ABSTRACT
Background: Hospital autonomy is an adoubted issue. By the autonomy, the hospital would
be able to do excellent service activity. The autonomy indicators that are usually used strategic management, monetary, administration purchasing of management information system and human resources. In conducting autonomy, there are many internal stakeholders
but also external stakeholders. So that it needs to be understood about hospital autonomy
especially for external stakeholders as a policy maker.
Method: This study used qualitative description method and screened strategis management, administration purchasing system, monetary management, human resources management, the correlation between RSUD Kalisat and Health Department, and the expectation of stakeholders for the RSUD Kalisat. Data collected by in depth interview. The respondent were the Director and the staffs of RSUD Kalisat, Chief of BAPPEDA, Chief of Health
Department, Assistant II Jember Regional Secretary, Members of Comission D of Jember
DPRD.
Result: For strategic management, internal and external stakeholders perception had been
in high level of autonomy and according to the reality. For Management Information System
Administration, internal and external stakeholder perception had been according to the reality of low autonomy. For purchasing aspect, internal and external stakeholders had been in
the middle level. Monetary management, internal stakeholders perception had been in low
level autonomy and external stakeholders perception had been in high level autonomy. For
Human resources management, internal and external stakeholders had been in low level
autonomy.
