Sinister attack leaves 132 dead in Peshawar

The Editors Column


Dear Student,
Welcome to the January Edition of the Law Bulletin.

At least 141 people were killed and 122 injured in


an attack by Taliban militants on a Pakistani high
school. At least 132 of the dead were
schoolchildren, chief army spokesman General
Asim Bajwa said.
Hundreds of students and teachers were taken
hostage in the bloodiest insurgent attack in the
country in several years. The raid on the school
lasted for more than eight hours before the
gunmen were killed.
An unnamed source claimed that nine insurgents
were killed while other sources reported six
attackers, but noted they were all dead.
The Taliban said they sent in six gunmen with
suicide vests to attack the military run school.
Outside the school, helicopters had been hovering
overhead and ambulances ferried wounded
children to hospital.
Disturbing reports have emerged of how the
attack unfolded, according to Pakistani journalist
Wajahat Khan, who is based in Islamabad.
Prime minister Nawaz Sharif condemned the
attack and said he was on his way to Peshawar.
It is being said that the school targeted as
'response' to army killing Taliban fighters. The

Pakistan
(TTP)
claimed
responsibility for the attack, saying the gunmen
had been ordered to shoot older students but not
children. A spokesman for the group said the
attack was retaliation for the Pakistan army's
continuing operation against militants in the North
Waziristan tribal area close to Peshawar.

The grief rocked the entire world, with countries
including India lending moral support to the bereaved
nation. The Pakistan government condemned the
Taliban and assured that the most stringent action
would be taken against the perpetrators.
Just as the world was recovering from one tragedy,
yet another air tragedy struck, AirAsias Airbus A320200, carrying 162 people crashed into the Java Sea
killing all the people on board. Bad weather and
storms are being cited as the reason for the crash.
After the Sydney hostage siege that took the world by
storm, terrorists attacked the office of French satirical
weekly magazine Charlie Hebdos Paris office in which
three masked gunmen killed at least 12 persons.

Zaki-ur-Rehman Lakhvi, main accused of 26/11 attack,
granted bail
The mastermind of the 26/11 Mumbai terror attacks,
Zaki-ur-Rehman Lakhvi, was in news recently after an
Anti Terrorism Court (ATC) in Pakistan granted bail to
him.He was granted bail against a surety amount of one
million rupees (10000 dollars).
Lakhvi, Chief Operation Commander of Lashkar-e-Taiba
(LeT), was among the seven persons charged with
planning and helping carry out the Mumbai attacks in
2008 in which more than 160 people were killed. Other
six who have been charged with planning, financing and
executing the attacks in Mumbai, India's financial
capital are Abdul Wajid, Mazhar Iqbal, Hamad Amin
Sadiq, Shahid Jameel Riaz, Jamil Ahmed and Anjum.
He was arrested in Pakistan in 2009 in connection with
the attack on Mumbai after the lone surviving gunman
identified Lakhvi as the mastermind of the attack.
Lakhvi was in Pakistans top-security Adiala Jail in the
city of Rawalpindi, adjacent to the capital, Islamabad.
He is also the accused of overseeing the 2006 train
bombings in Mumbai, in which over 200 people were
killed and 700 injured.
The courts verdict came two days after Pakistan saw
one of its biggest ever militant attacks. The attack
happened in an Army-run school of Peshawar in which
at least 141 people including 132 students were killed.
India condemned the verdict and immediately called
upon Pakistan to take steps to reverse the decision of
granting bail to Zakiur Rehman Lakhvi. It said that
release of Lakhvi on bail is unacceptable to India and is
very unfortunate.
J&K, Jharkhand Assembly Election results declared
Election Commission of India declared the results of
Assembly elections of Jammu and Kashmir (J&K).
Jammu & Kashmir Peoples Democratic Party (JKPDP) of
Mufti Mohammad Sayeed with 28 seats emerged as the
largest party in the house of 87 seats. Bharatiya Janata
Party (BJP) with 25 seats (all seats came from the
Jammu region) stood at the second position.
Meanwhile, in Jharkhand, Bharatiya Janata Party (BJP)
with 37 seats emerged as the largest party in the house
of 81 seats. Jharkhand Mukti Morcha (JMM) with 19
seats
stood
at
the
second
position.
India second largest foreign trading partner of Dubai
India became Dubais second largest foreign trading
partner after China. India has a trade value worth
$21.78 billion.

MS Dhoni retires from Test cricket


Indian skipper Mahendra Singh Dhoni announced
retirement from International Test Cricket after
the third Test against Australia with immediate
effect.
Dhoni decided to retire from Test Cricket by citing
the strain of playing all formats of cricket. He said
wants to concentrate on ODI and T20 formats.
His decision to retire from Test Cricket came after
the Third Test against Australia at the Melbourne
Cricket Ground (MCG). Although the match ended
in a draw, Dhoni surpassed Kumar Sangakkara
record of stumping 134 players in all the three
formats.
Virat Kohli became the new captain. His sudden
decision surprised many, and also brought forth a
lot of conspiracy theories, with many people
slamming Dhoni and questioning his intentions.
Section 309 of IPC: Attempt to Suicide removed
Section 309 Indian Penal Code (IPC) was in news
recently as Union Home Ministry decided to
remove this Section, thus decriminalizing attempt
to suicide.
According to Section 309 of IPC, any person, who
attempts to suicide will be treated as criminal
offence and person who charged with section 309
of IPC will face up to one year in prison and a fine.
With the recent decision of Union Home Ministry
decriminalizing attempt to suicide now suicide will
not be taken as criminal offence. 20th Law
Commission had recommended decriminalising
attempt to suicide and removing the section 309
IPC.
France was the first country to decriminalise
attempted suicide after the French Revolution.
BCCI names 15-man team for World Cup 2015
Board of Control for Cricket in India announced
the 15-man squad for the World Cup 2015. The
Indian team was announced during the meeting of
the selection committee of BCCI.
The 15-member Indian cricket team led by
Captain-cum-Wicket Keeper Mahendra Singh
Dhoni comprises of:
Shikhar Dhawan, Rohit Sharma, Ajinkya Rahane,
Virat Kohli, Suresh Raina, Ambati Rayudu,
Ravindra Jadeja, Ravichandran Ashwin, Axar Patel,

Terrorists attack Charlie Hebdos Paris office
The French satirical weekly magazine Charlie
Hebdos Paris office was attacked by three masked
gunmen. At least 12 persons were killed in the
attack.
The Editor-in-Chief Stephane Charbonnie (known as
Charb) and cartoonists Jean Cabu Cabut (known as
Cabu), Tignous and Wolinski, as well as Charlie
Hebdo contributor and French economist Bernard
Maris were all killed in the tragic attack.
This was the deadliest terror attack of France since
1961, when right-wingers bombed a train, killing 28
people.
The organization was attacked for its satire edition of
2011 in which it listed the Prophet Mohammed as
editor-in-chief and featured cartoons. In retaliation,
the office was burned in firebombing in November
2011 and its website was hacked.
Charlie Hebdo was a target of Islamist extremists
since 2006, when they published cartoons of the
Prophet Mohammed, the holiest figure of Islam.
AirAsia Flight QZ8501 crashes, remains discovered
AirAsias Airbus A320-200, carrying 162 people on
board from Surabaya in Indonesia to Singapore lost
contact with air traffic control and disappeared. The
plane that disappeared had 137 adult passengers, 17
children and one infant, along with two pilots and
five crew members.
After a frantic search, Indonesian officials claimed to
have located wreckage of the flight at the bottom of
the Java Sea. Divers retrieved the cockpit voice
recorder from the wreck of an AirAsia passenger jet,
an Indonesian investigator said, a key step towards
determining the cause of the crash that killed 162
people.
Forty-eight bodies have been plucked from the Java
Sea and brought to Surabaya for identification.
Searchers believe more bodies will be found in the
plane's fuselage.
Indonesian searchers who discovered the wreckage
of plane by using Sonar equipment also spotted
some bodies floating with the debris in the Java Sea
off the Indonesian part of Borneo.
The objects have been found 160 km south-west of
Pangkalan Bun.

Access to Gmail blocked in China


Access to Google Incs Gmail was blocked in China
after months of disruptions. The access to Gmail
was supposedly blocked by Great Firewall of China
which is the world's most sophisticated internet
censorship mechanism.
As part of it, large numbers of Gmail Web
addresses were cut off in China. The update was
confirmed by GreatFire.org, a China-based
freedom of speech advocacy group. Also, Google's
own real-time traffic to Google services displayed
a sharp drop-off in traffic to Gmail from China.
The U.S. State Department expressed concern over
China's actions which could make email
communication difficult for companies operating
in China. However, Chinese Foreign Ministry
expressed that it is unaware of the development
and it is committed to providing a good business
environment
for
foreign
investors.
US-NATO officially end combat mission in
Afghanistan
The United States and NATO officially ended their
combat mission in Afghanistan. The combat
mission that ran for 13 years saw its end with
Commanders of joint coalition forces lowering the
flag during a ceremony in Kabul.
The ceremony ending the combat mission was
followed by raising the flag of the new mission
named Resolute Support.
The alliance's role will shift to training and support
mission for the Afghan army. The training and
support mission will be administered by more than
13000 troops mostly Americans who will stay in
Afghanistan to support local forces.
NATO, which formally ended combat operations in
Afghanistan had transferred full security
responsibility of the country to the Afghan
government. The end of the combat mission was
welcomed by US President Barack Obama, who in
his communication said that US forces has made,
extraordinary sacrifices and end of the longest war
in American history was coming to a responsible
conclusion.
Maithripala Sirisena is Sri Lankas new Prez
Mithripala Sirisena, Health Minister in Rajapaksa
government, won the 2015 Presidential Elections
of Sri Lanka. The Elections Commissioner Mahinda
Deshapriya announced the results.

Spotlight: National Law Institute University, Bhopal


National Law Institute University, Bhopal was established in 1997 by the Act
No. 41 of the State Legislature of Madhya Pradesh in 1997. The University
launched its first academic programme in 1998. Recognized by the Bar Council
of India, the university admits 98 undergraduates each year through the
Common Law Admission Test (CLAT),who complete 15 trimesters before being
awarded a combined B.A., LL.B (Hons.) degree. The post-graduate course
offered at the university is the LL.M. degree. The University is a member of the
