OntheCrimeanTatars
DuringthePatrioticWar[WorldWarII],manyCrimeanTatars
betrayedtheMotherland,desertingRedArmyunitsthatdefendedthe
Crimeaandsidingwiththeenemy,joiningvolunteerarmyunits
formedbytheGermanstofightagainsttheRedArmy;asmembersof
Germanpunitivedetachments,duringtheoccupationoftheCrimeaby
Germanfascisttroops,theCrimeanTatarsparticularlywerenoted
fortheirsavagereprisalsagainstSovietpartisans,andalso
helpedtheGermaninvaderstoorganizetheviolentroundupof
SovietcitizensforGermanenslavementandthemassextermination
oftheSovietpeople.
TheCrimeanTatarsactivelycollaboratedwiththeGerman
occupationauthorities,participatinginthesocalled"Tatar
nationalcommittees,"organizedbytheGermanintelligenceorgans,
andwereoftenusedbytheGermanstoinfiltratetherearofthe
RedArmywithspiesandsaboteurs.WiththesupportoftheCrimean
Tatars,the"Tatarnationalcommittees,"inwhichtheleadingrole
wasplayedbyWhiteGuardTataremigrants,directedtheiractivity
atthepersecutionandoppressionofthenonTatarpopulationof
theCrimeaandwereengagedinpreparatoryeffortstoseparatethe
CrimeafromtheSovietUnionbyforce,withthehelpoftheGerman
armedforces.
Takingintoaccountthefactscitedabove,theStateDefense
Committeedecreesthat:
1.AllTatarsaretobebanishedfromtheterritoryofthe
Crimeaandresettledpermanentlyasspecialsettlersintheregions
oftheUzbekSSR.TheresettlementwillbeassignedtotheSoviet
NKVD.TheSovietNKVD(comradeBeria)istocompletethe
resettlementby1June1944.
2.Thefollowingprocedureandconditionsofresettlementare
tobeestablished:
a)Thespecialsettlerswillbeallowedtotakewiththem
personalitems,clothing,householdobjects,dishesandutensils,
andupto500kilogramsoffoodperfamily.
Property,buildings,outbuildings,furniture,andfarmstead

landsleftbehindwillbetakenoverbythelocalauthorities;all
beefanddairycattle,aswellaspoultry,willbetakenoverby
thePeople'sCommissariatoftheMeatandDairyIndustries,all
agriculturalproductionbytheUSSRPeople'sCommissariatof
Procurement,horsesandotherdraftanimalsbytheUSSRPeople's
CommissariatofAgriculture,andbreedingcattlebytheUSSR
People'sCommissariatofStateGrainandAnimalHusbandryFarms.
Exchangereceiptswillbeissuedineverypopulatedplaceand
everyfarmforthereceiptoflivestock,grain,vegetables,andfor
othertypesofagriculturalproduction.
By1Julythisyear,theUSSRNKVD,People'sCommissariatof
Agriculture,People'sCommissariatoftheMeatandDairy
Industries,People'sCommissariatofStateGrainandAnimal
HusbandryFarms,andPeople'sCommissariatofProcurementareto
submittotheUSSRCouncilofPeople'sCommissarsaproposalonthe
procedureforrepayingthespecialsettlers,onthebasisof
exchangereceipts,forlivestock,poultry,andagricultural
productionreceivedfromthem.

Tofacilitatethereceiptoflivestock,grain,and
agriculturalproductionfromthespecialsettlers,theUSSR
People'sCommissariatofAgriculture(comradeBenediktov),USSR
People'sCommissariatofProcurement(comradeSubbotin),USSR
People'sCommissariatoftheMeatandDairyIndustries(comrade
Smirnov),andUSSRPeople'sCommissariatofStateGrainandAnimal
HusbandryFarms(comradeLobanov)aretodispatchtherequired
numberofworkerstotheCrimea,incoordinationwithcomrade
Gritsenko.
c)ThePeople'sCommissariatofRailroads(comrade
Kaganovich)istoorganizethetransportofthespecialsettlers
fromCrimeatotheUzbekSSR,usingspeciallyformedtrains,
accordingtoascheduledevisedjointlywiththeUSSRNKVD.The
numberoftrains,loadingstations,anddestinationpointsareto
bedeterminedbytheUSSRNKVD.
Paymentforthetransportwillbebasedontherateatwhich
theprisonersaretransported;
d)Toeachtrainofspecialsettlers,theUSSRPeople's
CommissariatofPublicHealth(comradeMiterev)istoassign,
withinatimeframetobecoordinatedwiththeUSSRNKVD,one
physicianandtwonurses,aswellasanappropriatesupplyof
medicines,andtoprovidemedicalandfirstaidcaretospecial
settlersintransit;
e)TheUSSRPeople'sCommissariatofTrade(comradeLiubimov)
willprovidealltrainscarryingspecialsettlerswithhotfoodand
boilingwateronadailybasis.
Toprovidefoodforthespecialsettlersintransit,the
People'sCommissariatofTradeistoallocatethequantityoffood
suppliesindicatedinAppendixNo.1.
3.By1Juneofthisyear,theSecretaryoftheCentral
CommitteeoftheCommunistParty(Bolshevik)ofUzbekistan,comrade
Iusupov,theChairmanoftheUzbekSSRCouncilofPeople's

Commissars,comradeAbdurakhmanov,andtheUzbekSSRPeople's
CommissarofInternalAffairs,comradeKobulov,aretocarryout
thefollowingstepsinregardtotheacceptanceandsettlementof
thespecialsettlers:
a)ToacceptandsettlewithintheUzbekSSR140to160
thousandspecialsettlersTatars,sentbytheUSSRNKVDfromthe
CrimeanASSR.
Thesettlementofthespecialsettlerswilloccurinstate
farmcommunities,existingcollectivefarms,farmsaffiliatedwith
enterprises,andinfactorycommunities,foremploymentin
agricultureandindustry;
b)Toestablishcommissionsinoblastswherethespecial
settlersareresettled,consistingofthechairmanoftheoblast
executivecommittee,secretaryoftheoblastcommittee,andchief
oftheNKVDadministration,chargingthemwiththeimplementation
ofallmeasuresinconnectionwiththeacceptanceanddistribution
ofthenewlyarrivedspecialsettlers;
c)Toorganizeraiontroikas,consistingofthechairmanof
theraionexecutivecommittee,secretaryoftheraioncommittee,
andchiefoftheraionbranchoftheNKVD,chargingthemwith
preparationforthedistributionandorganizationoftheacceptance
ofthenewlyarrivedspecialsettlers;
d)Toarrangetheautomotivetransportofthespecial
settlers,mobilizingthevehiclesofanyenterprisesor
institutionsforthispurpose;
e)Tograntplotsoffarmlandtothenewlyarrivedspecial
settlersandtohelpthembuildhomesbyprovidingconstruction
materials;
f)ToorganizespecialNKVDcommandant'sheadquarters,tobe
maintainedbytheUSSRNKVD,intheraionsofsettlement;
g)By20Mayofthisyear,theUzbekSSRCentralCommittee
andCouncilofPeople'sCommissarsaretosubmittotheUSSRNKVD
(comradeBeria)aplanforthesettlementofthespecialsettlers
intheoblastsandraions,indicatingthedestinationpointsofthe
trains.
4.Sevenyearloansofupto5,000rublesperfamily,forthe
constructionandsettingupofhomes,aretobeextendedbythe
AgriculturalBank(comradeKravtsov)tospecialsettlerssentto
theUzbekSSR,intheirplacesofsettlement.
5.EverymonthduringtheJuneAugust1944period,equal
quantitiesofflour,groats,andvegetableswillbeallocatedby
theUSSRPeople'sCommissariatofProcurement(comradeSubbotin)to
theUzbekSSRCouncilofPeople'sCommissarsfordistributionto
thespecialsettlers,inaccordancewithAppendixNo.2.
Flour,groats,andvegetablesaretobedistributedfreeof
chargetothespecialsettlersduringtheJuneAugustperiod,as
repaymentfortheagriculturalproductionandlivestockreceived
fromthemintheareasfromwhichtheywereevicted.
6.ToaugmenttheautomotivetransportcapacityoftheNKVD

troops,garrisonedintheraionsofsettlementintheUzbek,
Kazakh,andKirgizSSR's,thePeople'sCommissariatofDefense
(comradeKhrulev)istoprovide100recentlyrepaired"Willys"3
motorvehiclesand250trucksduringtheMayJune1944period.
7.By20May1944,theMainAdministrationfortheTransport
andSupplyofPetroleumandPetroleumProducts(comradeShirokov)
istoallocateandsupply400tonsofgasolinetolocations
specifiedbytheUSSRNKVD,and200tonsofgasolinearetobe
placedatthedisposaloftheUzbekSSRCouncilofPeople's
Commissars.
Thesupplyofgasoline[forthispurpose]istobecarriedout
inconjunctionwithacorrespondingreductionofsuppliestoall
otherconsumers.
8.By15Mayofthisyear,theMainSupplyAdministrationof
theUSSRMinistryofForestry,USSRCouncilofPeople'sCommissars
(comradeLopukhov),istodeliver75,0002.75meterrailroadcar
boardstothePeople'sCommissariatofRailroads,usinganymeans
atitsdisposal.
9.InMayofthisyear,thePeople'sCommissariatofFinance
(comradeZverev)istotransfer30millionrublesfromthereserve
fundoftheUSSRCouncilofPeople'sCommissarstotheUSSRNKVD,
fortheimplementationofspecialmeasures.
