way, they never reached. (...)

Altesse,
Vous vous trouvez sur le site le plus sacré de Crète, vous posez vos pieds sur le sol le plus vénérable de notre Patrie. C’est à
l’intérieur de ce petit enclos que se trouvent les ossements immaculés des grands combattants de 1866, qui abreuvèrent cette
terre de leur précieux sang, pour nous préparer, à nous, cette journée d’aujourd’hui, et à Votre Altesse, le trône glorieux de
la Patrie. Voyez, Altesse, le vénérable monastère d’Arkadi, ce petit frère de Missolonghi et de la tour de Samuel dans lequel,
trente-trois ans auparavant, des Martyrs de l’Idée, dont nous célébrons aujourd’hui les prémices, se faisaient exploser, victimes
volontaires sur l’autel de la patrie. Voyez, là-bas, l’Ida, cette fière montagne qui bondit de joie aujourd’hui vers Votre Altesse
et fête la fin des luttes qui se sont déroulées sur ses diverses collines. Au pied de cette montagne se déploient des provinces
peuplées d’hommes vertueux et braves. Humble représentant de ces hommes, je salue Votre Altesse Royale dans ce centre de
ralliement, le Monastère sacré d’Arkadi où Votre Altesse Royale, en silence, nous affirme qu’elle accomplit les vœux des saints

And if each of us could choose his paradise in the sky, according
to his taste — and that’s how it should be, that’s what I call
