Aliki Faipule Foua Toloa joined the Council for the Ongoing Government of Tokelau (Executive Government) since his election and re-election in 2008, 2011 and 2014 correspondingly. In 2009 and 2011, he served as the Ulu o Tokelau (Titular Head) and has held Ministerial portfolios in Finance, Telecommunications, Transport and Energy during these terms. His commitment for a photovoltaic off-grid renewable energy project in 2008 made Tokelau the first country in the world to achieve its greenhouse gas emission targets with the establishment of its solar energy system to meet the nations electricity needs in 2012. From Energy to Transport this commitment has now been extended to transport with the installation of solar panels to Tokelaus new boat. In 2013, Mr Toloa was appointed as one of the Global Ocean Commissioners to address ocean declines with a rescue package, and an Advisor for Solar Head of States, a call for new international climate leadership and catalyse government commitment to transition away from harmful fossil fuel based energy infrastructure. He is a strong advocate and a passionate promoter of climate change issues which impacts small island states.
