Ministry of Justice to duly respond on Complaints 68/14 and 2/15 against Ms
Rebecca Aharoni of the Enforcement and Collection Authority;
b) Failure of the Enforcement and Collection Authority to duly respond on
Freedom of Information requests: i. April 24, 2014 (no number issued) re:
Clerks in the Debtors' Courts, and ii) December 6, 2014 (no number issued) re:
Kelim Shluvim IT system.
Your immediate response is kindly requested.
Attorney Kadash:
a) Failure of the Freedom of Information Enforcement Unit of the Israeli
Ministry of Justice to duly respond on Complaints 68/14 and 2/15 against Ms
Rebecca Aharoni of the Enforcement and Collection Authority.
Our most recent correspondence in matters in reference, copied below, shows:
1) On January 1, 2015, I sent Complaint 2/15 against Ms Aharoni, pertaining to her
unsigned, false response on my December 6, 2014 Freedom of Information request
(no number issued) re: Kelim Shluvim IT system compliance with State
regulations on development and implementation of IT systems. Her unsigned
response came after you determined in Complaint 68/14 that responses must be
signed.
2) On January 4, 2015, you confirmed receipt of my Complaint 2/15 against Ms
Aharoni, and asked for copies of the records, originally linked in my January 1, 2015
complaint.
3) On January 4, 2015, I resent my Complaint 2/15, and attached the records that you
requested.
4) On January 5, 2015, you confirmed receipt of my January 4, 2015 message and the
attached files, and promised a response on Complaint 2/15.
5) On January 25, 2015, you sent a message, purporting to have deleted without reading
my message, dated January 4, 2015, receipt of which you had previously confirmed.
To this date I have received no response from your office on:
1) Complaint 2/15 pertaining to Ms Aharoni's false, unsigned response on my
Freedom of Information request, in re: Kelim Shluvim IT system.
2) Follow-up on Complaint 68/14 - pertaining to Ms Aharoni's false, unsigned
response on my Freedom of Information request, in re: Clerks of the Debtors'
Courts, for which she has never issued a valid, signed response, even after you
issued your decision on Complaint 68/14.
b) Failure of the Enforcement and Collection Authority to duly respond on
Freedom of Information requests: i. April 24, 2014 (no number issued) re:

Clerks in the Debtors' Courts, and ii) December 6, 2014 (no number issued) re:
Kelim Shluvim IT system.
Likewise, to this date, I have received no valid response from the Enforcement and
Collection Authority on my Freedom of Information requests:
1) April 24, 2014 (no number issued) re: Clerks in the Debtors' Courts
Ms Aharoni issued a false, unsigned response on this request, at a time that she had
no lawful appointment as Freedom of Information Officer, as determined in your
decision on Complaint 68/14. No signed, valid response was ever received on this
request.
2) December 6, 2014 (no number issued) re: Kelim Shluvim IT system.
Ms Aharoni issued a false, unsigned response on this request, after you determined
that Freedom of Information responses must be signed. The Appointment record
that she presented at this time was invalid missing an effective date.
