City of Carmel-by-the-Sea City Council Goals for FY-2015

RECOMMENDATION(S):
Discussion and adoption.
EXECUTIVE SUMMARY:
In preparing the recommendations for goals for calendar year 2015, the following
documents were utilized:

2014-15 CIP list which evolved from the December community forum;
The recommendations received from the Historic Resources Board and the
Planning Commission;
The CIP FY 2014-15 summary sheet distributed at the December forum
containing headings for Vehicles/Equipment Completed or Underway and No
Action to Date.

I also considered how many projects are already underway the organization could
reasonably continue to be pursue to completion, and how many unstarted and new
projects the organization could undertake if the existing vacant positions are filled in
early 2015. I have not listed on the 2015 proposed goals the recommendations of the
HRB or the Planning Commission because: (1) the HRB recommendation is not staff
time intensive; (2) of the Planning Commissions two recommendations, one is already
in the CIP for 2014-15 (IT Plan/Website) and the North Dunes Habitat Management
Plan is a key policy decision for the Council. Staff will adjust priorities based on
Council's decision on the Plan.
From the December community forum, I focused on the Top Ten goals identified.
There was a drop off in support between number ten, 100th Anniversary Planning, and
the next item, Community Outreach-Communications. The first ten topics are more
tightly bunched. I have added an eleventh heading; Facilities and Parks since many of
the 2014-15 projects deal with our assets.
Some of the CIP 2014-15 projects are tied to other projects and will not be pursued until
a decision is finalized by Council on one of the matters. There are some current efforts
underway that should await the outcome of other undertakings before proceeding with
the listed CIP project. As examples, the Shoreline Signage project should not be
implemented until a decision on beach fires (Beach Fire Baskets being a CIP project) is

rendered. Water Conservation Projects should not proceed until the Mayor's recently
established committee on water conservation options provides its recommendations.

BOARDS-COMMISSIONS
HISTORIC RESOURCES BOARD
To consider (and provide funding for) seeking State Historical Landmark status for the
Forest Theater. This could be under the umbrella of the Forest Theater renovations, or
could be a separate, new initiative.
PLANNING COMMISSION
1) The review and possible revision to the North Dunes Habitat Management Plan
was identified as a separate project under Implementation of the Shoreline
Management Plan initiative. It was recommended that this be called out
separately and addressed in 2015.
2) The need to update the Citys Website was identified as the highest priority
component of the IT Plan and something that should be addressed in 2015.
