Above is a visual organizer for how the ELD standards are arranged. Here are some
key things to keep in mind:
As you move to the right, the standards increase in difficulty to reflect the
appropriate level of challenge for an ELD student at various points along the path to
becoming reclassified
It is reasonable to see Emerging as scores of 1 or 2 on the CELDT, Expanding
as scores of 2,3, or 4, and Bridging as scores of 4 or 5
As you move down, the standards become more fundamental in nature; that is, they
become less about English in an 11-12th grade classroom and more about the
fundamental building blocks of the English language
Part I of the standards deals with an ELD students ability to interact with the
subject matter
A careful read through Part I reveals components of reading, writing,
listening, and speakingthe same components that are being encouraged by
the Common Core State Standards which have the same goal of increasing
engagement and multimodal learning approaches to subject matter
Part II is less about subject matter and more about the conventions of the
English languageor the technical aspect of it

Part III deals with the phonetic aspect of the English language; compared to
Part II, it is more focused on phonics and the proper sounds and syllables for
English
