In

addition,

Rule

1040

of

the

Occupational

Safety

and

Health Standards (as amended) states that each agency provides


for the organization of disaster control groups/health safety
committees

in

every

place

of

employment

and

the

conduct

of

periodic drills and exercises in work places.


More

recently,

the

Department

of

Education,

through

Department Order No. 83, series of 2011, called for instituting


disaster

preparedness

measures

for

schools.

The

said

order

mentioned that disaster risk reduction in education must aim at


addressing

underlying

following:

(i)

poorly

drivers
built

of

disaster

school

risk

structures;

such
(ii)

as

the

little

knowledge of teachers about risks and skills in risk reduction;


(iii) low capacity of teachers and administrators in disaster
preparedness and response; and (iv) lack of warning mechanisms
and absence of risk assessments. In addition, it emphasized that
in the schools, where damages of disasters are mostly evident
and where effects to childrens education are strongly felt,
actions had to be taken to mitigate the effects of disasters. It
directed schools to implement the following mitigation measures
for natural disasters such as typhoons, flooding, landslides,
tornadoes among others:
