Browns Park Project:

Accessible Community Recreation

The Browns park master plan provides a vision for future development and acts a
guide for revitalization of the park. It was developed utilizing an extensive inventory and
analysis process, stakeholder meetings and public meetings. This process identified a need
for expanded and improved neighborhood level park facilities, as well as a shift in active
recreational facility demand. These identified needs and facility demands formed the
foundation of the goal of Browns Park. Browns Park should be improved to become a
modern, accessible neighborhood park that includes a premier, tournament level, sand
volleyball complex. As a result of the proposed improvements, Browns Park will be more
actively utilized by the neighborhood and could become an economic catalyst for the city of
Spokane Valley. The Browns Park project is a direct response to the outcomes from the
stakeholders meetings and input that was logged from the surrounding neighborhood and
community.
The Master plan for Browns Park does not calculate contingency costs, consulting fees,
document design fees or added costs based on project phasing.
Revenues, Supplies, Equipment and facilities are broken down as follows:

The Total Expended Cost Estimate-$2,119,000.00.

Landscaping. Trees, Shrubs, Topsoil, Turf and Irrigation-$165,000.00.

General Site Furnishings. Fencing, Benches, Signage, Drinking Fountains, and Outdoor
Showers-$121,000.00.

Playground. Play Area, Sand Play Area, Tot Lot, Swings, and Splash Pad-$169,000.00.

Courts and Sport Components. Volleyball Courts, Basketball Courts, and Slackline
Course-$429,000.00.

Architectural Components. Restrooms, Storage Buildings, Shelters, Picnic Shelters$510,000.00.

Hardscape Improvements. Sidewalks, Paving, Concrete, Parking Lot Expansion$262,000.00.

Utilities. Water Services, Sewage Removal and Connections, and Lighting-$160,000.00.

General Park Construction. Excavation, Permits, Mobilization, Earthworks, and Taxes$303,000.00.

For the potential continuation for the Browns Park project once the USAV Grant funding
has been expended the city of Spokane Valley Parks and Recreation need to make sure that
the goals of the project continue to be met through activities that are consistent with the up to
date conditions and workforce development needs of the region, including the needs of both
workers and industry. Making sure they identify the short term and long term sustainability
strategies that will work best for them. Keep identifying what resources are needed for good
sustainability for the Browns Park Project such as the equipment, facility, and space they
have and then work toward obtaining them. Another way to help the continuation of the
project is to find other organizations, businesses and interest groups that can benefit from our
projects activities or who are interested with what we are doing. They can help you out with
another source of funds in the future. The success or effectiveness of the project will be

measured by if the park brought friends and family to a fun and safe environment for both
the locals and visiting tourists. If the park turns out to be a great resource to the surrounding
neighborhood and schools, and being free this will be huge draw to the community. This
would be a huge success and would open up many opportunities to the community as well.
