7th MEETING OF KHYBER

PAKHTUNKHWA CHILD
PROTECTION AND WELFARE
COMMISSION
7th meeting of the Khyber Pakhtunkhwa Child
Protection & Welfare Commission was held in office
of Child Protection & Welfare Commission,
University Town Peshawar. The meeting was
presided over by Honorable Ms. Sitara Ayaz,
Minister for Social Welfare, Special Education &
Women Empowerment Department, in her capacity
as Chairperson of the Commission.
Meeting was also attended by Ahmad Farooq
Khattak Vice President Khber Pakhtunkhwa Bar
Council, Sahibzada Fazal Amin Secretary Social
Welfare Department, Dr. Murad Ali Afridi Chief
Protection Officer, Ijaz Muhammad Khan Deputy
Chief & representatives of Local Government,
Finance, Elementary & Secondary Education, Home
& Tribal Affairs & Law Departments.
The meeting commenced with recitation of verses
from the Holy Quran. Mr. Javed Khan Senior
Planning Officer, Local Government, Elections &
Rural Development Department recited some verses
from the Holy Quran. Minister for Social Welfare,
Special Education and Women Empowerment
Department welcomed the participants to the 7th
meeting of the Commission. She formally hailed Dr.
Murad Ali Afridi as newly appointed Chief
Protection Officer. Honourable Secretary Social
Welfare, Special Education & Women Empowerment
Department also welcomed new Chief Protection
Officer & appreciated the work done by Ijaz
Muhammad Khan as Acting Chief Protection Officer.
He further told that team of the Commission will
work hard for the achievement of mandate given by
law for protection & welfare of children in Khyber
Pakhtunkhwa. Members of the Commission also
welcomed Dr. Murad Ali Afridi. They showed their
satisfaction over decision of the government about

appointment of Chief Protection Officer. Dr. Murad


Ali Afridi thanked members of the Commission &
showed his commitment for the betterment of
children.
Chairperson of the Commission insisted that
presence of members of the Commission
representing civil society may be made sure. The
Commission unanimously approved that those
members representing civil society who are not
attending meeting continuously may be treated under
Section 3 (13, 14) of Child Protection & Welfare Act
2010.
The Commission approved minutes of the last
meeting unanimously.
Dr. Murad Ali Afridi told that UNICEF is providing
funds for eight Child Protection Units & they are
agreed to extend their financial assistance in case if
government also increases its budget & takes
responsibility to run Child Protection Units are much
as it can. In the current budget government has
increased gran-n-aid from 10 million to 15 million
which will be utilized for functioning of Provincial
Secretariat, one Child Protection Unit & Child
Protection Institute at Provincial Capital Peshawar.
Members of the Commission approved proposed
budget for Child Protection Unit Peshawar for year
2012-13.
Ijaz Muhammad Khan told that the Commission had
also approved establishment of Child Protection
Institution at Peshawar in its previous meeting. He
told that need of a transit shelter was felt & discussed
many times in meetings. Recently court has given
custody of a number of children to Child Protection
& Welfare Commission especially in Peshawar but as
the Commission had no shelter for such children they
were handed over to Police Child Protection Centre
& Women Crisis Centre. In future Child Protection
Officer will have to take custody of children as in
accordance with Child Protection Act 2010 & to
accommodate these children, Child Protection &
Welfare Commission has decided to establish Child
Protection Institution, under section 12 of the Act, at

Peshawar. For this purpose building of former Child


Protection Bureau will be utilized. The CPI Peshawar
will have capacity of accommodating at-least seventy
(70) children at a time.
Chief Protection Officer informed that Commission
that some items like clothing & furniture has already
been provided by UNICEF. Necessary staff for CPI
has been proposed in the budget. Chairperson of the
Commission insisted that high standard especially in
food may be retained at CPI.
Members of the Commission unanimously approved
budget of Child Protection Institution.
It was decided that Child Protection Institute will be
established in building of former Child Protection
Bureau Peshawar (old building of Directorate of
Social Welfare at Faqirabad Peshawar). Proper
standard for food must be retained for children
staying at CPI Peshawar.
The Commission unanimously decided that Adhoc
Relief Allowance 2012 & new rates of Conveyance
Allowance 2012 currently notified by Finance
Department may be adopted for employees of the
Commission.
Javed Khan of Local Government Department told
that earlier he had suggested establishment of an
endowment fund. The amount of profit received on
the fund can be utilized for activities of the
Commission.
The Commission also approved budget of the
Commission for year 2012-13.
