Highlands Neighborhood Association Minutes

October 19, 2009

Board members present: Myrna Coleman, Kris Meek, Rose Klein, Rod Hubbard and Dianna
Wright. Members and guests: Ken Haar, Michael Kussatz and Jill Smith.

Guest Jill Smith is clinic manager of Madonna TherapyPlus Northwest. Ms. Smith gave us
tips on avoiding pain and injury during the winter and taught us exercises to keep from
becoming a couch potato over the winter.

State Senator Ken Haar reported that Mayor Beutler will reduce the speed limit to 45 mph on
Hwy 34 during school hours. Senator Haar thinks that there should be a fence all along Hwy
34 so that kids can't cut across the Highway. He would like the round-about on NW 13th to
be connected to the north with a bridge across Hwy 34. Jim Abel of Fallbrook said that he
would build the road north of Hwy 34 to Schoo Middle School.

Senator Haar thinks that taking a petition door to door might get the school to participate in
building the bridge. Five hundred signatures could get things going. Senator Haar said that
he may introduce a bill that before a school can open there must be safe access to the school.
He said that we will need a monetary commitment to get things going. He said that the tax
cost for this bridge would be about $2 per year on a $100,000 house. For the bridge to be
built the city, county and school system (at least two of the three) would need to go in on it.

Rod Hubbard made a motion to accept the minutes of the last meeting as e-mailed and
printed. Seconded by Dianna Wright. Approved.

Dianna Wright made a motion to accept the treasurer's report as e-mailed and printed.
Seconded by Rod Hubbard. Approved.

Andrew Brown and Tommy Taylor are out of town so the Bylaws are tabled until the next
meeting.

The following board members will canvas for lighting contest prizes: Myrna will contact
Ace QP and U-Stop, Rose - Hy-Vee and L&W Garbage, Dianna - Lazlos, Applebees,
Subway and Carlos O'Kellys, Rod - Sandhills, Kris - Down the Hatch. Kris will set up a
meeting for the committee.

Michael Kussatz of Edward Jones said that they are putting in an office in the Highlands.

The next meeting will be Monday, November 16 at 7:30 pm at Fredstrom School.
