    Intragency EPA email from Rich Campbell to Aaron Setran regarding how PTP's permit will be transferred to the HOA. Sent on 7/29/08 at 3:10 p.m. CC:d to David Albright, Ann Nutt, and Robert Moyer. PTP consultant Brenda Stein relayed to EPA questions from Leon May as they reviewed the modified permit. Ms. Stein wrote, "PTP is at the last steps of turning the project over the the homeowners association and they would like the new permit to be in place prior to the transition... Is there any special paperwork required by EPA for the ownership transition to the HOA?" Text in the email and earlier email on the thread was redacted by the EPA, which withheld the information under Freedom of Information Act Exemption (b)5 for attorney-client privilege, deliberative process, or attorney work product .     Aaron,
    I am meeting with Leon May and we have a couple questions for you.
    1- Can we put the monitoring wells on a quarterly sampling schedule even before the
    new permit is in place? If so, is there a process we should go through?
    2- Can I help expedite the new permit? PTP is at the last steps of turning the project
    over to the homeowners association and they would like the new permit to be in place
    prior to the transition.
    3- Is there any special paperwork required by EPA for the ownership transition to the
    HOA? Can you send the paperwork, if there is any? Leon is going to ask Justin Clouser
    to prepare any paperwork for the transition, so you will be able to work with him also.
    4- Are there any other issues you can think of for the transition or the new permit?
