BACKGROUND
1.1 Project Background: The Road Construction Department (RCD) of the Government of Jharkhand
through Government of India has applied for financial assistance in form of a loan from the Asian
Development Bank (The Bank) for the Jharkhand State Road Project (JSRP), which comprises of
rehabilitate and upgrade 311 kilometers (km) of existing Single/ Intermediate lane to Double lane
roads from Gobindpur via Jamtara, Dumka and Barhet to Sahebganj and Support the GOJ in
improving Project Management and enhancing road sector development capacity. The executing
agency for JSRP is Project Implementation Cell (ADB Project), Road Construction Department (The
Employer). The Road Construction Department is headed by the Secretary.

Conditions of Contract for Construction for Building & Engineering Works Designed
by the Employer, Multilateral Development Bank Harmonized Edition March 2006
(FIDIC V Condition of Contract).
1.2 Project Description: As a first phase, the Government has undertaken to contract four construction
packages, having a total length of 311 kms. The size of each package is ranging between 50 and 98
kms. Though the Project will involve improvements to a two lane standard, the land acquisition
undertaken by the government is as per the four-lane expansion criteria on taking into account for
future expansion needs.
SMEC International Pty. Ltd, an Australian Engineering Consultancy, in association with SMEC India
Pvt. Ltd. and RODIC Consultants Pvt. Ltd. has been awarded the Consultancy Services for
Construction Supervision for all four packages for Rehabilitate and Upgradation of 311 kilometers of
existing Single/ Intermediate lane to Double lane roads from Gobindpur to Sahebganj via Jamtara,
Dumka and Barhet, and Support the GOJ in improving Project Management and enhancing road
sector development capacity.
Establish a high standard quality assurance system aided with IT based quality monitoring
so that the results are readily available for needful.
Monitoring and report on the progress through IT based contract management system
ensuring online monitoring
Provide assistance to the Employer in the overall implementation of the Project through the
rendering of appropriate technical support, software and training to PIC / Field PIUs
Personnel.
Organisation Chart
Overall progress during this month for road and structures was less due to land acquisition
problems.
OGL sampling and testing completed from Chainages 6+900 to 69+700 B/S, km 0+000 to
11+200 B/S (Jamtara Bypass)
Soil sampling from Borrow Areas at Chainages:1+200 - LHS, 1+700 LHS, 1+650 LHS
4+700 LHS, 5+800 LHS, 7+400 - LHS ,7+500 - LHS,8+300 RHS, (Jamtara By-pass) 9+200
LHS, 12+210 LHS, 12+500 RHS, 14+400 LHS, 15+250, 17+400, 18+400
and 54 +
900 LHS, at existing alignment are approved for the construction of Embankment & sub
grade.
Erection & Calibration of Hot Mix Plant is completed and production started.
Concrete Batching plant is operative. Transit Mixer, Grader and Excavators have arrived at
camp site.
Camp -1 is fully operative by means of construction of Laboratory building, Admin, Mess and
engineers quarter. All testing equipments have been installed in laboratory.

Contract Package - I
Salient Dates:
The Employer issued a Letter of Acceptance on 12th August 2010
The Construction Contract was signed on 20th September 2010.
Date of Commence the Works is 20th September 2010.
Date of Completion of the work is 19th September 2013.

The Contract price in INR 229, 91, 30,381 (after rebate).

Description:
The Construction work for Package I (Govindpur to Jamtara) consists of constructing 80.780
Kms of two lanes including 11+100 Km. Bypass flexible pavement (including sub layers of GSB
drainage layer, WMM layers, DBM layers and a wearing surface BC)
New construction will incorporate vertical and horizontal alignment improvements and widening
existing cross drainage works.

64+500 to 69+700 (25 N0s.) and from Km 0.000 to 11.000 (51 Nos. in Jamtara Bypass).
b) Total 77 Kms of OGL checking completed at Km 0.000 to 6.200 Km in Govindpur Bypass, Km

Materials Testing:
(a) Testing of OGLs samples completed which were collected from Km 6.900 to Km 69.700 on
BS. Jamtara Bypass and collection from Km 10.000 to Km 11.000 is also completed.
(b) Samples of cement submitted to BIT, Sindri for Third Party Testing found satisfactory.
(c) Samples of Bitumen VG - 30 submitted to BIT, and got approved
(d) Samples of Bitumen Emulsion (MS-1) submitted to BIT, and got approved
(e) Samples of Tack coat (RS-1) submitted to BIT, and got approved.
(f) Borrow area samples from Km. 8.000 RHS collected and testing completed.
(g) Borrow area samples from Km. 15+250 LHS collected and testing completed.
(h) Borrow area samples from Km. 17+400 RHS collected and testing completed.
(i) Borrow area samples from Km. 18+400 RHS collected and testing completed.

Description:
The Construction from Jamtara to Dumka under Package II of Jharkhand State Road Project
consists total 82 Kms including 6.35 Km Dumka Bypass which is two lane flexible Pavement
including sub layers Subgrade 500mm, GSB 200mm, WMM 250mm, DBM 75mm(0+000 to
20+600) 65mm(20+600 to 82+000) and finally BC 40mm as Wearing Course. New construction
will incorporate vertical and horizontal alignment improvements and widening of existing road
and cross drainage works.

EXECUTIVE SUMMARY
Boundary pillar fixing from km. 0.000 to km. 98.000. 1666 Nos approx.
TBM pillar fixing from km. 0.000 to km. 95.000. 380 Nos. approx.
Tree cutting from km. 4.000 to km. 45.000 in non forest areas. Pakur Division work in
progress and completed between km 52.000 to 60.000. Total 47 km. completed.
Pot holes Pre measurement from km. 0.600 to km. 98.280. 16644.201 SQM. approx taken.
OGL sampling done from km. 4.000 to km. 21.000 and from km 45.000 to Km 50.000
Transit Mixer, Loader, Water Tanker, Grader and Excavator arrived at camp site.
Laboratory completed (95%) and started. Testing equipment has been installed in
laboratory. Admin building and mess completed up to 90%, Engineers quarter completed.

Description:
The proposed improvement work includes widening of existing road sections to two-lane
carriageway configuration with provisions of road side furniture and cross drainage work. The new
highway will have a carriageway width of 7.0 m with a formation width of 12 m.
