CHAPTER 1

PERTICULARS OF THE ORGANISATION


The Roads & Buildings department is responsible to execute different works, as
detailed below.

Construction and maintenance of Roads, Bridges, Causeways.

Construction and maintenance of National Highways with the fund support


from Government of India.

Construction and maintenance of certain public buildings that belongs to the


Government of Andhra Pradesh.

The operations of the Department are in the name and authority of the
Governor of Andhra Pradesh.

The Minister for Roads & Building and Ports in the State Cabinet is
responsible to the State Legislature relating to the works of the Department.

At the Government level, the functions of the Department are looked after by
Secretary to Government of Andhra Pradesh.

The Department is headed by one Engineer-in-Chief (R&B), with jurisdiction


over the entire Department in administrative matters.

One Corporation by the name Andhra Pradesh Road Development Corporation


(A.P.R.D.C.) has been established in October 1997 by raising funds through
public contributions, for development of important roads.

There are 7 Wings at present in the Roads & Buildings Department

The Engineer-in-Chief(R&B) Administration is assisted by


Deputy Engineer-In-Chief(R&B) Administration in the rank
of Superintending Engineer. He has control of entire
Administration and is responsible professional advisor to the
Government.
He recommends to the State Government for removals,
transfers and postings of Employees such as Superintending
Engineers, Executive Engineers, Dy. Executive Engineers
and subordinate officers. The Engineer-in-Chief has the
powers to appoint / dismiss Assistant Executive Engineer /
Assistant Engineer, clerical and other technical sub-ordinates
and last grade service staff of the Department, as per the
relevant service rules in force.
The Engineer-In-Chief (R&B) National Highways is assisted
by the Superintending Engineer (Designs) and three
Executive Engineers in his office. In the field, there are three

circles, headed by Superintending Engineers, located at


Vizianagaram, Ananthapur and Hyderabad. There are 10
divisions under these Superintending Engineers.
He has state wide jurisdiction and is responsible for
execution and maintenance of all National Highways passing
through Andhra Pradesh i.e., 4719 km.
The funds allotted for execution and maintenance of all
National Highways are by Government of India, Ministry of
Road, Transport and Highways (MoRTH). The Government
of India as a policy, have decided to widen the existing
National Highways to four / six lanes and are taken up the
Golden Quadrilateral project by National Highways
Authority of India connecting four Metros viz. New Delhi,
Mumbai, Chennai and Calcutta. Some of the important
Highways in the State have been handed over to the NHAI to
about 1834 km. Recently the Government of India has
declared new National Highways. Seventeen important State
Highways are proposed for upgradation as National
Highways for a length of 4590 km and are sent to
Government of India for approval on NH-5, ChennaiVijayawada section. Some of the reaches and bridges have
been given under build, operate and transfer scheme to the
private agencies. All the major works are approved by the
M.O.S.T. / Government of India.

Chief Engineer (Roads)

The Chief Engineer (R&B) Roads is assisted by Deputy


Chief Engineer (R&B) Roads, who is in the rank of
Superintending Engineer and two Executive Engineers. In
the field he is assisted by 16 (sixteen) Superintending
Engineers and 60 (sixty) Executive Engineers. The Chief
Engineer (R&B) Roads is in charge of improvements and
maintenance of 60,702 km. of road and also in charge of
construction of ROB / RUBs at eligible level crossings.
He is responsible for Budget allotment and make sure that it
is fully utilised and ensure that the funds which are not likely
needed to be surrendered to Government for its
appropriation.

Chief Engineer (Buildings)

The Chief Engineer (R&B) Buildings is assisted by Deputy


Chief Engineer (R&B) Buildings who is in the rank of
Superintending Engineer. One Superintending Engineer
heads the Headquarter Circle at Hyderabad with five
divisions exclusively attending to Building works in
Hyderabad.
One Superintending Engineer heads the
Electrical circle with four Electrical divisions at Hyderabad,
Hyderabad (Rural), Kurnool and Guntur each of which is
headed by an officer of Executive Engineer rank.
At the level of other Circles and Divisions, the field staff
under the Chief Engineer (R&B) Roads look after the
Building works as a composite unit of Roads and Buildings.
The Chief Engineer (Buildings) has state wide jurisdiction
and is responsible for execution and maintenance of
residential and non-residential Government buildings.
He is responsible for Budget allotment and are fully utilised
and ensure that the funds which are not likely needed to be
surrendered to Government for its appropriation.

Chief Engineer (Nabard)

The Engineer-in-Chief looks after the works funded by


NABARD, started in 1996-97 with RIDF-II to RIDF-X
taken up for improvements of Z-P taken over Roads (Rural
Roads) and Bridges works taken up under NABARD loan
schemes.
He is assisted by one Superintending Engineer in his office.
At the Circle and Division level, the Superintending
Engineers and Executive Engineers working under the
supervision of Chief Engineer (R&B) Roads execute the
works taken up with loan from Nabard.

Chief Engineer and


Managing Director,
A.P.R.D.C.

The Managing Director, A.P. Road Development corporation


looks after Externally Aided Projects and projects taken up
on BOT basis. Six divisions at Warangal, Jangareddigudem,
Vinukonda, Piduguralla, Tirupathi and Cuddapah each
headed by an Executive Engineer look after the works under
A.P. State Highways Project. Another four divisions, each
headed by an Executive Engineer at Visakhapatnam,
Kakinada, Nellore and Hyderabad look after the works under
A.P. Emergency Reconstruction Project.
The Managing Director, Andhra Pradesh Road Development
Corporation in the rank of Chief Engineer is looking after the
A.P. Economic Restructuring project works with World Bank
assistance for Rs. 1,845 Crores for Road works and core
network for improvements taken up by the A.P. Road
Development Corporation. So far it has completed 1,500 km
of Road works and A.P.S.H.P. works.
He also looks after works taken up with HUDCO loan
assistance which includes Municipal Roads and BOT
projects.
The Managing Director, A.P.R.D.C. is also
conducting training programme to the staff of (R&B).

Superintending Engineer

The Administrative unit of the Department is the circle. He


is responsible for administration and control over important
works and to inspect the works in his circle and execution is
done as per standard specifications.
He inspects Division offices annually and checks the
registers, accounts M-books, agreements, preparation of
estimates, plans and office work and makes detailed
reporting to his higher officers.
CRs of Executive Engineers will be written based on the
performance of physical and financial targets and
achievements.

Executive Engineer

The Executive unit of the Department is Division. The


Executive Engineer is responsible to the Superintending
Engineer for execution and management of all works within
his Division. He is responsible for Administrative control
over his Division and to inspect important works and check
measures at random and execution done is as per standard
specification any defective execution he will be held
responsible. He is responsible for inspection of pre-monsoon
and post-monsoon bridges / culverts / cause ways and
buildings and provide relief operation and restoration of
traffic during Natural Calamities.
The Executive Engineer is prohibited from commencing any
work or expending any public funds without the sanction of
competent authority and making any major deviations from
sanctioned designs and submit the closed works accounts and

completion reports.
The performance of the Executive Engineer will be assessed
by the Superintending Engineer based on the physical and
financial targets and achievements and CRs written.
He is ex-officio public relation officer to interface with
public and liaison with the other departments and providing
security arrangements for visiting of VIPs. He issues
Distance Certificates, Cinema Hall Fitness Certificates,
Rental Certificates, Fitness for Public Related Structures.

Dy. Executive Engineer

A Division is divided into Sub-Division. The Sub-Division


is headed by the Dy. Executive Engineer and he is
responsible to the Executive Engineer for management and
execution of works within the Sub-Division. No SubDivision can be constituted without sanction of the State
Government. The Dy. Executive Engineer is responsible for
supervising the works, quality and quantity wise, checkmeasuring and scrutinising bills confirming to agreement
conditions and specification. The performance of the Dy.
Executive Engineer is assessed by the Executive Engineer
depending on out-turn physical and financial targets and
achievements. The Dy. Executive Engineer has to report
monthly abstract of stock receipts and stock issues, monthly
accounts, half yearly balance return of stocks, progress
reports on works, etc.
The Dy. Executive Engineer is responsible for inspection of
pre-monsoon and post-monsoon bridges / culverts / cause
ways / buildings and look after relief operation during
Natural Calamities. He has the general control over
Assistant Executive Engineers / Assistant Engineers and
other sub-ordinate staff working in Sub-Division and making
payments of staff and work-charged establishment.

Assistant Executive
Engineer / Assistant
Engineer

The Sub-Division is divided into Section. The Sections are


headed by the Assistant Executive Engineer / Assistant
Engineer. The Assistant Executive Engineer / Assistant
Engineer is an initial unit officer and is responsible to the Dy.
Executive Engineer for management and execution of work
within the section. He should be conversant with all rules
and regulations and discharge his duty efficiently and
develop tact in dealing with the general public members of
other department, his own sub-ordinals and superiors and the
contractors and labours employed on works and posses a
genial temper, considerable patience and a spirit of good
will, a high sense of duty exemplary character and conduct
for good and efficient service to the public. The section
officer in entrusted with the preparation of surveys, plans and
estimates, execution of new works, maintenance of Roads
and Buildings works, preparation of bills for work done,
FNPRS, maintenance of accounts connected with the works,

maintenance of registers, submission of returns, enquiries


into complaints by ryots, contractors and sub-ordinate staff
and he should be well conversant with A.P.D.S.S and
M.O.S.T. specification P.D.W codes and accounts codes,
SSR and data statements, and A.P. civil services conduct
rules, manual of pay and allowances and district office
manual. The performance of the Assistant Executive
Engineer / Assistant Engineer is assessed by the Dy.
Executive Engineer concerned depending on the out-turn
physical and financial targets and achievements and CRs
written. The Assistant Executive Engineer / Assistant
Engineer is responsible and prevent encroachment on
Government Roads and Buildings and loss of property and
materials. The Assistant Executive Engineer / Assistant
Engineer should take care to ensure the safety and
convenience of the public during execution of work and
ensure to interfere as little as possible with traffic. The
Assistant Executive Engineer / Assistant Engineer has to
inspect annually public buildings and record inspection notes
and report to the higher officers. For any serious accident he
should report the information to proper civil authorities.
CHAPTER-3

PROCEDURE FOLLOWED IN DECISION MAKING PROCESS


INCLUDING CHANNELS OF SUPERVISION AND
ACCOUNTABILITY
The Organization structure showing the decision making process and flow of
authority for supervision and accountability is given in Annexure-A.
Procedure, followed by R&B Engineers in Decision making is governed by
AP PWD code, AP Financial code and AP Accounts code. It depends upon the type of
activity and the decision to be taken by a particular cadre of Engineer, concerned.
Decision making of R&B Engineers involves various activities of (a)
Administrative Sanction of the works (b) Technical Sanction of works (c) Fixing the
executing Agency / Contractor (d) Execution of the work (e) Payment of the bills (f)
Transfers and other personal management.
a) Administrative Sanction of the works:- AEE ( Assistant Executive
Engineer) prepares the proposals or a report based on the representations, received
from the public / public representatives and field requirements. It reaches the Chief
Engineer through DEE (Dy. Executive Engineer), EE (Executive Engineer) and
SE(Superintending Engineer) with their specific remarks. Depending up on
availability of funds and priority of the work, CE (Chief Engineer) /E-in-C
(Engineer-in-Chief) takes decision whether to sanction
/ recommend it to
Government for Administrative Sanction or not. Administrative Sanction for ordinary

repairs is generally accorded at EE level, Special Repairs (SR),and emergency repairs


at CE Level. Administrative Sanction for Capital works is given by Government.
b) Technical Sanction to the Estimates:- Decision making of the Engineers
starts at the time of conducting preliminary survey for a particular project. In deciding
the alignment of a new formation / New Bridge construction, taking various factors of
its utility and cost, the preliminary proposal goes from AEE /AE to higher authorities
and CE / E-in-C finalises it. Decision making involves in fixing the specification for a
particular work based on road condition and finalizing the estimate within the
sanctioned amount and with in the powers, delegated to them i.e., EE up to
Rs.10Lakhs, SE above Rs.10Lakhs and up to Rs.50Lakhs and CE/ E-in-C above Rs.
50Lakhs
c) Fixing of the Agency / Entrustment of Contractor : e Procurement
method is being used to entrust the work to a contractor. For fixing the agency to a
work, costing more than Rs.50.00 lakhs, there are two stages of e Procurement. At
technical bid level the technical eligibility is decided based on pre-determined criteria.
At second level, price bids of all eligible contractors / agencies will be opened and
lowest price quoted bid will be selected, provided they satisfy all terms and
conditions. For fixing the Agency to the works, costing more than Rs.10.00 lakhs and
upto 50.00 lakhs, there is no technical bid stage . Price bids of all the contractor will
be open and lowest price quoted bid will be selected. For the works, costing less than
Rs.10.00 lakhs there is no necessity going for e procurement. The Agency is fixed
issuing tender notice in news paper. The following officers have entrustment powers:
1) EE up to Rs. 10Lakhs.2) SE above Rs.10.00 laks and up to Rs. 50.00Lakhs. 3) CE
above Rs.50.00 lakhs and up to Rs.2Crores.4) Commissioner of Tenders more than
Rs. 2Crores.
The maximum limit of tender premium accessible is 5% over tender contract value.
The above Officers have powers to entrust the urgent works on nomination
basis also calling for quotations. The powers of entrustment of such works for E.E. is
up to Rs.20.000/- for S.E. it is up to 50,000/- and for C.E, it is up to Rs.1,00,000/-.
Government gives special permission increasing the above limits for entrusting the
emergent works in Natural calamities such as Floods, Earth Quakes etc. The officers
shall take decision in such a way that the restoration of the traffic is made within
short time and within minimum expenditure.
d) Executing the Works: During the execution, some deviations arise as
against the items of the works / specifications entrusted to the contractor. The EE / SE
/ CE / E-in-C takes decision and approves the working estimate keeping cost and
quality of the road based on the reports of AEE/AE / DEE within the powers
delegated to them i.e., EE up to 5% , SE above 5% and up to 10% and CE / E-in-C
above 10% and up to 15%. However in all the above cases the deviations are to be
approved by the officer by whom Technical Sanction is accorded. If the excess
financial commitment is more than their limit they recommend to the higher authority
for approval. EE takes decision to terminate the work as per the existing rules, if any
contractor stops the work without valid reasons and informs the higher authorities. SE
/ CE takes decision to accept / ratify EEs action keeping the history of the
contractor , value of the work completed, payments made to the contractor etc in
view.

e) Payment of Bills : EE is the authority for finalizing the bills for all the
works on progress and works completed . He takes decision on the payments
depending upon priority of the work, availability of funds and as per terms and
conditions of agreement and makes a request to CE for Letter of Credit. In turn CE
takes a decision on the distribution of the available funds through LOC to the various
works depending upon priority and keeping the completion of the work in view.
f) Personal Management : E-in-C is the chief of the Administration of the
R&B Department. He/She has powers to transfer / promote all the AEEs and DEEs
subject to the guidelines and procedure laid down by Government from time to time.
SE is a unit officer for administrative purposes. He has powers to transfer ministerial
staff within his circle subject to guidelines and procedure issued by Government from
time to time. SE has powers to effect promotions of certain non-gazetted staff also.
The rest of transfers / promotions for staff of EE and above level are effected at
Government level.

CHAPTER-4
THE RULES, REGULATIONS, INSTRUCTIONS, MANUALS AND
RECORDS HELD BY IT OR UNDER ITS CONTROL OR USED

4.1

FUNCTIONS TO BE DISCHARGED BY THE FUNCTIONARY

a) ENGINEER-IN-CHIEF :
Essential functions:
1) All the functions of Chief Engineer.
2) Administrative functions of personal affairs, promotions, transfers etc.
b) CHIEF ENGINEER :
Essential functions:
1) Approval to designs of structures more than Rs. 50.00 lakhs works.
2) Over all control of the works under execution Quality control, completion.
3) Accord administrative sanctions of special repairs and minor works.
4) Technical sanction of all works more than Rs. 50 lakhs.
5) Distribute budget among divisions through Letter Of Credit (LOC).
6) Accepts tenders for all works.
7) Inspect all works.
c) SUPERINTENDING ENGINEER
Essential functions:

1) The Superintending Engineer is the administrative Unit officer of a circle


2) He has to inspect the important works in his Circle.
3) He is empowered to accord administrative and technical sanction to the estimates
for the works up to the limits prescribed.
4) He can sanction estimates for annual and special repairs within the limits assigned
for his Circle in the Budget Estimate.
d) EXECUTIVE ENGINEER
Essential functions:
1) The Executive Engineer is the in-charge of the Division and is responsible to the
Superintending Engineer for execution and management of all works within his
Division.
2) He is responsible for proper upkeep of Building and works in his Division and to
prevent encroachment of Government lands in his Charge.
3) As soon as the work is finished, the Executive Engineer has to close the accounts
and prepare the completion report.
4) He can accord administrative and technical approval up to the limits prescribed.
5) He can sanction estimates for ordinary and special repairs within the limit of
budget allotments up to the limit prescribed.
6) Issue of various certificates such as Distance Certificate, Cinema Hall inspection
and their certification and Certifying Public related structures such as temple car
etc.
e) DEPUTY EXECUTIVE ENGINEER
Essential functions:
1) The Deputy Executive Engineer (R&B) who is in-charge of Sub Division assigned
to him by the Executive Engineer (R&B).
2) The Deputy Executive Engineer is responsible that proper measures are taken to
preserve all the Government Buildings and works under his control and he should
prevent encroachment on Government lands in his charge.
3) Deputy Executive Engineer is responsible for the accuracy and correctness of the
measurements check-measured by him of the works under his control and he
should not allow false measurements and should safe-guard the interests of
Government.
4) The Deputy Executive Engineer (along with Assistant Executive
Engineer/Assistant Engineer) is responsible for the quality and quantity of work.
5) The Deputy Executive Engineer is responsible for proper maintenance of 7F
accounts major and minor.
6) The Deputy Executive Engineer has to prepare completion reports of works under
his control immediately after the works are completed
f) ASSISTANT EXECUTIVE ENGINEER
Essential functions:

1) The Assistant Executive Engineer is responsible to the Deputy Executive


Engineer and Executive Engineer for the execution and management of all
works in his section (Original or Maintenance)
2) Assistant Executive Engineer is responsible for the accuracy and correctness of
the measurements recorded by him of the works under his control and he should
not allow false measurements and should safeguard the interests of government.
3) He will be responsible to ensure that the materials allowed to go into the work are
as per specifications.
4) The Assistant Executive Engineer should necessarily maintain 7F major and minor
accounts and other accounts specified, in respect of his section.
5) The Assistant Executive Engineer should bring to the notice of the Deputy
Executive Engineer and the Executive Engineer questions connected with the
foundations and other similar matters. He should always bring to the notice of
higher authorities any unsuitability or technical defect in a design. (Para 120 D
Code)
6) The Assistant Executive Engineer is responsible that the terms of contract are
strictly enforced and that no act is done tending to nullify or vitiate a contract.
(Para 153 D Code)
7) The Assistant Executive Engineer should not start any work on land which has
not been duly made over by the responsible civil officers except in case of
emergent work such as repair of breaches etc. (Para 180 D Code)
6) The Assistant Executive Engineer should not allow vacant Government
residential buildings to be used as rest-houses without the permission of the
Executive Engineer. (Para 281 D Code)
7) The Assistant Executive Engineer should see that proper accounts are maintained
for all Government financial transactions , and returns relating to them. (Article 5
A.P.F.C.)
8) The Assistant Executive Engineer is responsible for the stores belonging to his
section as well as the stores, tools and plant and materials at site of any works,
which are under his direct charge. (Para 304 D Code)
9) The Assistant Executive Engineer is responsible for the safe custody of imprest
money and he must, at all times, be ready to produce the total amount of the
imprest in vouchers or in cash. (Para 171 A.P.P.W.A. Code)
g) ASSISTANT ENGINEER
Same as Assistant Executive Engineer.
h) DIVISIONAL ACCOUNTS OFFICER (Works)

Control of Expenditure:

Inspection of Sub Divisional offices:

D.A.O.(W) will be responsible as far as possible, for personally explaining the


defects of procedure and imparting necessary instructions thereon to the Sub
Divisional officer and their staff. (Para 92 of APPW 'A' Code)

Checking Of Computed Tenders (Para 93):

The D.A.O. (W) is responsible for the arrangement for checking the
computed tenders i.e. for seeing that satisfactory and efficient arrangements are
made for checking.

Bringing the irregular transactions to the notice of the Executive Engineer :

The D.A.O.(W) is responsible for bringing prominently to the notice of the


Divisional officer (Executive Engineer) at least once a month all irregular
transactions on which action has not already been taken.(Para 100(2) of A.P.P.W.
'A' Code.)

Review of Measurement Books:

The review is in addition to the review conducted on the running accounts


etc. (Para 296 of A.P.P.W. 'A' Code)

Scrutiny of Accounts:

The D.A.O.(W) should examine the accounts returns of the Sub Divisional
officers (Para 539 of APPW 'A' Code) He should exercise a similar check on the
transactions recorded in the Divisional cash and Stock accounts. (Para 540 of
A.P.P.W. 'A' Code)

Arithmetical Accuracy of entries in the M.Books:

The arithmetical accuracy of the entries in the M. Books relating to bills sent
for preaudit should be checked cent percent in the divisional office under the
supervision of the D.A.O.(w) though not personally by himself. (Para 540 APPW 'A' Code)

Custody of Original Agreements:

The original of agreements concluded by the Executive Engineer or by the higher


authorities and all original tenders, confidential correspondence etc. shall be in the
personal custody of the D.A.O.(W) {Para 158 of APPW'D' Code}

THE PARTICULARS OF ANY ARRANGEMENT THAT EXISTS FOR
CONSULTATION WITH, OR REPRESENTATION BY THE MEMBERS OF THE
PUBLIC IN RELATIONS TO THE FORMULATION OF ITS POLICY OR
IMPLEMENTATION THEREOF
The Engineer-in-Chief (R&B) Administration and other Head of departments
offices are located in Errum Manzil, Hyderabad 500 082. An information cell
is opened and an desk officer in the rank of Junior assistant posted as to
receive and acknowledge the applications, representations, petitions and
grievances from the public with due acknowledgement of currents received.

The desk Officer is made with him/her all the information like e-mail Ids,
telephone numbers both official and residential of all the HoDs and their
immediate subordinate officers to guide the public who are interested to meet
the HoDs in person to settle the issues, share the information.
The HoDs after receipt of applications, representations, grievances have to
take appropriate action and action taken may intimated to the party/agency and
the Desk Officer
The Public representatives can contact the HoDs directly on phone or in
person by prior appointment of the HoDs and may interact with the HoDs.
The Proceedings No. 28811/Information Act/AEE1/DEE2/MC/05, dt.
05.09.05 is issued designating the Public information Officers and Assistant
Public information officers at HoDs, Unit offices, Divisional Offices, Sub
division Offices who will be made available to the public through electronic
media and pamphlets to contact the right Officer in right time.

The department is having Research Station at state level in the office of the Engineer-in-Chief
(R&B) Administration, Errammanzil, Hyderabad 500 082. Research Station is also attached with a
Library and Reading Room. The Research Station, Hyderabad is also conducting training classes to the
departmental engineers. The information is also available at district level, all Circle offices are having
information centers and reading rooms.
