Your Water System WATER TREATMENT PLANT
STANDARD OPERATING PROCEDURE
OPERATOR DT!ES

All lab tests are to be run at least every four hours when treating water. The bench top turbidimeter should
be calibrated each Monday morning. Any preventative maintenance should be performed as required.
Filters, which are due to be bacwashed, should be bacwashed if clearwell is full. !f no bacwashing is
needed or due, Do Not Overflow the Clearwell, shut down the plant. Drain mud valves if needed. "lean
the lab if needed. The chemical room should be swept daily on both shifts.

All lab tests are to be run at least every four hours when treating water. #acwash scheduled filters, which
were not bacwashed on the morning shift. Drain mud valves if needed. !f no filters are to be bacwashed
and mud valves do not need draining, when the clearwell is full shut down and pull the clearwell down.
$un p% tests and read flow meters nightly. Drain water from airlines and switch lead air compressors. The
chemical room should be swept daily on both shifts. The lab should be swept nightly and mopped every
other night. The lab should be cleaned more often if needed. The clearwell should be full before leaving.
'EE(E#D S%!&T
The weeend operator will perform all duties required of morning and night shift. This is to include lab
tests, cleaning, bacwashing, draining mud valves and any necessary maintenance. The grounds should be
ept clean. The grounds should also be mowed and trimmed if needed.
A)) S%!&TS
All shifts will share the worload and responsibilities. !f you see something that needs doing, do it. The
plant should be ept clean at all times. !f chemicals or lab supplies are needed, order them. !f a chlorine
cylinder or cylinders run out during your shift, change them. No operator should change a chlorine
cylinder while alone. Call for assistance or, if possible, wait until a shift change. &perators on all shifts
should fill out the 'ater (uality Parameter worsheet, preferably hourly. To insure accuracy, calibration
should be checed on the bench top turbidimeter during each shift. The chief operator or his designee will
complete the monthly reports including M&$, Turbidity report, Disinfection report, Pumpage report and
DM$, and send them to the appropriate state office by the )*

All equipment should be checed regularly. This includes pumps, floculators, mud paddles, feeders and
any other essential equipment. "hlorinators should be checed regularly for leas and to ensure proper
operation. $epairs to chlorinators, which could result in the release of chlorine gas, should not be
attempted with only one operator present. &il should be checed in gear reduction units monthly. /ear
reduction units should be greased quarterly. Mud valves should be drained at least weely and more often
if necessary. Pump motors should be greased every si0 months. Dont assume someone else will take care
of routine maintenance, it is a responsibility to be shared by all operators.

The in1line turbidimeters and the in1line p% monitor should be cleaned at least monthly. The in1line
chlorine residual monitor should be cleaned as needed. The bench top turbidimeter should be calibrated
each Monday morning and calibration should be checed during each shift. !f at any time a piece of
continuous monitoring equipment is down, tests should be performed regularly on bench top equipment
until repairs can be made.

!f any equipment breas down on your shift, repair it or call "ity %all for a P.&. and contact someone who
can mae the needed repairs. !f repairs cannot be made on your shift, be sure to notify the operator on the
ne0t shift of the breadown. The chief operator should be notified of the breadown of any equipment,
which could adversely affect the quality or quantity of the finished water.
&!)TERS A#D TR,!D!TY
&!)TERS
$outinely three filters should be bacwashed daily. Alternately filters one, two and three should be
bacwashed on the same day and filters four, five and si0 on the same day. Filter effluent turbidity should
be checed regularly. Any filter with an effluent turbidity of *.) 2T3 or greater should be bacwashed to
improve the water quality.
TR,!D!TY
The bench top turbidimeter should be calibrated each Monday morning. "alibration should be checed
during each shift. At any time the raw turbidity begins to rise, the operator on duty should chec the floc at
least every 4* minutes and ad5ust the Aluminum "hlorhydrate 6olution accordingly.
At any time the F!2!6%7D 'AT7$ T3$#!D!T8 reaches *.4 2T3 or greater, the following action should
be taen9
#acwash any filter which needs it.
"hec all chemical feeders for proper operation and feed rates.
"hec floc and mae any necessary feed ad5ustments.
Monitor finished water turbidity every ): minutes.
At any time the F!2!6%7D 'AT7$ T3$#!D!T8 reaches *.;: 2T3 or greater, the following action
should be taen9
6hut off %igh 6ervice Pumps.
Follow the steps listed above to correct the problem.
Monitor clearwell turbidity every ): minutes.
%igh 6ervice Pumps should not be started until the clearwell turbidity falls to *.4 2T3 or less and
remains there for at least 4* minutes.
Accurate records of all analysis results should be maintained.
!nform the operator on the following shift about the problems you e0perienced. "ommunication
between operators is important.

o Filters may be bacwashed while the rewash valve is open.

Monitor the "learwell turbidity every five minutes.
"ontinue to waste or overflow the clearwell until a "learwell turbidity of *.4 2T3 can be
maintained for at least 4* consecutive minutes.

"ontinue to monitor the Finished 'ater turbidity every ): minutes for at least one hour.

Ad5ustments should be made as necessary to maintain a good floc. 6hould an ad5ustment be necessary, the
6tenner pumps should be ad5usted only one notch at a time. 'ait one hour after maing an ad5ustment
before further ad5usting the feed rate.

The operator on duty should chec the pumps to ensure they are woring properly.

The chlorine dosage should be monitored closely. The following dosages should be used as a guideline9
'hen the outside temperature is =*

Fahrenheit or below, the dosage should be ept between

'hen the outside temperature is above =*

Fahrenheit, the dosage should be ept between 4.*

#nder no circumstances should the operator allow the finished water free chlorine residual to fall below

&perators should chec for foam in the raw water during each shift. The clay feed should be turned on any
time foam is present. The clay feed should be discontinued at any time the raw water turbidity reaches 4*
2T3 or greater. Remember that there is an (C) for turbidity not for foam*

The concentration of fluoride in the finished water must be maintained between *.? mg>l and ).4 mg>l
based on the monthly average. !t should never be allowed to reach +.* mg>l. &perators should strive to
maintain a concentration between ).* mg>l and ).+ mg>l. 6hould an ad5ustment be necessary, the 6tenner
pumps should be ad5usted only one notch at a time. 'ait one hour after maing an ad5ustment before
further ad5usting the feed rate.

The p% of the finished water should be maintained in a range of =.* to =.4. !f p% is low, increase the lime
feed rate. !f p% is high, decrease the lime feed rate. The lime feeder should be ad5usted five number
settings at a time. 'ait one hour after maing an ad5ustment before further ad5usting the feed rate.
E"ER$E#+!ES OR #SA) +O#D!T!O#S
Any operator who e0periences a problem or unusual situation on his shift, which cannot be solved by the
end of the shift, or which may reoccur, should advise the operator on the following shift.
!f any emergency should arise or if an unusual condition develops that the operator does not feel
comfortable handling, the operator on duty should contact the chief operator immediately. At any time
there is a situation, which could affect public health, such as but not limited to high turbidity or low
chlorine residual, the chief operator should be contacted immediately. Remember, the health of all of our
customers is in your hands*

conditions occur9
As soon as possible, but no later than the close of the ne0t business day, any time the turbidity
e0ceeds :.* 2T3.
As soon as possible, but no later than the close of the ne0t business day, any time the chlorine
residual falls below *.+ mg>l in the water entering the distribution system.
!mmediately when any ma5or breadown or failure of equipment in water treatment process occurs
which affects the quality or quantity of the water leaving the treatment plant.
!mmediately when any situation with the water system occurs, which presents or may present an
imminent and substantial endangerment to health.
+he chief operator should also be notified immediately when any of these conditions occur.
