INTROD#!TION A& Pro'e(t Ba()ground Da$upan City is the center of trade and commerce in Pan$asinan and is famous for its &ee*lon$ celebration of the Ban$us ,estival" Bein$ the ma!or traffic conver$ence point and coupled &ith the hi$h density of urban traffic% the City are experiencin$ road capacity problems resultin$ to traffic con$estion" Corollary% the City-s road net&or* is confined mainly in the city proper &here the urban conurbation has been ta*in$ place" In addition% the t&o brid$es namely. /a$saysay Brid$e and 0uintos Brid$e is located in the City proper and functions as the lin*a$e of the City &ith the &estern municipalities" #he /a$saysay Brid$e and 0uintos Brid$e &ere constructed after 1uly 2334 earth5ua*e" #he proposed Perez Boulevard Extension Road (PBER) that is located in the eastern side of Da$upan City is envisioned to function as an alternate or diversion road and se$ment of the Da$upan Circumferential Road" #he pro!ect road &ould inter(connect three (6) ma!or national road net&or* consistin$ of the 7rdaneta(Da$upan(8in$ayen Road% Da$upan( /ana$aldan(/anaoa$ Road and Da$upan(Calasiao Road &hich is the main access road to 2
